rules a haywood county toddler's death was due to blunt force trauma to the head. the . >> larry: at this point, no charges have been filed. >> darcel: also breaking news developments in two buncombe county murder cases. >> larry: robin richardson is charged with first degree murder in the death of wlos worker ken fry. >> frank: the grant jury found probable cause to proceed with first degree murder charges against pierre griffin in the murders of uhon johnson, tatiana dis and alexandra king.

details that we have not seen before and here they are. two of them involve where the bodies of diz and king were found, the french broad river. warrants indicate that is where pierre gririin took the two women, pulled the gun and threatened them with the intent of stealing alexandra king's car. whether that same gun is used in their killings is not stated. a .38 caliber gun was found. three spent shell cases inside. johnson's body was found in pisgah view apartments. part of the indictments includes a charge of unlawfully placing their bodies in the river. griffin is now officially charged with that felony as well. there will be a administrative hearing at the end of this month.

the clock for buncombe county district attorney for todd williams. he now has 45 days to notify the court if he intends to seek the death penalty. he tells news 13 that that is now under consideration. frank kracher, news 13. >> larry: as we mentioned, a grand jury has returned a first degree murder indictment forr robin richardson. he shot tim fry, a wlos employee back in december. richardson claims she shot him because he assaulted her. >> darcel: the former board of elections director in macon county has been arrested. kim bishop is charged with five felony counts of embezzlement and one count of attempted embezzlement. she was indicted on those state charges last week. bishop pleaded guilty in federal

she resigned her position in may of 2014 after investigators discovered dozens of fraudulent checks came from her. >> larry: more than $3,000 worth of equipment was stolen from chase high school. that includes bats, ball gloves, balls and gloves. it happened just two weeks ago right before the start of the season. >> and so our guys are disheartened. i would just say if anyone knows anything, if they are aware of anyone that may have done this to contact our school, our resource officer. >> larry: and if you have any information, you can also call crime stoppers. the number 286-tips. >> darcel: devastating, that's the word some are using to describe a cost-cutting proposal that would change health insurance for state employees. karen wynne spoke with a couple

karen, they say this is happening too fast. >> karen: right, they do. statee employers say they found out about the changes yesterday. changes that are expected to be voted on friday. of the nearly 700,000 state employees and retirees that would be affected, about 1,000 work for haywood county schools. >> that is troubling that we're receiving information on monday, and they're going to take a vote on friday to determine what is going to happen to our health benefits. >> karen: mull over the thick pact of recommendations from the state health board of trustees. it includes a recommendation to drop coverage for spouses forcing them to seek health insurance elsewhere. >> that would be devastating, actually, for a lot of our families. >> karen: the proposal would completely eliminate the popular 80/20 plan.

that has very low coverage. the out of pocket deductible for the low coverage plan would advance very quickly to $4,500 a year. >> karen: a huge financial burden for the average heywood county teacher. the plan is drawing fire from the state employees association of north carolina. the groupxpresses its concern in this youtube video. >> if they do this to the state health plan, we need state license plates that read "first in flight, last in health." >> karen: in that youtube video the state employees association

if approved, the changes would take effect in 2018. >> larry: local travel agents are keeping an eye on the zika virus. one pregnant woman decided to withdraw from a mission trip to the caribbean. but an agent in hendersonville says he has a couple traveling to south america right now and they are taking precautions. >> i do feel a lot of it is sensationalized. i think it's important for everyone to be aware if there's something new that we need to take precaution for. i think that's wonderful to get that word out. >> larry: the couple, both of them are doctors, are traveling to columbia, panama canal. he's advised them to wear insect repellant and wear long sleeves. >> darcel: a for sale sign

maggie valley. tim and his brothers own the property. they say they're selling it to settle their father's estate. the lease runs with the property and will likely continue with the new owner since this is an investment purchase. >> this is part of maggie valley. this is where our retired people come to get their checks and packages. >> darcel: the post office property is listed for about $682,000. the owner says he's already gotten a couple of inquiries. >> larry: an update tonight. the opening of new belgium brewery in asheville has been postponed for up to two months. winter weather delayed construction. they also recently hired about 20 people to meet and greet customers. the brewery wants to make sure everything is ready. >> we're going to take the time

especially where kids and pets are playing. hope hanselman, news 13. >> darcel: road improvements in west asheville have some people wondering if the state is wasting money. >> larry: frank fraboni with here with reality check. why would that be a waste, frank? >> frank: a decorative stamp concrete median. sidewalks for pedestrians a lot more than it needs fancy. engineering student and part time construction worker shane mccarthy took notice when the state replaced this concrete median with a much more expensive decorative stamp concrete. he showed us the area of sidewalks that go nowhere. and the danger for pedestrians

without crosswalks. safety improvement should come first. >> it's being used for a beautification project rather than safety unit. >> frank: replaced the old crumbling median at a cost of $700,000. when the dot began looking at replacing the 60-year old island, they learned that money was available for beautification projects. >> when we found out we could use those funds, we added the stamp portion as well as the islands. >> it seems backwards. >> frank: but the dot says safety is always their priority. and that sidewalk and pedestrian improvements are underway.

south and west. this is rain. all of it is going to march east ward. a lot of us are going to get pretty heavy rain fall. then we worry about the chances for severe weather. we have a marginal risk. tomorrow for damaging wind and tornado threat. you think about this, and say oh my goodness, are we going to get a tornado. georgia, south carolina border, tennessee border in to western south carolina. i think the chances are minimal as you go east of the continental divide. we've got a cold front west. we'll get a surge of milder air overnight tonight. temperatures may warm a little

it's only briefly because we go right back to the cold air. so the front itself will be the focus for most of the heavier showers and storms. once it marches east ward, we'll see our temperatures drop in to the 30s tomorrow night. right now sunshine but cold. 6 o'clock tonight, notice by midnight, heavier showers developing. we'll start to see those thunderstorms line up here. this is 6 o'clock in the morning. pockets of strong thunderstorms. 9 o'clock in the morning. a lot of showers and storms are out of here by late afternoon by evening. we're left with the clouds initially and then we'll clear out tomorrow night in to thursday. rainfall amounts could see an inch and a half to an inch.
