>> darcel: family members of a young man shot at deverview apartments say he's an erwin footba player. >> larry: it happened this afternoon and asheville police immediately swarmed the scene. >> darcel: john, the family is stunned by what happened. >> john: they sure are. the investigation continues as that young man fights for his life. we have a picture of him. his name is kyrie logan. he's a football player just three days shy of his 18th birthday. he's in critical but stable condition at the hospital. police say there's no imminent danger here as the investigation continues. >> that's a good kid. and it not only involves him, that involves anybody. you shouldn't be out here shooting each other and killing each other. that's crazy. that's just crazy.

and all rain. then you go up in to higher elevations. coal springs ranch, 4,000 feet near haywood county. the snow is adding up. already laying on the ground. that's the story now. haywood, madison, mitchell, avery, swain, jackson and graham county until 6 o'clock in the morning. this is where we're going to find not only snow fall accumulation, but black ice. we drop our temperatures this evening. dark blues indicating heavier snows. we're still getting snows up in to yancey and mitchell. temperatures freezing most valleys. we'll talk more in detail coming up in just a few minutes about who is going to see most of the snow and when we finally see spring-like weather. >> darcel: thanks, jason. we want toend it over now to meteorologist karen wynne.

there lost power from the storm. >> karen: definitely so, larry. in fact at one point about 4,000 people across the county were without power here in mcdowell. this tree fell in old fort. it brought power lines down with itit people living nearby lost power around 2:30 a.m. and they were still without it at noon. >> i was up and i heard a crash. and the power went out. >> karen: crews from charlotte removed the tree in about 30 minutes. while many of the trees and power lines have been removed, they urge people to be careful. if you do see any power lines down, you are urged to stay away from them and call 911. now at the last check, it looks like now there's still about 400

mcdowell county. live in mcdowell county, i'm karen wynne, news 13. >> larry: jury selection began today for a trial of a man accused of a revenge killing in transylvania countyty richard o'shields is charged with first degree murder for the shooting of toby mathis. months before mathis was killed, he was in some kind of altercation with o'shields' son joey who fell to his death from mathis' pick-up truck. o'shields thought the sentence was not enough. >> darcel: 14-year-old christopher cowart remains hospitalized in asheville. rex hodge spoke with his d dad who says his son is improving. while their home town community

>> rex: macon county residents are showing support for christopher cowart up at his school, macon middle. news of the accidental shooting at his home earlier this month got around quickly. >> being a small town like this, it's kind of shocking. >> rex: he says all the kids are pulling for him. three boys were in cowart's home. one of them a friend. they say christopher found a gun and accidentally shot himself in the head. he's been at mission hospital ever since. that's where his family is and getting news now of his improvement. >> he's opening his eyes. he's able to follow us. he can hear us. he can squeeze their hands.

saving. there is a budget short fall. we'll bring you updates on wlos.com and of course tonight at 10:00 and 11:00. >> darcel: happening now, many people are gathering for a ted cruz rally in the upstate at this hour. cruz is set to take the stage at 7:30 at the anderson civic center. former texas governor rick perry will join cruz. >> larry: other presidential candidates were also in the upstate today. just four days for the republican primary. ohio governor john kasich held a meet and greet in greenville today. he attracted a crowd of about 200 people to the boiling springs fire station. he talked to voters about staying out of the fire after the explosive arguments in the last presidential debate. and in gaffney, ben carson stopped for lunch at big daddy

he came there after touring a manufacturing facility in robuck. carson has two more stops in south carolina tonight. >> darcel: former president bill clinton hit the campaign trail for his wife. he made remarks to a crowd of more than 200 people at the westin community center in greenvilil. the latest poll has hillary clinton with a double digit lead over bernie sanders. it's an entirely fair question. >> larry: relocating the register of deeds and other offices. >> darcel: and a lococ teen is $50,000 richer.

new location. >> larry: it's one of three partners moved to make room for the new family justice system. but some feel these repeated moves are wasting tax dollars. >> darcel: frank, this isn't the first time these offices have moved. >> frank: darcel, this is the second time in just the last five years these three departments have been moved. some county taxpayers think it's a waste of money. it's moving day at the buncombe county tax office. one of three departments forced out of 35 woodfin street to make room for a new family justice center. >> it's the one safe place where a victim cancome, be able to access legal services, therapy, advocacy, file a criminal report and get medical services if needed. >> frank: nine different domestic and child service agencies will come together under one roof. many are non-profits that will get their space rent free in

but that means three county departments: the tax office, election services and the register of deeds have already or are in the process of moving. that's raising questions for some residents who contacted news 13 to ask, why did buncombe county waste tax dollars on moving these offices after only a few short years in the old health department. >> it's an entirely fair question. >> frank: the register of deeds was moved parking is apparently also a concern for the new home of the tax department at 94 cox avenue. on the website they warned people saying with their move they will not have much parking. and suggesting people wanting to come in to pay their taxes should call for assistance before making the drive downtown. >> it wasn't our choice to move in the first place but when the county commissioners decided

county, we got on board. >> reporter: they were moved here to 35 woodfin street about five years ago. the cost of those moves and renovations? $1 million. now all three are going to different locations. the costs of these moves and renovations, around half a million dollars. >> do you know how much it's costing to have the justice center in here? >> that would be a question to give to cathy. >> reporter: it would cost $1.8 million. most of that came from the health and human services 2016 budget. the crime commission and u.s. justice department have given nearly two million in a grant for operations. all renovations were done in house. investment supporters of the center say it will make a huge difference in our community. >> we will be protecting victims

i'll show you who gets the most >> jason: highs in 50s in places today. now we're back in that wintery leicester carpet sales news13 sky cam network. the good thing about snow fall, the roads so far have stayed just wet. we're going to get that ice to form. black ice is a bigger issue. 34 degrees balsam gap, jackson county, the snow is certainly laying on the ground at this point in time. we're continuing to see it fall. wind chill of 40. that rain is steady in many places. even heavy in some. 53. now the rain beginning to fall in greenville for the upstate. wind chill down to 51 degrees. you're going to get some rain and that's about it. there's just not go g ing to be snow for you. waynesville west there towards maggie valley, cataloochee ski area going to love this.

franklin, cullowhee, sylva, areas down like robbinsville. a little snow fall again in the black mountains. watch also some of this pink showing up. a little bit of freezing rain mixed in. some of the higher elevations may get a brief change over to rain. watch out there in east tennessee. spruce pine mostly rain on 19e. future radar, you can see darker blues indicate some of the heavier snow bands working through our northern mountains. this is the future cast, satellite and radar picture. they are the higher elevations. still snowing in to yancey, mitchell and avery, northern madison. by midnight we're starting to see the bulk of the moisture slide east ward. ground temperatures just warming up.

up. it may accumulate on the grassy surfaces and rooftops but not much. clearing sky takes shape across the area. sunshine return. it will be gusty and cold. temps in the 40s. the idea here on the rpm model of what could fall. a tenth of an inch in waynesville. close to an inch in burnsville. these turquoise areas could see three to four, even two to five. the light gray here is areas where we could see a dusting to half an inch. we could see a couple inches in to nororern graham county. temperatures right at freezing by morning. watch out for black ice tomorrow. warm enough to melt it off. 60s down through the upstate. we're heading for 60s by the weekend.

>> stan: believe it or not, the southern conference basketball tournament comes in asheville in just a couple of weeks. tournament march 3rd through the 7th. wrestling championships at kimball arena. asheville's really become the home of a terrific weekend. commissioner john marino was in town today. he said this is really a perfect marriage of event and location. >> what i notice, too, is that our people think in terms of we're going to asheville. asheville's coming. they make the affiliation between the city and the event. they don't say it's the basketball tournament, they say we're going to asheville. i think it's because asheville is such a great destination and has so much to offer for a great weekend. not just basketball, but other things. >> stan: march 3rd through 7th. you can go to the tournament event page. go to wlos.com, click on news,
