approximately $700 million in cuts or spending reductions. the fiscal year only began july 1. >> reporter: declining income tax receipts contributed to the $700 million shortfall. the governor says for the past month he has been working with his cabinet and senior advisors, looking for ways to balance the budget. >> as a state, we are going to do the things we must in order to balance the budget. it's all going to be painful. none of it's going to be easy. >> reporter: the governor isn't ruling out additional layoffs or more furloughs for state employees. but he does hope to protect his top 3 priorities -- education, health care, and public safety. the state superintendent of schools says her priority will be to keep local schools intact. >> if we're forced to make cuts, i would protect the local school systems to the best of my ability. and they would have to come from the department, which is where they've come from. in the past cuts. >> reporter: many other states are also facing huge budget

problems. california is sending out ious. indiana is considering laying off hundreds of public safety employees. and lawmakers in north carolina are at odds over a delayed budget. the tough economy is hitting people on all fronts. ronnie bird, who works in a homeless shelter is worried what more cuts mean to those already struggling to get by. >> a lot of people just lost their homes because they just can't afford it anymore. the laid off, they're out of jobs. the money is just not there. >> reporter: in downtown baltimore, linda so, abc 2 news. >> the governor hopes to lay out his plan at the board of public works on july 22nd. and on our website you check out which states are furloughing workers to save money. just log on the abc2news.com and look under more top news. another town is a step closer to generating more money for the state with slots. the cecil wig of elkton reports that town commission verse approved a preliminary site for a casino. the 30-acre parcel of land is

located off route 222 in cecil county near interstate 95. the project must still get final approval. and speaking of gambling, the former owner of rosecroft raceway will pay more than $10 million to buy back the harness track. the board of directors approved the sale to greenbelt developer mark vogel. he says a portion includes money for subsidizing live racing. the judge overseeing the case must approve the sale. and general motors is back on the road today after a detour into bankruptcy. at a news conference today, gm's ceo said the company has been given a rare second chance, and will use it to its full advantage. the new gm is a leaner, more streamlined company with its focus on just four core brands -- chevrolet, cadillac, buick, and gmc. >> our vision is clear, to design, build, and sell the best vehicles in the world. >> the new gm has slashed its

debt from $176 billion to $48 billion and cut 22,000 jobs. the ceo says the changes have been painful, but next. >> einstein's definition of insanity, doing the same thing over and over again, expecting the same result. we know we have to change. >> henderson says they plan to repay money ahead of the government's deadline. questions remain over how congress will handle dealers that were forced to close buzz of all of this. some workers at the allison transmission plant in white marsh are a bit nervous still after general motors emerged from bankruptcy protection. local workers say they're still worried about more cuts and people losing their jobs. but the workers at the transmission plant hope the new and improved gm is more profitable. >> i hope we're going to be better, the people will know what is going on. they've got to be wise and make sure they've got our jobs 100%. >> workers are hoping consumer

spending goes up and general motors can indeed bounce back. what does it mean for the gm consumer? according to many, it's about generating consumer confidence in the brand. gm's bankruptcy only lasted 38 days. a record for such a large corporation. but while that time was short, consumers shied away from buying gm-made vehicles. what does that mean for consumer confidence? auto dealers say in the long- term, a more competitive gm could be great for consumers. >> i think that the tremendous number of dealer cuts that they have propose ready not a good thing, and will not help the company going forward. we're in the process of trying to resolve that. but from a consumer standpoint, i think you will see a much more competitive general motors and chrysler for that matter going forward. they have been able to address some of the big issues with regards to cost. >> consumers will continue to benefit from manufacturer's warranties. in addition, kitzmiller's says new incentive programs plus the cash for clunkers should help

boost sales. are you more likely to buy a gm car now that the company has reorganized? go to abc2news.com and share your two cents on the right- hand side of our home page. and another company that has received money from the government is aig. and now there is word the insurance giant is asking the obama administration to approve millions in retention insentives and bonuses. elijah cummings says enough is enough. >> they've made all kinds of excuses for these bonuses. i'm telling you u. i've been dealing with aig for the last year, and i've heard everything under the sun, and this is just another one of their excuses, we're talking about retaining people. what we found out, a lot of the people still left even after they gave them millions of dollar. >> congressman has been very vocal about aig. the company has received roughly $180 billion in bailout funds. in an unusual move to help protect blue crabs in the chesapeake bay, the state has offered to buy back thousands of commercial crabbing licenses. the crabbers are being told to

name their price, and the move isn't sitting well with some watermen who say their jobs aren't for sale. >> pay the bills. >> reporter: dennis anthony has spent most of his life earning a living on the chesapeake bay. >> i've been over 30 years. >> reporter: he is one of about 6,000 watermen who own a limited crab catcher license. but now in a move to protect the bay's blue crab population, the maryland department of natural resources wants to buy back more than half of them. it's a move that has veteran watermen steaming mad. >> for $50, my family is not for sale, nor is my job. it's not. it's just not. >> reporter: the dnr is hoping inactive license holders will sell them back. it says only about 30% of the licenses issued are actively fished. >> and when you have such a large number of people who may or may not choose to crab, it becomes very difficult to set harvest targets that you know you're going to meet. >> reporter: dnr says being able to set those targets accurately will help restore the bay's blue crab population.

but anthony says the state should leave commercial watermen alone and target another group of crabbers. >> they're taking the commercial license from the people that have paid for them for years that are residents of this state. you have people from outside the state can come here for $10 and keep taking crabs, and they're not a problem. >> crabbers who hold an lcc license have until the end of the month to submit their bid to the state. dnr will then decide which bids it will accept. we have a warning tonight for swimmers. anne arundel county health officials are urging people to stay out of the water at lower magathy beach. high bacteria levels found in water samples pose a threat to swimmers or others who come in quack the water. and anyone who has come in contact with the water should immediately wash well with soap and warm water and wash their clothing. a great weekend to start off. but as we start in towards the weekend, we'll be dealing with wet weather. looking outside live now from the storm center weather net we are downtown at the inner harbor. just a few clouds out this.

really a nice evening in store for us here. the temperature is 80 degrees right now. we have reached a high of 81 degrees this afternoon. a few clouds are starting to build up back to the west. but for the most part, we will stay partly cloudy to mostly clear for tonight, and this weekend we do have some wet weather on the way saturday night and sunday. i'll have the details on that, along with what you can expect next week in my whole forecast. >> next, em. there is word tonight that troy harris, a spokesman for the baltimore city police department has been suspended. according to the baltimore sun, harris accidentally sent a nude photo of a woman to a local tv station. the sun reports harris was trying to send a mug shot of a criminal suspect, but attached a nude photo that had been saved to the hard drive of his city-issued computer. funeral services for former nfl player steve mcnair will be held tomorrow at the university of southern mississippi in hattiesburg. and several ravens are scheduled to attend, including ray lewis, samari rolle, and ed reed. last night family and friends and former teammates and

coaches gathered with thousands of fans for a memorial service at a nashville church. they remembered his accomplishments on and off the field. ravens receiver derrek mason paid tribute to his good friend. >> every time he came out of the huddle, he gave two bumps to your chest and pointed to the sky. so i'm going to give two bumps for you and point to the sky. [ applause ] i love you. >> police say mcnair was killed saturday by his 20-year-old girlfriend in a murder-suicide. sahel kazemi was laid to rest today in a private ceremony near jacksonville, florida. the white supremacist from maryland accused of opening fire inside the u.s. holocaust memorial in washington, d.c. last month is still unable to go to court. a federal public defender told a judge today that james von brunn's condition has not changed much. he is bedridden, but able to hear and talk sometimes. another hearing is set for july 30th. von brunn faces a first-degree

murder charge in the death of guard stephen t. johns last month. von brunn was shot in the face by other guards. police in howard county are investigating a shooting tonight. authorities say last night, 18- year-old keontae johnson was playing when a fight broke out. he was shot in the torso. he was taken to the hospital and is in stable condition. police are offering a $1,000 reward and are having anyone with information to call them at 410. 313-3200. there is much more to come on abc 2 news at 6. coming up, where is the beef? some folks become cows to get a free meal. that's cute! and it's not exactly a national treasure. but there is a hunt underway for a meteor that shot through the sky in our area. and last night norm and michelle gave us a 2-degree guarantee of 82 degrees. well, today we hit 83 for that

gain. to smell it is to love it. what are you waiting for? the event that woke up people and shook houses from aberdeen to southern pennsylvania may now give some folks an opportunity to make some money. meteor hunters from across the country have flocked to our area, searching for the remnants of a meteor that shot through the sky early monday. they can sell the pieces of the internet. the meteor was captured on surveillance footage at york water company, and also on a supermagnified photo taken by a local astro photographer. >> i think it's amazing, you know. it's just a fluke, total luck,

destiny, fate, whatever you want to call it. i haven't confirmed this yet, but i don't think it's ever been done before. >> some of the meteor hunters say they have zeroed in on the potential crash site, which they believe is near york. they'll spend the next few days searching for what likely will be small fragments of the meteor. kind of cool! >> i'm still trying to figure out who is going to buy those. >> we said norm has like six in his house, and i know he has gotten some off the internet. so norm will buy them, or one. >> all right. so we've been dealing with really great weather. gorgeous out there. >> it's unheard of for this time of year in baltimore. we all feel like we're living in san diego. >> i know, it's gorgeous out there. light breeze, low humidity. we do have a an increase in humidity. cold front coming in will bring us wet weather. but enjoy it tonight, especially near downtown. looking live over the maryland science center. gorgeous weather pretty much all over the area. tonight we're down to 77 degrees. very comfortable, especially if you're going to be walking

around outside, and the humidity is at 52% right now. and winds are out of the south- southeast at 6 miles an hour. all right. what we're look agent from the science center, 77 degrees. very comfortable weather down there. the winds have been gusting up to 14 miles per hour. it feels like 79. temperatures today did get into the lower 80s but, it felt like the upper 70s with the low humidity and light breeze out there. looking live from maryland's most powerful radar right now over downtown, we're not seeing anything as far as rainshowers. we haven't seen anything over the past couple of days. and if you are headed out to the game tonight, you can expect clear conditions there at camden yards. gorgeous weather in store for at least tonight and tomorrow morning. that may change by tomorrow. we're looking at some changes in the forecast as the cold front comes through. 83. that's what we hit this afternoon here in baltimore. a very comfortable 83, though. typically, this time of year we're in the mid- to upper 80s. well below tavern but nowhere near the record. 107 was the record high back in 1936.

and 55 was the record low in 1961. it was a cool start to the day, but, but not quite that cool. 61 is what we hit at the airport. if you like clouds out there this evening, we're starting to see more of these build in from the west. we do have some clouds that we'll be dealing with overnight tonight. but for the most part, dry conditions through tomorrow afternoon. that's when things are going to start to change. that's when the wet weather is going to come into the picture. so all of this gorgeous weather is going to be a thing of the past by tomorrow at this time. the clouds will start to build up by later on tomorrow afternoon and evening. and as you can see, some unsettled weather back to the west. that means rain in the forecast by later on tomorrow. i think most of tomorrow will actually be a pretty nice day. a little more humid, but for the most part a dry day out there. by tomorrow night, after the sun goes down, that's when we'll be dealing with the wet weather, and we'll be dealing with on it sunday as well. we'll cloud up tonight for a brief period of time, but then stay mostly cloudy to partly cloudy by later on tonight. tomorrow evening, about 8 p.m.,

the orioles are going to bat to help city school students. the organization is teenage up with city schools to support education initiatives for the city's young people, and today orioles manager dave trembley and outfielder nick markakis visited with kids at mount royal intermediate school. they gave batting tips, but also talked about the importance of a summer learning curriculum based on orioles baseball. >> i think it's a real positive boost for all of us. it allows not only myself, but our players to have access to kids and to do something in a real fun way. >> i'm having a blast out here too. like i say, any time you can relate school work and baseball and fun activities, whatever sport it is, it makes it a lot more fun and interesting. and i think the kids are really absorbing it and understanding
