lisa: scary moments for westwood and cheviot residents after a car crash ends with police shooting and killing the armed driver. mark: police say the suspect pointed a gun at officers. wlwt news 5' s andrew setters is leading the way with the investigation. andrew? andrew: this deadly officer involved shooting will go through several reviews. it is standard anytime there is an officer involved shooting. the investigation is just beginning into what happened leading up to a man being shot dead by officers. police were called to the scene in westwood for a report of a man, possibly intoxicated, waving a gun. the same man apparently crashed his pick-up nearby, then was approached by police. according to police, he first complied with officers then pulled a gun. a total of three officers were involved and are now on administrative leave. we talked to a man who called police, and he walked us through some of what he saw. >> i called 911 and told them said he was leaving the scene, about that time a cop car pulled

-- truck. the cop exited his car and got in his trunk and got a shot gun cocked it back and took off up the street. >> as the interaction went on, the person retrieved a gun from the waistband. officers perceived that threat and fired upon that individual. andrew: the coroner confirmed the man died of multiple gunshot wounds. three officers are on administrative leave while the investigation continues. we expect to hear much more from cincinnati' s police chief later this morning. reporting live, andrew setters, wlwt news 5. lisa: wlwt news 5 will stream the 11:00 news conference on wlwt.com. you can also get the latest on the investigation using the wlwt mobile app. mark: the woman police say was behind a deadly wrong-way crash early wednesday will be arraigned this morning. 22-year-old taryn chin is facing charges of aggravated vehicular homicide.

wrong way on i-71 with a blood alcohol level of .122 when she hit jose arenas. 911 calls show chin was driving on 71 in the opposite direction near dana avenue arenas was on his way home from his job at cintas where he worked for 20 years when the deadly wreck happened. >> an extremely hard worker. always willing to help go the extra mile. had a great attitude, so we just have a lot of people who are very sad and trying to process this. mark: arenas' s church is also remembering him saying he was loved by all his friends and family, including his wife and adult son. and that they are devastated by his loss. he will be greatly missed. elise: five: oh or right now -- lisa: 5:04. new developments in price hill a driver' s indicted after hitting an 11-year-old little girl and taking off. ruby estepp is facing two-felonies aggravated vehicular assault and failure to stop. 11-year-old london smith was hit in a crosswalk two weeks ago. she had injuries on her face and

s just thankful her daughter' s alive. a mount healthy man now behind bars after police say he pointed a fake gun at officers. court documents show officers were investigating an alleged assault along adams road late tuesday night. when christopher laugle grabbed the fake gun that was on a side table and pointed it at officers. police disarmed the 26-year-old and arrested him. laugle is charged with menacing. mark: a driver slams into the side of a home in delhi township. it happened on the 1100 block of tahoe terrace last night. police think the driver suffered a medical condition behind the wheel causing the crash. the driver was taken the hospital with a minor injury. there were several people at home at the time. but no one was hurt. under fire and under investigation the metropolitan , sewer district is under even more scrutiny. hamilton county commissioners zeroed in on what they see as unaccountable waste. vowing to end it somehow. wlwt news 5' s miriah turner is at the live alert desk with

miriah: hamilton county commissioners are accusing the metropolitan sewer district of squandering about a half billion dollars of potential overruns or added expenditures to the ratepayers. one project in south fairmount could be overbuilt by $60 million. and over 10 years the msd allegedly paid $1,000 a month for bad data on the lick run project. however msd director gerald checco disputes all of this saying it' s standards are not only sound they' re among the best in the nation. checco also says stricter standards favored by the county. would actually add costs and further burden ratepayers. with a state investigation of msd spending practices already underway by auditor david yost. s imperative to finally get this right. commissioners voted unanimously to require the msd to supplement its modeling standards with ones they consider stricter and better. however the chasm between the city and the county over how well the sewer district is run continues to widen.

miriah turner. lisa: work will soon get underway on improvements to the storm sewers in south fairmount. over the next 15 months msd crews will be installing 8100 feet of new stormwater pipes along white street. this is part of the ongoing lick run project. the new construction is aimed at reducing sewer overflows into mill creek. construction will be complete next spring. mark: happening tomorrow host a veteran' s job fair and congressional hearing at 10:00 a.m. the event will begin with the hearing where wenstrup will be joined by colleagues steve chabot and luke messer and hiring specialists will discuss best practices for recruiting veterans. wenstrup encourages veterans and potential employers to attend the event. >> when you come home from war , when you leave the military where you' re used to operating at a pretty high tempo the best , thing that can be there for you is a job. you know where you have meaning.

occupation of an oregon wildlife refuge. both sons along with two other men were indicted along with the elderly rancher wednesday. mark: toyota is recalling nearly three million suv's worldwide because of possible problems with the seat belts. in a news release issued early this morning the company said a flaw could cause some rear seat belts to fail. the affected vehicles are the toyota rav-4, toyota rav-4 e.v. and toyota vanguard. most were built between 2005 and 2014. the plan to replace the aging western hills viaduct has taken a small step forward but there -- small step forward. lisa: but there are still many details left to hammer out including replacement costs and time frame. wlwt news 5' s miriah turner tells us what' s left to be done. miriah: rounding up of almost $300 million and city-county cooperation the money might be the easiest part of that. city and county leaders remain

actually owns the structure. regardless to build a new one, a combined $40 million is needed. as part of the $280 million project cost. more than 55,000 cars and trucks use the viaduct on a daily basis. the plan is to build a new one just south of the existing one. with the new structure they' re also looking to build it with a rail in mind. but we' re still years down the road from that. it wouldn' t be until possibly 2024 just to get started. the most immediate need after wednesday' s status session is to start raising additional funds to finish design engineering the -- design engineering. the hope is this west side lifeline hangs on another eight-plus years. @ mark: a journey towards growth and healing of racial divides in cincinnati. in case you missed it that was one of our top stories last night at 11:00. crossroads church launched a new program called undivided. the goal is to get the conversation about race division started. over the next six weeks racially mixed small groups will have open and honest discussions about race and how it impacts our relationships.

the incident spilled over into cheviot when that man later crashed his truck into a utility pole. he was actually shot and killed in cheviot by cincinnati officers. police say he first cooperated after that crash, but then police say he pulled a gun from his waistband. officers perceived a threat and s the last thing you want to do. nobody wants goes to work with the intention of having to use their fire arm. but if you' re faced with a situation where it' s a life or death situation, certainly, that' s an option. andrew: the area where this happened is pretty busy. the crash happened at harrison and boudinot, and the man was shot in the 3300 block of harrison. for people who live and work in the area, this type of run-in between a man with a gun and police is concerning. >> it was pretty scary. my son was just silent in the back, and he' s not really one to be quiet so he was really kind , of scared. and with it being so close to ask, it was just like, ok, it' s time to get home. i' m still kind of shaken from it.

karen chen is behind bars instead of behind the wheel of a car. she' s facing aggravated via regular homicide charges after the deadly crash on i-71 yesterday morning. 911 calls we obtained or should witnesses saw her driving the wrong way on the opposite side of the interstate before this deadly crash even happened. >> i' m just passing stewart road on 71 going northbound. there' s somebody in the fast lane going south bound. dan: cincinnati police say chen was driving northbound in the southbound lanes of 71 yesterday morning at about 3:00 a.m.. she had a car head on the south of dana avenue, killing 47-year-old man. the man was on his way home from work as a toss. his spokesperson from cintas described him as well liked and dedicated. he and his wife just celebrated her 24th anniversary. he leaves behind a wife and son. investigators say chin had a blood-alcohol content of .12 two, well above the legal limit.

marco rubio is third at 17%, and ohio governor john kasich comes in fourth at 11%. as for the republican town hall last night in south carolina, struggling to keep his campaign afloat, ben carson broke party lines, claiming if he were in president obama' s shoes, he would nominate a supreme court justice in his last months in office. that is something the president vows to do and republicans promise to block. marco rubio slammed president obama' s plan to visit cuba and boasted about his campaign' s diverse endorsements. new front runner ted cruz focused on donald trump, saying trump' s attempts to sue him aren' t serious. trump and ohio governor john kasich had separate town halls on msnbc with trump speaking out about the latest poll. >> i have never done well in the wall street journal poll. i think somebody at wall street journal doesn' t like me. but i never do well with the wall street journal poll, so i don' t know. they do these small samples and i don' t know exactly what it represents. miriah: also last night, senator marco rubio picked up the most

campaign trail. mark: the kentucky senate has now voted to change the way the state develops, evaluates, and changes academic standards in its schools. the highlights of the bill give more control on standards and testing to the local districts instead of the state, and focus more on the skills needed in the workforce. it also puts less emphasis on evaluating teachers when it comes to standardized test scores. the bill now heads to the house. the bill' s passage comes as the state deals with what looks to be a smaller budget for kentucky schools. lisa: randi, it is a chilly start. we have a lot of work to do to midday. turnaround. today is the day of change. the clouds thin out, the winds shift from the south. that will slowly bring in the warmer air. you will notice the difference tomorrow, probably by lunchtime. this morning, still a bit of a

mark: thank you. this month high infant mortality -- rates in greater cincinnati are still a prominent issue, and this month one local group is working to raise awareness of a factor that is often times overlooked. lisa: the amount of time in between pregnancies can have a big impact on the health of babies. miriah turner joins us now with more. miriah: this is the same group that came forward with information on safe sleeping for infants and the effects of smoking mothers. but their latest campaign is a topic that' s often not discussed, but can be detrimental to the health of both mom and baby. the local health group cradle cincinnati recommends at least one year between the birth of one child and the conception of the next for the healthiest pregnancies. in hamilton county, nearly 1 in 5 pregnancies are spaced less than one year a part. that amounts to almost 20% of pregnancies from 2009 to 2013. our local rates are also significantly higher than the national average with infant mortality rates in the bottom

and our preterm birth rate earning a failing grade from the march of dimes. to help change the trend, cradle cincinnati launched a campaign during the month of february to bring awareness to the situation and educate families on the importance of spacing. it' s the time you have the child again, so it' between deliveries. miriah: local awareness of this issue is extremely low, only a little over 35% of families knew that timing could be a factor in the health of their pregnancies. according to recent surveys, cradle cincinnati believes education is the key to change. and through their latest campaign, they' re hoping to make a difference. mark: thank you. an update on just how much it' s expected to cost to operate the streetcar for its first year. the southwest ohio regional transit authority says the estimated expense of the streetcar is close to $3.5 million, and the anticipated revenue is $618,000. sorta is asking the city for $2.8 million in funding for the

lisa: the world cube association is used when it comes to the rubik' s cube. kyla woods gives us a look at a top 10 world champ. kyla: we are always fascinated when we see this. the person were talking about is sreeram venkatarao, who' s a junior at mason high school. the impressive part -- not only can he solve the puzzle at a lightning speed, he does it blind folded. he is an overachiever. two weeks ago in dixon illinois, he set a north american record in his division at 25.19 seconds, a world rank of seven. in another category where he solves multiple rubik' s cubes, sreeram is fourth in the world. the mason junior tells us the challenge has not only taught him to be a problem solver when it comes to the cube, but in life as a whole. doing at least 20 blind solves a day, sreeram has been working on this skill daily for eight years. his next competition is in michigan on the 27th, and he'
