ohio' s marijuana laws. two state senators are on a state-wide listening tour. senators dave burke and kenny yuko want to hear from you. they' ll stop at the university of cincinnati to hold a forum, specifically about medical marijuana and the idea of loosening restrictions for people with a medical need. had the marijuana legalization effort been approved last fall, ohio would have been the first state to go for full legalization without legalizing medical marijuana first. the senators will hear from patients today about how medical marijuana could impact their lives the forum takes place . today at 11:00 at uc. reporting live, andrew setters, wlwt news 5. mark: thank you. the irs experiencing major computer issues in the midst of tax season. the agency is now saying it has stopped accepting electronically filed tax returns because of a hardware failure. irs officials say it could affect refunds, but says it doesn' t aniticpate major

mark: the sexual assault case against bill cosby will move forward. a judge refused to throw out the charges against the comedian wednesday. in a two-day hearing, cosby' s lawyers tried to argue that a former district attorney granted him immunity from prosecution when he testified during a civil case. the judge said witness credibility was a factor in his decision, but didn' t elaborate. the case will now head to a preliminary hearing next month. uc police getting top-to-bottom scrutiny. lisa: president santa ono called for an exhaustive review, and it sounds like that' s exactly what is about to take place. miriah turner tells us more now. miriah: lisa and mark, the department is going under the microscope, and according to the chairman of uc' s comunity advisory council, there is the potential for significant changes in staff and leadership. uc has selected exiger, a nationally recognized police monitoring firm, to conduct a comprehensive review of all polices, procedures, practices and training involving its

team of 12 people to examine the challenges faced by ucpd, develop a strategic plan to fix issues, recommend new policies and procedures, and provide a roadmap to implement and sustain changes, all of which would take place in six months time. the review team will meet with people both on campus and out in the community. a site visit is planned for this month. they' ll put together an interim report in april. lisa? lisa: the review and overhaul of the university of cincinnati police department was set in motion with what prosecutors say should have been a routine traffic stop. it was sunday night, july 19th of last year, when sam dubose was stopped in mount auburn for a missing front license plate. 10 days later, ray tensing was charged with murder and voluntary manslaughter. his bond was set at $1 million. the next day, he was released on bond and has remained out ever since. last month, january 18th, the university announced it reached a $5.3 million settlement with

lisa: good morning and welcome back on your thursday. making cincinnati' s streets safe for everyone including cyclists and pedestrians. mark: one cincinnati councilman wants the city to pinpoint the most dangerous intersections and fix them. kyla: concerns are rising after two recent fatal accidents. in the past two months, a runner and bicyclist made headlines, after being hit and killed by a car. now, councilman p.g. sittenfeld is coming forward, saying he'

in a motion, sittenfeld is calling for the city to identify the most dangerous intersections in connection to people being hit by vehicles. he says a study to find them would be essentially free, and the costs of improvements would be well worth it. >> i think it' s critical that the city take a proactive approach to make sure that pedestrians and cyclists, no matter where in the city, no matter the neighborhood, are safe wherever they are. kyla: with the flying pig not far off, runners are everywhere. they say a study like this could make a big difference, saving lives and raising awareness to people on the sidewalk and roads. councilman sittenfeld says he expects results from the study in about 45 days. mark? mark: thank you. in liberty township, a new family-friendly movie experience to the cobb liberty luxury theater. the sensory friendly-film series will lessen the intensity of some movies. the theater will include brighter lighting and lower sound levels. movie-goers are also encouraged to sing along and interact in ways you wouldn' t normally do during a movie.

here just after 2:00 a.m.. they found him dead in the bedroom. they are saying that smoking in bed may have been the cause of this fire. they have fire investigators here. the state fire marshal and state detectives looking through the scene trying to figure out how this all played out. what we can take from all of this is that there is sheer devastation. the family is coming together at a neighbor' s home. they are absolutely heartbroken by this. investigators are gathering them together as they were through this scene. we will continue to follow this story and bring you the very latest as we move through this morning. for now, we are live in lebanon. dan griffin, the view of the beauty. mark: condolences for it -- for tyler grand.
