3 happening today... the north carolina general assembly is expected to approve two items that will have a major impact on voters. the new congressional maps and a new congressional primary date. it is because of a federal court ruling earlier this month that says maps for the first and 12th congressional districts were unfair to black voters. on thursday, the state senate approved new maps. the house also approved a bill to delay congressional primaries in the state to june seventh. the hope is that will eliminate the need for a "run off election" because of the changes to the maps. both sides agree, it will be confusing to voters. 3 "(joel:) if democrats had

between 3 march 15th and june 7th? (larry hall:) that's correct."- "people will be confused. we're already confused and won't know who exactly they are voting for." barring a stay by the u-s supreme court, this means voters will still go to the polls on march 15th to vote in the presidential primaries and the various state races. then on june 7th, they will vote in the congressional primaries. the house and senate hope to have the maps and the dates approved by five p-m today... to beat the federal court deadline. 3 3 as it stands right now, today is still the deadline to register to vote in the north carolina primary. to register... you must be at your current address for at least 30 days prior to the election. you also have to be 18 years old by the date of the next general election. you cannot be serving time for a felony. for more information about registering, go to w-l-o-s dot com and click on news links. 3 3 3 tomorrow marks a huge day in the race for the white house. voters in south carolina will head to the polls for the republican primary. and the

killing. richard o'shields is charged with the first-degree murder of toby mathis in 2011. investigators say mathis was involved in the death of o'shields son just months before. o'shield's defense team says he had suffered a stroke and other issues that contributed to what happened. prosecutors argue he took the law into his own hands. 3 17:22-32 he acted as judge jury and exectioner of toby mathis. endangering many other lives. 37:51-05 richard o shields fell into a perfect storm of trouble. and health problems. a storm that lead to tragic results.3 on thursday, witnesses testified that o'shields called to mathis before shooting him several times inside the dollar general store in rosman. jurors were shown surviellance video from that night. 3 3 a man remains in the buncombe county jail this morning, charged with trying to hold up

travis coffey tried to rob the ingles gas station on the leicester highway at knifepoint wednesday night ... then went outside and stole a woman's wallet. his bond is set at 80-thousand dollars. 3 3 3 four fugitives on the run are back behind bars this morning. all thanks to our weekly fugitive files segment that airs right here every wednesday on news 13 this morning. kevin judge, who we featured this week, was arrested after a viewer called in a tip after watching our segment. william gentry also turned himself in to transylvania county authorities after seeing himself on the news this wednesday. mitchell owen, who we showed in december, has also been apprehended. tiffany brainard, who we showed in january, was wanted in both haywood and henderson counties, was also arrested this week as well. 3 3 3 3 3 a health alert this morning... for pet owners in hendersonville. officers believe raccoons are infected with "distemper." they say at least four have been spotted near downtown displaying odd behavior, as if the animals are drunk. the virus is highly contagious between the animals, and can easily be

the state wildlife resources commission says raccoons in other mountain counties are showing similar symptoms. 3 sgt. brandon mcgaha 10:30:14-23 they've had some confirmed cases of distemper in haywood and buncombe counties. based on the symptoms that the racoons in our area are showing, they believe it's the same disease. the best way to project your pets from the disease is to make sure they are up-to-date on their vaccinations. 3 3 a family from buncombe county says runoff from a new apartment development is flooding their property. shirley terry and her husband say their driveway washed out ... exposing an electrical wire and a water pipe. they say the damage started last summer after land was cleared for the dilworth apartment complex being built off brevard road. ((stop)) 3 i'm i'm stressed all the time because we can't even get up in our yard, we can't get over the culvert. and if we put another one in - it would get washed out again too the developer is "triangle realty" from gastonia. a company representative told news 13 the flooding isn't their fault.

above their site collapsed ... and record rains have coincided with the bent creek construction project. 3 3 a debate is heating up over renaming a historic waynesville street. resident philip gibbs brought up the idea of changing the name of pigeon street to martin luther king junior boulevard. he wants to honor the civil rights leader. people who live on the street are concerned the change would impact their addresses, deeds and 9-1-1 service. now gibbs is considering naming a bridge along russ avenue. 3 philip gibbswaynesville residentand i thought that would be a great gesture to have that bridge coming into waynesville..that says "welcome to waynesville," and have them crossing the martin luther king bridge. gibbs says he will collect petitions from the community and take them before the town board again. any change would need approval from the d-o-t. 3 3 3 we have an update on the water issue in canton. the town has lifted mandatory water restrictions. they were imposed on monday, after high demand lowered water levels in a reservoir. town officials say the reservoir is back to an acceptable level.

3 north carolina's "industrial hemp association" needs 200- thousands dollars before the crop can start being grown in the state. hemp became legal in north carolina in october, but the state must fund a commission for farmer's to cultivate it. some farmers and experts gathered at "new mountain asheville" to help promote it. 3 jeff cartonia, nc industrial hemp association: "that it's just a crop like any other crop. that's the biggest thing. there's a big stigma about its cousin and you know this is industrial hemp. this is nothing other than industrial hemp." once the commission is funded... it would create applications for farmers, but until then, farmers cannot legally grow industrial hemp. 3 3 3 a "james bond" vehicle sells for a hefty price. what it went for... and why the buyer cannot even drive it on the street. 3

3 it's 4:xx it's t-m-z time. jay, we have an update the "mob wives" star story. yeah, angela raiola has died after a battle with stage four cancer, according to t-m-z. she died at a hospital in manhattan yesterday. "big ang" was diagnosed with throat cancer in april when doctors discovered a tumor in her throat and was removed shortly after. raiola is survived by her two kids and six grandkids. she was 55-years-old. the infamous former n-double a-c-p leader just gave birth to a health baby boy. rachel dolezal shared a picture of her son who was born tuesday. she named him "langston attickus dolezal." t-m-z reports langston is for the black poet and civil rights activist langston hughes, while attickus could be from harper lee's "to kill a mockingbird" character atticus finch. dolezal made headlines for supposedly lying about her ethnicity. boxer manny pacquiao is doubling down on his anti-gay stance. t-m-z
