neighborhoods. but she confident the plan will work. he is reminding people they can help fix some of the problems by following a few simple rules. like using a trash can with a tight-fitting lid to help control the rodents. >> feeding is breeding. you feed the rats, you breed the rats. that's one of the things we have to prevent. an that's why there has always been a baltimore city law that you must have a durable trash can with a tight-fitting lid. >> reporter: in the coming weeks, dpw will be sending out informational postcards on recycling, and code enforcement officers will be out making sure people are following the new rules. but some are still worried the new trash plan will ruin their neighborhood. >> would you want to live around here? huh? it's like one week. >> reporter: in baltimore, linda so, abc 2 news. >> and you can report trash problems in the neighborhood by calling 311. governor martin o'malley is meeting with staff members to talk about some potential budget cuts. terry is here now with reaction from state employees. >> reporter: kelly, the state is dealing with a possible $700

million budget shortfall. so now the governor is looking at new ways to address a drop in state revenue brought on by the recession. o'malley says administration officials have already found about half the cuts, and he hopes to identify the rest after a meeting with key staff members. the governor did not outline specific cuts when asked by reporters this morning, however, he says all the reductions will be painful, and none will be popular. today state workers talked about their uncertain future. >> we don't agree with furloughs. we don't think they're the long- term answer to the solution. they're a band-aid measure. >> i am here today to ask that governor o'malley commit to making all state youth centers, state hospitals, and all understaffed and onlied state facilities his high priority, as he makes his budget decision. >> reporter: the board of public works is scheduled to take up the cuts at its next

meeting. that's set for wednesday. terry owens, abc 2 news. we have good financial news coming from harford county tonight. today county executive david craig signed the homestead credit percentage bill into law. it's going to ultimately provide property tax relief for thousands of harford county property owners. the bill which was introduced in may passed the council by unanimous vote earlier this week. >> i think it shows very good cooperation between the administration and the county council and citizens to make a real effective move to lower taxes in the tough economic times and let them keep a little more known in their pockets. >> the homestead tax credit limits the amount of your home's value that you pay taxes on. a year ago, the county dropped it from the maximum increase of 10% each year to 9. and now it's going to drop to just 5% to years from now. it's estimated that the cuts will save homeowners hundreds of millions of dollars over the next decade. police have arrested three

suspects in connection with last month's shooting at the 7400 club on pulaski highway. the victim was dancing with a group of people when several shots were fired bay female suspect who is still at large. the victim was wounded and treated in a nearby hospital. police are still searching for the woman who has not been identified. a startling discovery in northeast baltimore today. shortly before 10 a.m., a passerby saw the body of a dead man inside of the car near lake montebello. a 911 call said the victim had been shot, but that hasn't been confirmed yet because the body was decomposing. investigators are waiting for information from the medical examiner. there is a delay in getting a new marc locomotive into service. when it was unveiled in may, officials estimated that the train would be in service in about four to six weeks. but ten weeks later, the locomotive and two others are still undergoing some safety testing. an mta spokesperson says so far no problems have been found, and she hopes the locomotives will be in service within 30

days. state officials said the $100 million fleet of 26 new locomotives could help ease overcrowding and improve reliability. maryland's most powerful radar continues to track some shower and thunderstorm activity. up here in portions of pennsylvania, delaware, and into new jersey, that shower activity making its way down towards the south and east. you can see redding getting a pretty good pounding with shower and thunderstorm activity right there. here in the baltimore area, we are precipitation-free tonight. butomorrow a different cup of tee. the next couple of hours. partly cloudy, showers, high temperatures in the upper 80s with high humidity. what about the shower activity? will we get it? when is it going to come, and how long is it going to last? the answer is coming up. a reisterstown man has pleaded guilty to pimping three teenaged girls using craigslist. federal prosecutors say that byron thompson arranged sexual encounters with the girls at hotels and homes, made them solicit businesses on baltimore streets. police found the three girls at

a truck stop in march and arrested thompson after they say he posted an internet ad in may. thompson will be sentenced in october. a baltimore deacon who is charged with two sex offenses and assault has pleaded not guilty. curtis allen was a deacon at the beth el temple church of christ. in may, a teenaged boy came forward saying allen had meolaed him on three different occasions. then a month later, a teenaged girl came forward. allen's trial is set for october 20th. it has happened a second time. u.s. customs officials say agents at bwi have seized another soap-encrusted severed birds head. agents say they found the head in a container of homemade black soap on tuesday. the discovery came less than four months after they seized another soapy birds head from a nigerian traveler. the traveler in tuesday's incident, a u.s. citizen of nigerian descent was issued a $300 fine. well, president obama will

address the naacp. the baltimore-based civil rights group is holding its 100th anniversary in new york at the convention. already this week, the first african american chairman of the republican national committee, michael steele has addressed the group. the former lieutenant governor shared his thoughts on president obama's address to the group. >> if you think my problem was walking in the door, president obama has one as well. because there is an anxiety about what direction are you leading us, and how will it benefit the black community, particularly when you have unemployment soaring under his policies right now. and other issues that have not been addressed, the aids infection rate, the recidivism rate and so forth. >> this won't be the first time obama has spoken before the civil rights group. he gave an address last year in his presidential election campaign. well, the honors just keep pouring in on the johns hopkins hospital. it's been named the nation's best hospital by u.s. news and world report. this is actually the 19th

consecutive year for the honor. the magazine publishes its annual rankings of 48 hospitals. today hopkins was ranked first in ear, nose, and throat, rheumatology and urology. and also some other hospitals ranked very well in other areas. sheppard pratt ranked sixth in psychiatry. university of maryland medical center ranked 33rd in cancer. franklin square hospital ranked 31st for digestive disorders. in diabetes union memorial ranked 36. and sinai 38 in neurology and neurosurgery. looks like new life is coming to the annapolis market house. three new tenants are moving into the historic center on a temporary basis. the workers are busy trying to put the final touches on a restaurant, a flower shop, and also an art dealer in the market house. the city regained control of the market about two months ago after buying out a private firm that ran the market for several years. during that time, all but two of the tenants moved out. the city says it wants to turn

the market house into more of a meeting place. >> and the people who are coming in have to be up, we have to redesign the inside. so it is not a fast-food court. >> they will take applications from permanent tenants in october. they'll also give the current tenants every opportunity to stay. a popular deli founded some 95 years ago may be expanding. the owner of atman's is looking to build a new restaurant right next to its current one. he plans to meet with the city next week to discuss the project. >> double our seating area. and the reason we're trying to do that is one for our basic customer base. we need more room in there. we seat about 40 now. but also, we would like to get bus and tours that come to the city that want to really see a part of the city, besides little italy or the inner harbor. and a place where there is some history. >> the owner plans to keep the

now abc 2 news at 6. >> for many teenagers, this time of year is really all about sitting back and relaxing. but for one rising senior in forest hill, summer break is actually her cue to start working for others. abc 2 news brittney gordon has her report on a local student urging everyone to pay it forward. >> reporter: dog lover kim is a senior at fallston high school. with big plans of going to college and starting her own business. but there is a lot more to kim than meets the eye. >> i have scoliosis. >> reporter: born a paraplegic, kim has had a lifetime of medical struggles. it's hard to believe when looking at her baby pictures, but she has been in and out of surgical rooms since she was just 10 1/2 weeks old. surgeries in 2006 and 2007 have now lessened her ability to walk. but instead of letting

adversity get her down, kim has decided to dedicate her life to helping others. and she wants you to help her pay it forward. >> i people who are like me and need help. >> reporter: in 2007, kim launched a campaign to raise money for disabled children. two years later, with $5,000 in donations under her belt, kim is now turning her attention to k-9 partners for life. the organization trains dogs just like those in this individual wrote to work as service companions. these dogs can do just about anything to help people with disabilities. >> they can do laundry. they can carry groceries. more than most teenagers can do. >> reporter: kim hopes that those watching the story will donate to k-9 partners for life to help give a total strange area chance at independence. her parents are proud. >> she's had a lot of struggles in life that she has had to deal with. and she has accomplished a lot
