now abc 2 news at 5:30. >> and you are looking at a live picture from our camera at the inner harbor. severe storms have been moving through the area, bringing with them heavy rain and strong winds, and you can see. it's cleared up a bit. still cloudy out there. good evening. i'm terry owens there. the power outages as a result. and we'll bring you the latest on the numbers in just a minute. now let's get the latest on the weather. emily gracey is here with the first forecast. >> it's been a rough afternoon. but we're starting to see improving conditions out there. let's take a live look from maryland's most powerful radar right now. you can see all that severe weather has moved out of the immediate baltimore area, although we are still seeing some strong thunderstorms down in the lower eastern shore. ocean city just had a tornado warning and it is now expired, but the threat for severe weather still exists in worcester county just on the

lower eastern shore. in fact up and down the eastern shore. we're still seeing the strong thunderstorm activity with a lot of lightning. if you are headed to the game tonight, it looks like we're seeing good conditions out there. temperatures will be in the 70s. we'll see clearing skies. the storms are coming to an end, and maybe a little wet on the seats. we are going to see dry conditions throughout the rest of the evening. i'll have a look at the weekend forecast, coming up. >> and we mentioned those power outages. we just got an update from bge. and right now more than 37,000 people are without power. more than 17,000 are in anne arundel county. about 7,000 in baltimore county. carroll county has 1500 outages. and more than 8,000 people in harford county are without power. elvis left the building, if only briefly this afternoon, to protest city hall. the nacho mama bar and elvis lounge in kenton is fighting an ordinance that prohibits placing their landmark elvis statue on the sidewalk. abc 2 news brian kuebler shows us how bar owners, patrons, and

elvis himself picketed city hall. ♪ warren through a party >> reporter: as the city of memphis, tennessee prepares to memorialize the death of elvis for the 32nd year, a bar on the east side of baltimore, maryland is fighting to keep him alive. >> so he is a fixture for this bar? >> she our golden arches. mcdonald's has the golden arches. we have the wooden elvis. ♪ >> reporter: elvis has stood outside nacho mama's bar and elvis lounge for 16 years. 16 years an integral part of this neighborhood flare until the city inspector told the bar owner he was impeding pedestrians and in violation of a city code. and so after a good run, elvis is now trapped in the building. they organized with t-shirts and signs. nearly two thousand residents signed a petition. like jason brown. >> elvis has been out here

didn't have much of a response except to say they are aware of these citizens' concerns. a ban on salvia is on the work in ocean city. the hallucinogenic herb can be bought in many shops. earlier the town council voted to ban the herb. an emergency bill will be voted on monday. if passed, enforcement begins tuesday. the herb is already banned in ten states. an employee at the department of motor vehicles is under investigation tonight in connection with the scheme to provide fake driver's licenses to illegal immigrants. an nba spokesman says nearly 200 licenses were revoked in june after the employee who issued them was fired. that employee worked at the glen burnie office, but the person's nape has not been released. applicants for driver's licenses are now required to prove they are in the country legally. tonight police in anne arundel county are investigating a possible road rage incident. authorities have arrested 80 or

66-year-old lawrence beauregard. he faces assault and handgun charges. >> city and anne arundel county police officer responded to the intersection of piney orchard parkway in odenton road in odenton for what he believed was a road accident. it was actually an incident involving road rage. >> 24-year-old female victim told officers she possibly cut off another motorist while driving. that driver apparently became angry and began honking his horn. once they were stopped, she says the man pointed a handgun in her direction and asked if she wanted to get shot. now for a look at tonight's top stories. the popular $1 billion cash for clunkers rebate program will apparently get a new infusion of cash. lawmakers in the house today voted overwhelmingly to rush $2 billion into the program, which was running out of money. the senate will take up the matter next week. the baltimore county council will introduce a speed camera bill on monday. if the measure is passed, 12 to

15 stationary cameras would be placed on roads near schools. the act locations have not been determined. if the measure passes, speeders could be fined $40 if they exceed the posted limit by 12 miles or more. giant opened a new store in harford county. the chain is revamping 100 of its stores over the next three years. the store gave the first 250 customers a $10 gift card. giant has scanners to log what customers are buying and keeps an eye on good deals. the grand opening celebration continues through the weekend. a popular record label has high hopes for a new release. in fact, you might say they're relying on a higher power. abc's gloria riviera explains. ♪ >> reporter: pope benedict xvi's day job keeps can him in very holy company.

but come september, he could be part of a very different club. abbey road rock stars. the famous london recording studio has been home to music legends. ♪ shake it up baby >> reporter: like the beatles, and scores of other top-selling artists. pope benedict xvi could be next. that's his voice licensed by vatican radio, which owns the rights to the recording. geffen records is producing the album, mixing the pope's psalms and players alongside classical music. producers are hoping the pope will like the finished product. >> i think it could reach people that are not catholic and maybe not christian once it's approved, then we'll go ahead and let everybody else hear it. >> reporter: there was a pope who climbed the charts before.

tired of relentless calls from telemarketers and bill collectors? if so, know that you are not alone. the 2008 list of complaints is out tonight, and grievances last year are up over the year before. in fact, of the 34 consumer agencies surveyed, 62% reported an increase. >> the top fastest growing complaint was about aggressive debt collection tactics. and the most frequently cited worst complaint was about mortgage-related problems, especially mortgage foreclosure rescue scams. >> of the top 10 complaints misleading ads or sales of new and used cars and faulty home improvement or construction jobs were once again the top two. a major recall tonight from honda. the automaker is recalling 440,000 vehicles, including some of its best-selling accord and civic models. they have a potentially lethal air bag defect.

honda said the air bag inflaters can rupture because of too much air pressure, causing metal fragments to shoot through the bags and strike passengers. the recall affects 2001 and 2002 accords, 2001 civics and 2002 and 2003 acura tl sedans. in these tough economic times, we are all looking for ways to save money. coming up, young adults moving back in with their parents. so what are you to do, mom and dad, especially when it comes to finances. and it's not often you see a rooster in court. why mr. clucky is ruffling some feathers.

>> reporter: a perfect recipe pesto is one thing. belinda abraham and her 24-year- old son haven't yet found the perfect recipe for living in harmony. >> there is a lot of work that goes into making that happen. we don't always succeed. >> reporter: it all began when scott returned from a year in china. >> i was sending out resumes, and not getting anything. that was when it really sunk in. >> reporter: the economic crisis has made it tough for everyone to find jobs that pay the rent. making a move back home seem like the only option. last year, 15 million young adults lived with their parents. but before anybody moves back home, experts say it's good to lay some groundrules. >> are there going to be payments made to certain bills? are we going to share certain responsibilities around the house. >> reporter: scott is saving up for grad school. so his parents don't require him to pay rent. they had just one condition: >> you're living here. you have to be working.

space station. they completed work on the japanese laboratory, adding a porch that will house experiments. they also transferred over new batteries and other critical spare parts, and even helped the station crew repair that broken toilet. now the forecast certified baltimore's most accurate. here is meteorologist emily gracey and maryland's most powerful doppler radar. >> well we were told to expect some pop-up showers today. but boy, the skies really opened up. >> and definitely some heavy downpours. did you get caught in the rain at all? >> i did not. i was lucky. i was here by the time it started. >> it was really comi down. we could hear tonight roof here of the station. some heavy rainfall. over an inch reported in many locations. but it look like it's all over now. it's all coming to an end this evening. let's take a look over the inner harbor right now. we have dried out downtown. looking pretty nice down there. still cloudy, but for the most part we've dried out. the front has pushed through the area. we're seeing slightly more comfortable temperatures as well, down to 74 degrees right now from the airport.

the humidity is still pretty high at 85%. and the winds are picking up out of the west behind that front at 16 miles an hour. all right. here is a live look from rehoboth beach where you can see they haven't quite had the clearing conditions they had here. still seeing the wet weather move through cleared everybody off the boardwalk and beach. still seeing some rain this evening. severe weather still impacting the beaches. 73. that's what they're sitting at right now. they've had wind gusts up to 32 miles an hour. the storms bringing winds, rain and lightning. still impacting the beaches of maryland and delaware. in fact ocean city picking up a lot of wet weather. these are starting to move off the coast, but still seeing a few storms back to the west from salisbury, over towards the lower eastern shore. we are seeing all those storms still impacting that area. so the front still slow to move through this area here this evening. but as the next hour or so moves through, we will start to see clearing conditions pretty much all over maryland. all right. now if you are headed down to the beach this weekend, it looks like it will be a little bit better tomorrow.

for saturday you expect a high of 82 degrees. comfortable conditions out there, with partly cloudy skies. a little bit more of as far as a chance of rainfall on sunday. we'll have a chance of some afternoon thunderstorms. so the high temperature of 81 degrees. but all in all, better conditions than what we had for today, and definitely better than what we're experiencing right now. 88. that's what we hit in baltimore this afternoon. 79 wases the high in york. 80 in hagerstown. and 89 at the pax river. so we have cooled down quite a bit from there. we're now down to 74 degrees right now in baltimore. 72 in easton. and 72 is the current temperature in york. so cold front is pushing through the area right now. we picked up a lot of rain with it. like i said, over an inch in some locations. closer to an inch and a half in a few locations. but now we're starting to see a few breaks in the clouds behind the cold front. the winds are shifting from the west. we'll continue to see this westerly flow and actually start to see it shift to the southwest over the next day or so. and that will continue to bring in warm temperatures. so behind the front, we're not going to see a whole lot of relief from the heat.

we'll see a change in moisture from the atmosphere, but not a huge change in temperature. not expecting any rain to start off the weekend. and just a little bit to finish off the weekend. but for the most part drying out. for tomorrow mostly sunny skies, temperatures still warm, though. we'll be in the upper 80s. 67 for tonight. that's your overnight low. the storms will be coming to an end. and we'll start to see partly cloudy skies becoming mostly clear by tomorrow morning. a gorgeous day in store for us tomorrow. still a little warm. 88 degrees for the afternoon high, with mostly sunny skies continuing through saturday in towards sunday morning. now by sunday afternoon and evening we have a greater chance of showers and thunderstorms well. get back into that summer-like pattern with that southwest flow that i was talking about. and as we head on through the week, we're going to experience pretty warm temperatures, upper 80s. 90 degrees by tuesday. we'll have partly cloudy skies all week with a chance of thunderstorms pretty much each and every afternoon. terry? >> thanks, em. two small town police chiefs are on the wrong side of the law tonight after a long distance brush with a celebrity couple.

they were the most unlikely suspects. two ohio police chiefs charged with conspiring to burglarize the home of a surrogate mother. their alleged target just happened to be woman carrying the twin daughters of actors sarah jessica parker and matthew broderick. >> it's extremely troubling that persons sworn to uphold the law and protect the public are now charged with violating those oaths. >> reporter: investigators say last may, martin sperry police chief barry carpenter entered michelle ross' home and removed several items, items he and bridgeport police chief chad dojak attempted to sell to photographers. >> it's further alleged that chief carpenter used his office to commit the crimes, destroyed evidence and illegally used the law enforcement computer system. >> reporter: they are charged with several felonies, including burglary. carpenter is also charged with using a law enforcement computer system to facilitate

the crimes. a third man, bruce is charged with receiving stolen property. today all three pleaded not guilty. >> unfortunately, the city and this county of belmont county are now living in their own hollywood soap opera. >> reporter: while the mayor of martin's ferry says he gave carpenter the day off and still considers him the working police chief, he may be suspended in coming days. and parker and broderick issued a statement through their publicist saying they have complete faith in the legal system. well here is a story that is ruffling some feathers. a anotherrer went to court in florida. mr. cluckie, as he is known, was evicted from his miami beach home because of a zoning violation. mr. cluckie's owner is crying foul because he wants his bottled water drinking bicycle riding pet to stay. >> he may be an outlaw, but he is no criminal. >> mr. cluckie says he has letters of support for his rooster, but neighbors say they want him out of there. the rooster has become popular
