drive...not far from clemson road.18-year-old jaelen josey was found dead in a vehicle. reyes is currently in the richland county jail. 3 new information this morning about the felony dui arrest of richland county councilman kelvin washington according to the highway patrol's incident report...it says the responding trooper could smell a strong odor of alcohol when he approached washington's car to request his license and registration.the trooper also wrote that washington shows multiple signs of impairment including slurred and delayed speech. the trooper read him his rights and requested a blood sample, but washington refused.the report says after obtaining a search warrant, they were able to get the samples they needed, more than washington is now out on a $25,000 bond. 3 the violent incident involving a now former spring valley high school school resource officer and a student in october has sparked a national conversation about the role of a s-r-o when it comes to disciplining students.
