would be an understatement to be the least. the cash for clunkers program in one week is nearly all gone. joce sterman joins us to explain what happens now. >> reporter: there is a ton of confusion. and here is why. because one day the government is telling you go ahead, ditch your gas guzzler. we have got cash for you. and the next day they say sorry, guys, we're out of cash. there is obviously a lot of confusion. but don't worry, plans are in the works as we speak to make sure this plan is not left running on empty. if the sales team at antwerpen looks a little tired that. >> have a good excuse. >> we sent an e-mail blast out to all of our customers at about 8:30 saying we're going to stay open until midnight. >> a late night push to close deals on the cash for clunkers program. that gives you the big discount if you trade in a gas guzzler. although the trade-ins just

started, an overwhelming response had some calling to stop the program because there wasn't any money left. >> yeah, i was surprised. >> reporter: yasmin sultan can't believe so many people cashed in on the rebates so quickly. she says good timing is the reason she got lucky. but she doesn't think other people should be locked out because they didn't act fast enough. >> i feel bad. i wish that anybody who wants to take advantage of this program should be able to get it. >> reporter: many lawmakers feel the same way. they're now rushing to more more money into the program. today the house passed a bill to add an additional $2 billion. >> this is a very big success. and it makes all the sense in the world to keep it going. >> reporter: dealers want to keep it going too, although there have been some headaches with the cash for clunkers website. still, the program has been a huge draw. 200 clunkers have already been turned in to antwerpen. and the sales manager means more time and more money will certainly mean more trade-in. >> next ten days in the car busy is going to be crazy.

people say they're going to wait off maybe until september. they're going to be in the next ten days. >> reporter: the senate hopes to take action on this next week. in the meantime, senate leaders are saying is go ahead. trade in your car. any deal that is made in the meantime will be honored. we'll have to wait and see. joce sterman, abc 2 news. a pedestrian has been killed in harford county. it happened around 6 this morning on pulaski highway near the route 715 overpass in aberdeen. officers found a man with injuries consistent with being struck by a vehicle. the victim was pronounced dead at the scene. the vehicle believed to be involved has not yet been located. anyone with information is asked to call the aberdeen police department at 410-272- 2121. howard county police are investigating the shooting that happened a shortly before 1 this afternoon on green mountain circle in columbia. we're told the victim, 18-year- old walter richardson was visiting the residence. police believe the suspect entered the apartment complex

through an unlocked rear door, fired at the 18-year-old, and fled. >> at this point we are actively looking for the suspect. fortunately, we don't think there is a danger in the area anymore well. did have a day-care center and a school here locally on lockdown initially. we've been able to lift that at this point. >> he was taken to shock trauma with an injury to the leg. he is expected to be okay. police are still trying to determine whether the victim and suspect actually knew each other. four shootings overnight in the city, one of them deadly. just before 1 this morning, a man was shot several times. it happened on east lind avenue in southwest baltimore. the victim was taken to a local hospital where he died. police don't have a suspect or a motive in this case either. the baltimore council will take up a speed camera bill on monday. if the measures pass, 12 to 15 stationary cameras would be placed on roads near schools. the exact locations have not been determined yet. chief james johnson says they'll pick spots based on crash data, speed data, and

citizen complaints. >> we are looking at over 214 schools throughout the county within school zones with the speed cameras at this time. fireworks the measure passes, speeders could be fined $40 if they exceed the posted speed limit by 12 miles or more. some good news for people who live in northwestern portions of baltimore city and the county. the department of public works says repairs have been completed on a 54-inch water main that provides drinking water in that area. and that means water use restrictions have been lifted. customers in harford county were all smiles today as giants celebrated one of its new and improved stores. the chain is revamping 100 of its stores over a three-year period. customers lined up. this one in forest hill as it celebrated the reopening. the store gave the first 250 customers a $10 gift card. giant remodeled with new floors, new ceilings, expanded

natural food section and new decor. giant also invested in new technology to make things easier for shoppers. the store has scanners to log what customers are buying and keep an eye on good deals. >> with customers becoming a lot more tech savvy, we want to streamline the process for shopping and get them in and out in a convenient and quick manner. >> anything new for customers to help them before they get to the checkout line, i'm sure it's going to be good. >> the new scanner does not add in the tax as you shop. once you hit the register, the exact total is calculated. the grand reopening celebrations last through the weekend. there is a new name for baltimore city's tourism bureau. the former baltimore area convention and visitors association will simply be known as visit baltimore. travel experts say it has become more popular for convention and visitors bureaus to take on more user-friendly names. for instance, there is destination d.c., choose chicago, and meet minneapolis. some good news to report actually concerning tourism

home in harford county to work and shave his head if they raised enough money for the hug fund. it's a nonprofit fund to help employees in need of financial assistance. >> well, this morning i ran about 27 miles into rossville. and now i'm getting my head shaved, and that's for the hug fund. the facility met our goal of $2,500. >> employees had several fundraisers and raffles also to help them meet that goal. speaking of haircuts, a towson salon is doing its part to give back to local soldiers. all about me day spa and salon is offering free haircuts to soldiers. as you can see, some are already getting pampered. we talked with soldiers from towson who are shipping out to afghanistan today. >> it's awesome. it's really nice for them to do this. i know there is a lot of marines out here that wish they knew about this. i'm just lucky. it gets expensive to do this

you're watching baltimore's station that works for you. now abc 2 news at 5. >> it's an opportunity of a lifetime, and it's coming through for a group of kids from our area. the youth baseball team headed to puerto rico next week. we got a look at some of the hard work that earned them a trip they will never forget. from the crack of the bat, to the coaching from the sidelines, the putty hill panthers have worked hard. >> we played a doubleheader saturday, two week night games,

and during the season we don't get to practice at all because we're playing four games a week. >> reporter: but austin isn't complaining. the second baseman knows their hard work has played off. after winning the regional championships in massachusetts, they're heading to puerto rico, one of six u.s. teams to compete in the world series for club level teams. >> well, we've had a very exciting season. we have won our last three tournaments, and this tops it all. >> reporter: the boys are 12 and 13, from baltimore county, city and harford county. many of them have never been out of the country. >> it's definitely worth it. all the effort we put in, i mean, to go to puerto rico, that's just amazing. >> reporter: he has coached club level baseball for nine years. while he has been to many regionals, this will be his first trip to the big game. >> we couldn't be more proud to go. we want it to be a great experience for the kids on and off the baseball field. >> reporter: the competition

will be tough, but one they're ready to take on. >> they play well together. they hit when they have to hit. the pitching is great. we have great pitching. and they do hit the ball. they have power. >> reporter: whether they win or lose, the coach says it's been a great season, and the fun is just beginning. it's a season we'll never forget. it's a season that i hope we can duplicate in years to come. but the bottom line is we're in it right now, and we're enjoying it right now. and we just want to soak up every moment of it. >> the putty hill panther leave wednesday for puerto rico. they will play their first game of the series on thursday, and we're going to keep you posted. they're going to tweet us and give us all the information on the web, and we're going the pass it on to the viewers. >> what a great story. you know we have a game tonight. >> yes. >> everybody wants to know what the weather is going to be like. i think we're clearing out. good news. you know what, i was downtown today, and it was hard to tell this was baltimore or boston. it's one of those days where we see all the red sox fans.

as you can see, the rain is done in the inner harbor. we're starting to clear out, see a little bit of blue sky before the sun goes down this evening. so dry conditions, at least in the sky for the game tonight. we have a lot of wet ground out there, as we did see the storms roll through earlier. and they dropped a lot of rain on us. 74. that's where we're sitting right now. we cooled way down from the afternoon high, where we got into the upper 80s. the humidity right now is at 85%, and winds are out of the west at 16 miles an hour. all right. let's take a look at some of the rainfall totals because it really came down today. we had heavy downpours all afternoon with the cold front pushing through. moncton is down to 71 degrees right now. almost an inch and a half of rain today. edgemere we're down to 74 degrees. so a little bit of a cooldown out there. relief from the heat we had earlier today. 1.16-inches of rain. a lot of rain piled up all across the area. still a flash flood watch or warning in effect for cecil county this evening. and that will be a problem

throughout much of the area, although the rain is coming to an end now. we're looking at the radar. and as withdrew can see, it's all coming to an end in the baltimore area. but still impacting the eastern shore. we're still seeing strong storms. and in fact worcester county right now under a tornado warning. that is until 5:30 this evening. as you can see, the folks in ocean city dealing with a lot of messy weather right now. many lightning strikes in the threat for tornadoes is a possibility there until 5:30 this evening. we're going to see the storms push out of that area, as they did here in the baltimore area. so not being a threat later on tonight, but for the time being, still a severe weather situation down there on the lower eastern shore. back here at home, 74 degrees in baltimore. 71 in york, p.a. 72 in easton. we have cooled way down from the temperatures we had earlier this afternoon. the rain came through and we had that videotapetive cooling, which cools the atmosphere. now we are going to stay in the low 70s this evening. and only drop down into the upper 60s during the overnight hours, and warm weather ahead for the weekend. we're going to see a change in

the humidity levels. but not a change in the temperature. so still expecting the warm temperatures to hold through both saturday and sunday. but we're going to see a difference in the moisture in the atmosphere. as you can see, that cold front pushing through the area right now. we did see a lot of storms come through earlier today, but now we're starting to clear out, see some breaks in the clouds this evening. see a little bit of sunshine before that sun goes down later on tonight. and as you can see, that cold front stretches all up and down the east coast. so we're dealing with that severe weather from new england all the way down towards the carolinas. and a lot of severe weather down there in towards south carolina and georgia this evening. but we'll all have clearing conditions later on tonight. we're going to continue to see this southwest flow, though. so a very warm week ahead for us. we'll have highs in the upper 80s pretty much all week well. will stay dry once the front passes through the area. we'll start to see dry conditions through the day tomorrow. a slight chance of some afternoon thunderstorms on sunday. but nothing like we experienced today. we'll have that chance of thunderstorms as we head on through next week as well. 67. that's our low overnight tonight. storms will be coming to an

end. we'll have partly cloudy skies throughout the evening and overnight hours. and then for tomorrow, a clear day in store for us. a warm one, though. 88 degrees for the afternoon high. temperatures stay warm pretty much all week, 87 for sunday with a chance of thunderstorms. and take a look at this forecast. very summer-like as we start off the month of august. we'll have highs in the upper 80s, right around 90 for tuesday. that's the warm day of the week, before we get back to the mid-80s by thursday and friday. and that chance of afternoon thunderstorms each and every day. kelly? >> all right, thanks, emily. an announcement from connecticut center christopher dodd. the 65-year-old lawmaker says he has been diagnosed with an early stage of prostate cancer, and will undergo surgery early next month. >> first of all, this is a -- this is a very common form of cancer. one out of every six males at some point if they live long enough will be diagnosed with prostate cancer. so i'm very confident that we're going to come out of this well. >> during a news conference, the senator stressed the

importance of having those annual physicals, which is how he detected his cancer early. dodd is chairman of the senate banking committee, and is playing a lead role in congress' overhaul of the health care system. 2 your health tonight. medicine on the cutting edge. plastic surgery could be the answer for migraine headaches. doctors say there is surprising hope in the most unlikely of places, the plastic surgeon's office. a discovery a surgeon stumbled on when patient after patient noted that a forehead lift also lifted their migraines. >> what we do is remove the frowning muscles that are compressing the nerves and relieve the pain for the migraine patients. >> as part of a study, surgeons and neurologists performed the study on 49 patients. 57% reported their migraines went away. having trouble sleeping? in this tough economy, financial worries and stress

could be keeping you up at night. the national institutes of health says at least 40 million americans suffer from chronic sleep problems, and another 20 million from occasional sleep problems. and what you do before going to bed could actually be keeping you up from getting a good night's rest. abc 2 news sandra has some sound advice. >> reporter: it's that dreaded sound. many americans say they're waking up more tired. for some, worries are keeping them from getting to sleep at night. >> i think about work and go through the events of the day, and that kind of stresses me out. so i have a hard time falling asleep. >> reporter: the catch 22, expert says the lack of sleep actually increases stress. >> if you're not able to focus, it makes you less capable of dealing with difficult situations. >> reporter: experts say not getting enough sleep also affects your hormones, metabolism, and could lead to prediabetic conditions. so if it's difficult to get some shut-eye, doctors say

stick to a routine before you go to bed. >> you want to avoid bright lights. you want the avoid hard physical exercise in the time just before sleep, or very large meals. >> reporter: the national heart, lung and blood institute recommends staying away from distractions, like watching tv or a computer before going to bed. alcohol might make you drowsy, but doctors say it prevents you from getting deep sleep. keep your bedroom cool and dark. and if you're staring at the ceiling for more than 20 minutes, get up and do something relaxing to help yourself get drowsy. >> i like to read a little bit, kind of clear my mind. >> reporter: doctors say catching up on sleep one night doesn't make up for not getting enough sleep every day. and the quality of sleep is just as important as quantity. in washington, sandra endo, abc 2 news. >> good advice. a scare at oprah's building. what caused emergency crews to rush to harpo studios. and watch out for zombies.

yesterday, sending a plume of smoke more than 60 miles from the plant. emergency officials tested for airborne toxins. just one home away, police watched in horror. the 89-year-old was trapped without transportation and without power. >> it didn't bother me. >> it started bothering you, the smoke? >> because i didn't know what was going on. i was just there. >> authorities suspect the warehouse fire started from a spark from a welder. at least 34 people required medical treatment, with complaints ranging from smoke inhalation into eye irritation. a massachusetts mother was arraigned today on charges of reckless endangerment to a child and assault and battery. she is accused of locking her 3-year-old son in a filthy sweltering attic. the boy's siblings told police that, quote, mommy does this when she gets angry. a relative who did not want to be identified had this to say. >> i just want her to get help.

and let them know that her family still loves her. and we need to get to the bottom of whatever happened. >> authorities say that 27-year- old kirsten paquet had been arrested previously for assault and battery with a knife. in tennessee a possible tornado touched down, uprooting trees and damaging homes and businesses. fortunately no serious injuries were reported, but uthousands of people there are still without power. it was a scary ordeal this morning in chicago. emergency crews were called to oprah winfrey's studio after a suspicious package was discovered. a security guard says the dark- colored backpack had wires hanging out of it. it was found in a flower bed outside of harpo studios. they called the bomb squad in and found out it is harmless. it's not known if the talk show host was inside the building at the time. the space shuttle endeavour returns to earth. what the crew accomplished in the 16-day mission.
