than a month, undetected, examining patients. the sting right here tonight. and, lucky couple. winning hundreds of millions, bhau they revealed after being handed the check. good evening. and we begin tonight with breaking news in the race for president, and it comes just three days before the high stakes republican primary in south carolina. a new national poll moments ago showing someone other than donald trump leading nationally. and south carolina's hugely popular governor, nickykki haley, just moments ago, endorsing someone else. haley making it clear she wants senator marco rubio to be the republican nominee. and that new national poll tonight showing senator ted cruz ahead of donald trump, 28% to donald trump's 26%. a statistical dead heat, but it's the first time cruz is on top. marco rubio at 17%. another poll earlier today showed trump still ahead, but

>> reporter: donald trump tonight didn't even mention the endorsement. >> so saturday, go out and vote. >> reporter: governor haley, who has an 81% approval among south carolina republicans, has been sounding the alarm on trump for months. just yesterday, saying trump was out of line to knock president bush over his handling of 9/11. >> it's unfortunate. i took my daughter to her first debate on saturday, and i mean, i was embarrassed to see a candidate criticize a president on one of the worst days that and criticize how this president handled it. >> reporter: all south carolina's key republicans players, now lining up against trump. haley and senator tim scott with rubio. senator lindsey graham in jeb bush's camp. today, trashing the billionaire. >> i think he's crazy. i think he's unfit for office. >> reporter: trump says graham's the crazy one.

any reaction from the bush campaign tonight? >> reporter: yes, there is. jeb says that he's disappointed, and he's trying to spin the news in a positive way, saying that when he wins the nomination, she will have a role in his campaign. tonight, the new national poll has jeb bush at 4%. david? >> tom llamas leading us off again tonight. tom, thank you. and there are also breaking developments on the democratic side tonight. new numbers in nevada showing a neck and neck battle. hillary clinton and bernie sanders, tied. clinton at 48%, sanders at 47%. she does lead in south carolina, but her campaign is well aware of the new national poll tonight, as well. which could spell a long and difficult battle ahead. hillary clinton now leading bernie sanders by just two points nationally. secretary clinton had a 31-point lead nationally just two months ago. and tonight, a revealing quote from clinton herself about her weakness on the campaign trail. abc's cecilia vega inside

"i'm great at advocating for other people. but i'm not so good at really promoting myself. i just find it hart tod to do." >> cecilia, we know they flipped coins during the iowa caucuses because the race between clinton and sanders was so close. new word tonight how they break a tie in nevada? >> reporter: david, with a deck of cards. a new pack will be distributed to every single presince. they have to be shuffled seven times before they can be used, if there's a tie, there's a draw. the highest card wins. out is, after all, nevada, david. >> flipping coins and now decks of cards. cecilia, thank you. we move on tonight, to what will be a major issue in this presidential race, has been already. the battle tonight between the fbi and apple. months after the terror attack in san bernardino, the fbi is desperate to break into the iphone used by the gunman. and now, a judge is agreeing, demanding apple help the fbi break through the encryption on the phone.

this could set a dangerous precedent. and just a short time ago, the justice department releasing a statement, saying, quote, it is unfortunate that apple continues to refuse to assist the department. abc's senior justice correspondent pierre thomas tonight on both sides. >> reporter: tonight, the fbi and apple in a titanic clash between personal privacy and national security. >> shots fired. >> reporter: since the bloody end of the san bernadino attack, the deadliest since 9/11, the fbi has been helplessly staring at syed farook's cell phone, an iphone a-c like this one. >> we still have one of those killer's phones that we have not been able to open. it's been over two months now. >> reporter: and tonight, a federal judge is now siding with the fbi, ordering apple to find a way to hack into the iphone used by farook. tonight, apple is refusing, saying if they break into this phone it will set up a dangerous slippery slope. >> if you design a backdoor for one phone, you have to design it

the phone may hold critical clues about who farook was communicating with and where he and his wife, tashfeen malik, may have traveled. the problem? they don't have farook's four-digit password. the fbi believes that farook used apple's security option, bascially a self-destruct mechanism that erases all data if the proper code isn't entered after ten tries. bull with 10,000 unique possibilities, the fbi knows cracking the code is nearly impossible in just ten tries, and so it wants apple engineers to design software to break into the phone. in an impassioned state, ceo tim cook said, the government is asking apple to hack its own users. adding that the software is, quote, something we simply do not have, and something we consider too dangerous to create. cook expressing those same concerns recently on "60 minutes." >> there have been people that suggest we should have a bookdoor, but the reality is, if you put a backdoor in, that

guys and bad guys. >> it's not about us getting a backdoor. i want want a door, a one doe. i would like people to comply with court orders. >> reporter: president candidates weighed in today. >> who do they think they are? >> reporter: but apple is standing firm tonight, arguing if they found a way to break into that phone, they'll be able to break into any phone which could put the private data of millions of users at stake. >> and bee yarp thomas with us live from the fbi tonight. and pierre, you told us, this battle could effect far more than just the san bernardino case? >> reporter: that's right, david. manhattan's chief prosecutor told us he alone is trying to open more than 150 encrypted i phones in cases ranging from murder to sex crimes and robbery. it's an epic legal battle that could go all the way to the supreme court. david? >> all right, pierre thomas with us live tonight. pierre, thank you. now, to pope francis this evening, and his historic visit to mexico. these images coming in just moments ago here of the pope at

crowds gathered. that visit to the mexico/u.s. border, making headlines in the presidential race here in this country. donald trump saying the pope does not understand the danger of an open border. abc's chief foreign correspondent terry moran with the pope, plus, the moment pope francis was visibly upset with crowds, pulling him toward them. >> reporter: he stood on the banks of the rio grande here at this troubled border. across the river, a few feet away in the united states, americans, including some undocumented immigrants, praying with francis, remembering the thousands who have died in the desert, trying to get to the u.s. spiritually, there was no border here today. joy was crowds on both sides. a hugely symbolic celebration. a message from the pope. this week, donald trump sent a message back, in an interview with fox business. >> the pope is a very political person. i don't think he understands the

we have with mexico. >> reporter: but mexico has embraced this pope. at one point yesterday, mobbing him, almost toppling him until he rebuked them. "don't be selfish," he said. and at every step, francis has spoken out, blasting some businesses and slave drivers that exploit employees. and especially taking on the violence of the drug trade here in this city, once racked by thousands of murders. but now, juarez with crime down to manageable levels, proudly hosting the pope. for francis, this isn't about politics. it's about taking in a stranger and welcoming in the refugee. he would say, that's christianity. david? >> terry moran with us tonight from mexico. terry, thank you. and overseas tonight, and to a deadly terror attack in turkey. at least 28 people killed in a car bomb explosion, in that country's capital. the blast apparently targeting inging turkish military buses. turkish officials calling the attack well planned. no one claiming responsibility so far.

and to a developing story involving the los angeles police department. two officers under arrest tonight, accused of repeated sexual assaults on four women while on duty. the alleged attacks taking place over the course of several years. prosecutors saying some of those attacks took place in their police cruiser. the officers are scheduled to be arraigned tomorrow. and in south carolina tonight, newly released video showing the terrifying moments faced by police, who were trying to ail rest a suspect. that suspect pulling out a gun and opening fire. what those officers do in the moments that followed. abc's clayton sandell with the images tonight. >> reporter: what looks routine is about to turn deadly. >> okay, just relax. just relax. >> reporter: a police sergeant in cayce, south carolina, questioning 21-year-old demetrius bryant over marijuana and an expired car registration. >> listen to me. listen to me. this is a little misdemeanor, okay? >> reporter: but then bryant pulls a gun, shooting an officer

the sergeant fires back. >> shots fired! shots fired! >> reporter: and kills bryant. >> suspect down. >> reporter: the shootout captured on police cameras, now becoming as common as flashlights. today, 76% of all departments use some type of camera. then, there is citizen video. recording moments like last year when another south carolina officer shot and killed walter scott as he ran away. that officer now charged with murder. >> cameras cut both ways. they either can justify someone's behavior or not. we've seen plenty of police shootings in recent past where they showed bad police behavior. >> reporter: with the help of this video, this week, both officers were cleared and are now back to work. clayton sandell, abc news, denver. >> clayton, thank you. and the new headline tonight in flint, michigan. it turns out, residents are paying the highest water rates in the country for that lead con tame nated water.

>> reporter: but police say this self-declared florida doctor lacked a medical license. just 18, malachi love robinson, was charged with seven counts overnight, including grand theft and fraud for allegedly practicing without a license. our palm beach station wpbf was right there when he was arrested tuesday. >> i'm hurt because of the allegations. >> reporter: last month, he proudly offered this tour of his office. >> this is the new medical center. >> reporter: saying he never claimed to be an md. but wpbf peeled back the tape on this sign, revealing those very letters. >> so many physicians, they speak to me and they are just in awe. it's not because i'm a great person, not because i'm some miracle from heaven sent, it's just because i have a passion for helping people. >> reporter: including an undercover sheriff's deputy. another patient, an 86-year-old, claims he treated her for severe stomach pain, paying nearly $3,500.

the violent deaths of a family and their housekeeper in washington, d.c. last year. daron wint, accused of quadruple murder, indicted alone today. 20 charges including murder, kidnapping and extortion. you'll remember that he was tied to the crimes by dna found on a pizza. no one else charged in the crime. in detroit, two planes clipping one another on the tarmac. the wing tip of an american airlines flight clipping the tail of a southwest jet as it was being de-iced today. passengers saying they felt the collision. no one was hurt. in thailand, look at this. a 500-foot cargo ship lost control as it was leaving bangkok harbor. the pedestrians fleeing as they realized the ship isn't going to stop. went right through the concrete path. no one was hurt. and a sheriff in tennessee causing controversy tonight after blaming beyonce after his home was the target of nighttime gun fire. she performed "formation" at the super bowl halftime show. some saw the song's video as a statement against some police.

i work as a pastor at a church in new york city called exilic presbyterian church. and i'm a 1st-grade teacher at a charter school in jersey city. we've been married for three years, and we actually met and got married right here in los angeles. we have a very energetic 1-year-old boy named andy, and he actually learned his abcs watching "wheel of fortune" with us. wow. so, this is weird. you met in person. yeah.
