license to kill. we don't know exactly what happened. but we know there are some things. if one is running away, that is not a license to kill. we have to have transparency. >> tammy: he's on administrative leave, which is standard. detectives were told that 28-year-old stacy saunters smuggled pills in to the mcdowell county jail. deputies later found that she was in possession of a narcotic. she is now charged with a felony. >> darcel: happening tonight, an asheville developer is holding a town hall about an apartment complex he plans to build. the site on the corner of mills

put more than 270 units. many people in the area are worried the new apartments would impact traffic in an area already plagued by rush hour traffic. >> i think at the end of the day a lot of the public are going to agree with us that this is truly a low impact. and we're trying to down zone an industrial piece of property to a residential piece of property. >> darcel: the meeting is set for six at the skyland fire department. coming up at 6:00, the environmental concerns a local activist has about the site where the proposed apartments will be built. >> tammy: new at 5, an asheville man is at odds with a developer. john le is live in the shilo community. john, after years of concern, he is losing his patience. >> john: it's a pretty dramatic visual here if you can take a look where the land has eroded.

walter says he's called the city and they told him it was a civil matter. he went up to the site and someone gave him a number. but that number turned out to be a plumber. >> my property is just as valuable to them as their property up there. i'm on the bottom end here. i'm complaining. >> john: with the shed on the edge, so is walter. >> this is bad right here. but it gets horribly worse. >> john: a man who served his city and country can't get a return phone call. >> i can't let my grandkids come out and play. >> john: it's as soft as a sponge right there. i did call the property manager. she says she's not aware of any runoff issues or received any official complaints. walter not so happy with that response.

he's been taking pictures so he can file that formal complaint. live in asheville, john le, news 13. >> tammy: the rain hasn't helped that situation. >> darcel: no. but it wasn't bad temperature wise. >> jason: no. we made it up in to the 60s today. look at the rain showers here. getting a little heavy now on the south side of asheville and northern and central portions of transylvania county. these impacting 26 and highway 64. it's a wet commute home for our neighbors to the west, too. notice the intensity with the yellows and oranges. well they lost on the radars. i see rain and that's about it for the next several hours. winds picking up. 15 to 20. and those winds will become very elevations. wind advisories out until noon hour.

in to east tennessee as well. two hands on the wheel if you're traveling there. chance for thunderstorms in the evening. i think asheville's forecast is wet but not active when it comes to storms. same for you in the upstate. 60s by 7. 50s by 9 o'clock. still relatively mild. but that's going to change in a big way tomorrow. i'll show you who gets colder and how much snow is in the forecast. stick around. >> tammy: drivers should avoid emma road. >> darcel: jaclyn, there's a school bus crash in the area. >> jaclyn: it is on emma road near the intersection of brickyard road. just to be on the safe side, avoid that spot if you can on your afternoon commute. we are dealing with delays here on smoky park highway. the interstates are in good shape right now. we have delays right here between pisgah highway and

see you tomorrow morning from now your news 13 skywatch weather. >> jason: welcome back, everybody. i picked this leicester carpet sales news13 sky cam network here at cullowhee, western carolina university. you can see the rain on campus here. and peaks of sunshine from time to time. they have been mixed and much the same. 53 degrees out there in cullowhee. not bad temperature wise. we've seen 60s today in many cases. watch this line on the hd radar. here's some pretty potent thunderstorms. they all kind of fall apart. that's a good indication that this intensity of the rain has really diminished. we're still getting heavy

the yellow north end of the county. showers also, buncombe in to henderson county. as we go west, again, notice that line really losing its intensity. i'm not concerned with severe weather, just rain. there's a slim chance we can get some damaging wind that developed this evening and overnight. really the chances are slim. 30% chance of anything happening tomorrow. this is going to be cold now. we turn our attention to possibly flurries early morning tomorrow. then it's back to a better chance of wintery weather. i'm talking rain-snow mix in asheville. i'm not talking anything significant in the way of accumulation. our temperatures will be marginal. 50% chance of getting snow showers in the mountains. 70% chance on thursday. pretty high chance on friday. the mountains above 3500 feet certainly have a better chance

it may not come all at once but it will come in spurts on friday. tonight, the rain moves rather quickly. 7 o'clock in the morning. sunshine south of i-40. by the lunch hour, everybody is back to sun. but the wind will not quit. it will be northwesterly 15 and 20 and gusting to 30 plus miles per hour. it will be mighty cold. clouds advancing thursday. here comes our next round thursday evening. look at that. blue and green mixed up. rain in the valleys mixed with snow. and mostly snow in the higher elevations. that one we'll watch more closely. rain fall amounts, pretty impressive south. we have about a tenth of an inch. some of the higher elevations could see an inch of snow, maybe more.
