across the river, 71, 75 looking smooth north and southbound at burlington pike. we will keep you updated. mark: breaking news this morning of a deadly fire in lebanon. wlwt news 5' s dan griffin is live at the scene, where officials say there was one fatality. another escape. dan, give us the latest. dan: it is a very active scene this morning with police, fire and investigative crews at a home here on kuntz court in lebanon. the scene also a symbol of sheer devastation. a man lost his life in a fire here just hours ago. this video here shows the scene a short while ago. investigators made there way here just after 2:00 a.m. what they found when they arrived, a man dead in a bedroom. they say they' re still working to identify him and haven' t elaborated much more than that. fire crews say it appears the fire started in that bedroom and it looks like it started in the bed.

home, in a moment of courage, ran out for help. >> an elderly female was able to evacuate because of a smoke detector that was inside. dan: this is one of those moments just showing how important smoke detectors can be in saving lives. the fire chief here tells us it appears this fire was an accident. we' re live in lebanon. dan griffin, wlwt news 5. mark: also breaking this morning, a boy that captured many hearts here in the greater cincinnati area has passed away. 5-year-old taylor grant had been battling a relapse of neuroblastoma since last march. his mom posted the news on social media late last night. multiple events have been held around the area rallying behind the brave boy. taylor even got to make a trip down to atlanta this past christmas, where he got the vip

team. so far funeral arrangements are still in the works. lisa: hoverboard dangers getting more attention this morning. wlwt news 5' s miriah turner is at the live alert desk to tells us about the latest hoverboard disaster here in ohio. miriah: an exploding hoverboard is to blame for this living room fire south of dayton. check out the damage it caused to a home in miamisburg. a 12-year-old was charging his hoverboard when his family says it began smoking and then exploded. they threw the board out of the home and doused it with water. >> it appears as if it burst apart. the batteries burst apart. it caught part of the house on fire and the carpet. >> don' t buy them. do your research before you buy them. we thought we were buying the right one and obviously we weren' t. miriah: fire officials say there wasn' t much for them to do once they got on scene. the family is just thankful they

fire from spreading. josh putnam thought he was just granting his son' s christmas wish when he got the toy, and even checked all the safety reviews for it online. from the live alert desk, i' m miriah turner. lisa: the fire worries continue to grow with hoverboards. the u.s. consumer product safety commission has had at least 48 fires in 20 states, all caused by the lithium-ion battery packs. the company that performs federally recognized safety and certifications has announced a testing program to make hoverboards safer. should ohio legalize marijuana? despite the measure failing last november, there' s still a push to pass it in the buckeye state. mark: but this time around, the focus is on medical use. wlwt news 5' s andrew setters is leading the way with the important discussion taking place today. good morning. andrew: a sweeping marijuana legalization effort failed at the polls back in november. the idea is not dead.

ohio' s marijuana laws. two state senators are on a state-wide listening tour. senators dave burke and kenny yuko want to hear from you. they' ll stop at the university of cincinnati to hold a forum, specifically about medical marijuana and the idea of loosening restrictions for people with a medical need. had the marijuana legalization effort been approved last fall, ohio would have been the first state to go for full legalization without legalizing medical marijuana first. the senators will hear from patients today about how medical marijuana could impact their lives the forum takes place . today at 11:00 at uc. reporting live, andrew setters, wlwt news 5. mark: thank you. the irs experiencing major computer issues in the midst of tax season. the agency is now saying it has stopped accepting electronically filed tax returns because of a hardware failure. irs officials say it could affect refunds, but says it doesn' t aniticpate major

the computer system issue forced the shutdown of several tax processing systems, including the e-file system. while the irs said it is still assessing the scope of the outage, it expects 90% of taxpayers will receive refunds within three weeks. lisa: the hamilton county board of elections is now moving to norwood. the lease on the downtown the year. the board has been scouring the area for a new home. they' ve now voted unanimously to recommend a smith road site in norwood. it' ll be up to county here' s what the board is telling them now. >> this new location has an abundance of free parking. it' s along several bus lines. it' s right off of norwood lateral. again, much more central and accessible to a large majority of voters. so, i think that' s why you saw your board pass it on a bipartisan basis. lisa: cincinnati' s mayor objects to the shift away from downtown, but the commission appears to support the plan to relocate the board of elections to norwood. mark: let'

mark: good morning and welcome back. 32 degrees as we take a live look outside. checking today' s headlines. democratic presidential candidates hillary clinton and bernie sanders will debate issues and present their best selves to new hampshire voters tonight. the two-hour debate will take place in durham at the johnson theater. coverage begins at 9:00 on msnbc. "meet the press" moderator chuck todd and msnbc anchor rachel maddow will moderate. lisa: also today, the house oversight and government reform committee will hold a hearing on the rising cost of prescription drugs. the embattled former ceo of turing pharmaceuticals, martin shkreli, and others will testify. the hearing is scheduled to begin at 9:00 this morning on

mark: the sexual assault case against bill cosby will move forward. a judge refused to throw out the charges against the comedian wednesday. in a two-day hearing, cosby' s lawyers tried to argue that a former district attorney granted him immunity from prosecution when he testified during a civil case. the judge said witness credibility was a factor in his decision, but didn' t elaborate. the case will now head to a preliminary hearing next month. uc police getting top-to-bottom scrutiny. lisa: president santa ono called for an exhaustive review, and it sounds like that' s exactly what is about to take place. miriah turner tells us more now. miriah: lisa and mark, the department is going under the microscope, and according to the chairman of uc' s comunity advisory council, there is the potential for significant changes in staff and leadership. uc has selected exiger, a nationally recognized police monitoring firm, to conduct a comprehensive review of all polices, procedures, practices and training involving its

team of 12 people to examine the challenges faced by ucpd, develop a strategic plan to fix issues, recommend new policies and procedures, and provide a roadmap to implement and sustain changes, all of which would take place in six months time. the review team will meet with people both on campus and out in the community. a site visit is planned for this month. they' ll put together an interim report in april. lisa? lisa: the review and overhaul of the university of cincinnati police department was set in motion with what prosecutors say should have been a routine traffic stop. it was sunday night, july 19th of last year, when sam dubose was stopped in mount auburn for a missing front license plate. 10 days later, ray tensing was charged with murder and voluntary manslaughter. his bond was set at $1 million. the next day, he was released on bond and has remained out ever since. last month, january 18th, the university announced it reached a $5.3 million settlement with

lisa: good morning and welcome back on your thursday. making cincinnati' s streets safe for everyone including cyclists and pedestrians. mark: one cincinnati councilman wants the city to pinpoint the most dangerous intersections and fix them. kyla: concerns are rising after two recent fatal accidents. in the past two months, a runner and bicyclist made headlines, after being hit and killed by a car. now, councilman p.g. sittenfeld is coming forward, saying he'

in a motion, sittenfeld is calling for the city to identify the most dangerous intersections in connection to people being hit by vehicles. he says a study to find them would be essentially free, and the costs of improvements would be well worth it. >> i think it' s critical that the city take a proactive approach to make sure that pedestrians and cyclists, no matter where in the city, no matter the neighborhood, are safe wherever they are. kyla: with the flying pig not far off, runners are everywhere. they say a study like this could make a big difference, saving lives and raising awareness to people on the sidewalk and roads. councilman sittenfeld says he expects results from the study in about 45 days. mark? mark: thank you. in liberty township, a new family-friendly movie experience to the cobb liberty luxury theater. the sensory friendly-film series will lessen the intensity of some movies. the theater will include brighter lighting and lower sound levels. movie-goers are also encouraged to sing along and interact in ways you wouldn' t normally do during a movie.

we'll keep you updated. heading out this morning to the airport, no delays on the interstate , and hopefully none in the air. 74 is clear and moving right along that harrison pike. we will check again on that accident. mark: breaking news -- a house fire in lebanon has turned deadly. lebanon dispatch responded to a fire on kuntz court around 2:15 a.m. dan, good morning. dan: good morning. we are learning the name of the man who was killed in the fire. investigators are telling us his name is wilson scott. he lived behind us. they said he lived in the home with his mother and his brother. they are telling us his brother happened to be at work when this fire happen. we got video right now showing the scene a short while ago.

here just after 2:00 a.m.. they found him dead in the bedroom. they are saying that smoking in bed may have been the cause of this fire. they have fire investigators here. the state fire marshal and state detectives looking through the scene trying to figure out how this all played out. what we can take from all of this is that there is sheer devastation. the family is coming together at a neighbor' s home. they are absolutely heartbroken by this. investigators are gathering them together as they were through this scene. we will continue to follow this story and bring you the very latest as we move through this morning. for now, we are live in lebanon. dan griffin, the view of the beauty. mark: condolences for it -- for tyler grand.

andrew: taylor grant has earned his wings. that was part of the message delivered by his mom on facebook. we have been there for the long, difficult journey from raising money to raising awareness about cancer. he inspired people to join team taylor in fundraising efforts, including the march for gold walk. his mother said there is no more suffering our pain. what we know about funeral arrangements is pretty limited. it will be a public service for people to come together and mourn. it is too early for details to be released. we'll keep you posted. reporting live, andrew setters. lisa: thank you. commitment 2016, the democratic candidates trading some of their sharpest attacks in the granite

miriah turner is at the live alert desk with a recap of last night' s townhall. miriah: the democratic battle in new hampshire is heating up with the candidates going after each other like never before. the hillary clinton and bernie sanders clashed over who is a true champion over so-called liberal politics. , big progressive goals, but we about them. >> i do not know any progressive $50 million from wall street. [applause] miriah: even though hillary clinton was to quit the winner in iowa by a thin margin, the sanders can' t fit he a huge fundraising boost after the caucuses. $3 million in just three hours. the pressure is on bernie sanders. if he does not do well in new hampshire, the road gets tougher.

have been detected in florida found in miami-dade, lee, hillsborough and santa rosa counties. disease while traveling -- health officials believe the people contracted the disease while traveling overseas. the zika virus has been linked to brain deformities in babies. more potential health problems associated with flint' s toxic water crisis are surfacing. health officials are investigating if the lead-tainted water is causing skin rashes. the michigan department of health and human services says that while rashes are common, and can have many causes. they want to make sure there aren' t more cases as a result of flint' s lead-laced water. they' re planning to personally interview residents who report skin rashes and test the water in their homes. yesterday, a hearing was held on capitol hill about flint' s water crisis. lawmakers are vowing to get to the bottom of it. lisa: a car slammed into an apartment complex almost taking out to men. the suv narrowly missed jonathan james by inches and seconds. he was in the middle of a haircut when says he heard a

to add parking lots and a space for traveling exhibits. the plan still needs to go to the fiscal court for approval. mike hovath with the creation museum says the proposed changes would ease traffic issues around the museum as expansions move forward. >> we have experienced a lot of success with the museum. we are positioning ourselves in preparing for the additional crowds. mark: the museum also wants to add more attractions at least every two years. the boone county fiscal court is expected to make a decision this spring. lisa: a new kroger marketplace could be coming to westchester after all. the township announced that trustees will consider an agreement regarding rezoning a property. developers wanted to build crossings on glendale road, but the zoning request was denied.

trustees meeting february 23. home depot is hiring 80,000 seasonal workers. a sign spring is just around the corner and the housing market remains strong. home depot has been hiring about 80,000 seasonal workers every year for a decade and about half of them turn into permanent employees. the seasonal hiring means each home depot store will higher 40 to 45 workers. a company spokesman says spring is their christmas. we are approaching severe 5:45, weather season here in cincinnati. mark: and while snow is still more likely than thunder. hamilton county emergency management is asking for your help when it comes to sirens. wlwt news 5' s miriah turner has the details. maria, good morning. miriah: on the first was af every month, you hit the sirens across the region. it is a test with a automatically radial back to headquarters making sure the software are working.
