the unanimous vote from the house ethics committee comes after they initially ordered harold to pay back in september of last year when he said no, one of them notified him of the meeting, the ethics committee then agreed to allow harold to present his case. the special prosecutor, on the case, said his guilty plea of six campaign violations two years ago was ultimately the key factor in this decision. >> on october 22, 2014 mr. harold pled guilty to these offenses. they constituted personal misconduct. therefore, the use of his campaign funds for the purpose of paying his lawyers would be disallowed. >> i am disappointed. i do not agree with the decision the committee made. but i do very much appreciate the committees finally given us an opportunity to come up and stand -- estate our side

19 wltx. it has been a cold, windy day across the area. we started out the morning with someunshine, but very quickly the clouds over in georgia and three moved in. we've even seen some light shower activity trying to come into our state, but the air mass here at the surface is dry. a lot of this is evaporated before reaching the ground. but, we have had one snow shower that has moved in f fm georgia through greenwood, edgefield county, maybe a few snow flurries over around soluna. some of this might make its way into lexington county. but again, all we are l/oking at is may be a few flurries, and that is it. there will be no accumulation for any of this. it has been a chilly day, and the winds have made it feel even colder. right now 37 degrees in charlotte, 40 augusta, 32 atlanta where they have been seeing some snow showers. it is cloudy here in columbia, 40 degrees, winds from the w est-southwest at 14 miles per hour.

for tonight, the winds will diminish some, the cause will be decreasing, as well, we expect a low of 27. tomorrow, it is going to be mostly sunny, but also windy and continue cold with a high temperature of 40 for degrees, and tomorrow night mostly clear with a low of 23. let's take a look at the traffic around the columbia area. fortunately, the roads are we have a few trouble spots, first of all we was image of the northwest part of town. right here into the malfunction junction area already it is quite slow. it's that way all the way to saint andrews road. we've got a bit of a slowdown on broad river road. on the southeast side of town it is really not too bad going out the sumter highway this afternoon. on the northeast side of town we have one accident over in the village of sandhill. another one at hardscrabble road at magnolia hall road.

in pretty good shape. some of the side roads are a bit slow. if you're going from downtown to blithe wed right now, it is getting a little bit slower it will take 19 minutes, and from downtown to clemson road will take you 17 minutes. we've got more cold weather ahead, we will look at the forecast in a moment. voting is underway in new hampshire for the first in the nation prior -- presidential primary. republican donald trump and bernie sanders were heavily favored in the polls. cbs's danielle nottingham has more on the racer where the voters are. she reports now from new hampshire. >>reporter:new hampshire voters cast their ballots and what's expected to be a record- breaking turnout. donald trump holds a comfortable lead in the polls. something his campaign is not taking for granted. >> a win is going to be a win for this campaign, we are excited to have a first-time presidential candidate doing so well in the primary. >>reporter:gop candidate, john casey, marco rubio, jeb bush and tigers are in a virtual tie >> this race is about who comes

>> senator bernie sanders from vermont is widely expected to win for the democrats, but hillary clinton won there in 2008 and is looking to do so again tonight. many of the gop candidates will make their way to our state after new hampshire, of course. donald trump and marco rubio have events planned tomorrow in the upstate. rubio is also visiting columbia tomorrow. meanwhile john casey, bashar bush and chris christie have events going on in the low country. the republican candidates will meet in greenville saturday night for the gop debate begins at 9 p.m. you can watch that entire debate right here on wltx. on the democratic side of things, hillary clinton will be back in the palmetto state this week. more details will be released soon. she will be here this friday to talk about her plans to invest in education, healthcare, and jobs. we are going to keep you posted on where she will be speaking. a florida man is facing assault charges after authorities say he threw an alligator through a drive- through window.

according to a new report... forest acres and lexington are two of the smartest cities in south carolina.zippia published the report.it was based on this is pretty interesting, according to a new report, forrest baker and lexington are two of the smartest cities in south carolina. zip up publish this report based on different criteria like high school dropout rates, forrest akers has a population of just over 10,000, and there dropout rates of only .6%. i thought that was incredible. meanwhile, lexington population is 19,000 and have a dropout rate of 4%. the number one smartest city in south carolina was chika kay. akers right now, what heisel

today. right now they are sustained at 15, factor that in, this is what it feels like outside, sumter, orangeburg, columbia, 28 in greenwood and greenville if the leg is 26 degrees. tonight, the actual temperature getting down into the mid to upper 20s. orangeburg, tomorrow it will be windy, we will see sunshine. however, temperatures are going to struggle again tomorrow. 41 newberry, 43 camden, 44 for columbia and saint matthews, down to orangeburg, maybe 46 and manning. our seven-day forecast looks like this. on thursday, that will be our coldest morning during the work week, 23 degrees from a high of 50 area to clouds on friday with a high temperature of 50 d egrees. that another cold front comes through friday night. saturday will be windy and starting to turn colder with a the high

worked around the clock to save those lives. they had only received training 11 months before the flood hit. now 10 new members of the department will be able to be trained thanks to approval from the fire department and their board of commissioners. >> what they did was they allowed us to make decisions were getting back from insurance claims, and their fema assistance. we also had a ton of help, and donations through our local communities. >> the canal spent about $20,000 to get more training and replace equipment they lost in october and get new equipment. you are going to hear what the rescuers say keeps them up good night for months after the floods, and those 36 rescues. that's coming up when you join us tonight on news 19 at 6 p.m. the justice department is now suing three liberty tax

columbia for preparing false federal income tax returns. all three franchises are owned i christopher -- christopher paul haynes, a lawsuit filed today says he prepared false returns to increase customer refunds. haynes and his employees prepare tax returns that include missed statements to allow customers to receive some inflated returns and larger armed income tax credit. haynes is also accused of reporting the wages he pay some of his employees to the irs. and richland county, d eputy's age or help locating a suspect wanted for attempted murder. just before 8 p.m. last thursday thehewere called out to j tree road and auburn leave and drive two of us to they say the victim was a passenger in a vehicle when shots were fired at the car. as it approached auburn leave drive the victim was hit in the upper body and is still in the hospital in critical condition. investigators are searching for

let me show you what is going on -- not much of a change, we do have a few things to talk about. first of all on the northeast side of town there so that accident in the village of sand hill. not too bad on i 20, but on i 77 going north from 277 it has slowed down on the interstate on the northbound lanes. on the southwest side of town the interstates are all in good shape there. on the northeast side -- northwest side of town it is a bit slow coming out of the downtown area. 126 into the malfunction junction area, we also have a slowdown right here on this portion of i 20 westbound lanes between i 20 and 378. if you are going from downtown to harvester boulevard it has slowed down, it's going to take you at least 18 minutes. from downtown to lexington, it will take you 22 minutes. ladies, back to you. today, and new hampshire, will be the nation's first primary, according to the most recent polls bernie sanders and

to veterans. >> i'm a retired veteran myself, 20 years in active duty who is currently looking for a civilian world. it means a lot to see this kind of support. >> the event was hosted by fc works the group will be holding a job fair again on march 9 for civilians. a local organization is providing healthcare services for a section of our community that might not otherwise get them. held a health fair with free vaccines and mammograms and vitamins in west columbia today. they had bilingual volunteers and took anybody, regardless of if they had health insurance or not. for some who participated, these events are the only opportunity that they have to get any type of healthcare. >> our families are mostly uninsured, they have barriers

are the bridge between the latino community in the services. >> they are trying to do t wo- three health fairs like this one a year. they are shooting to have the next line sometime in june or july. today was a south carolina state advocacy day for the national ms society. the organization and supporters gathered at the statehouse this morning. they met with state leaders to discuss the needs of the ms community and raise awareness about multiple sclerosis. they are also asking lawmakers to support the livable home tax credit act. what that would do is create a state tax credit that will spent to modify their homes. we want a lot of homes in south carolina to be made accessible and safer to keep people safe in their homes, independent, working, and being able to economies and communities. >> each year the national ms society provide services for research into the disease.

raise money for the cancer society and celebrate mardi gras at the same time. celebrating world cancer day, the event called the gala is taking place at 6 o'clock tonight in about 20 minutes all proceeds from the 25-dollar ticket are going to go to across our state who otherwise would not be able to afford all of the things they need like wigs, mastectomy bras, compression garments for the edema, and a lot of other things that go along with being a cancer survivor. gas must be 21 years old or older, there's going to be prizes, some great creole and cajun food and i'm excited to be am saying the event i will be getting off the desk here at "friends at 5 " and heading down at the hallll everyone is invited to come. >> it looks like so much fun. >> i'm going to get cajun food and wear a mask.
