police tell us just after 3:30 they scan the tags of a suspect vehicle on mlk and lexington. it came back as a stolen car. just as police were beginning their pursuit, the suspect took off, driving at such a high rate of speed we're told he nearly ran a sergeant off the road. that sergeant immediately got on his radio, called off the chase. but the suspect still sped off. and about six blocks later, he struck this woman's car right in that intersection. >> car flipped over, hit the tree, and they say the woman died. so it's sad. >> reporter: lots of folks are just baffled. can't believe the impact and what the cars look like after that impact. we don't know at this point how fast the suspect was traveling, but i can tell you the impact has thrown both cars 50 to 100 feet away from that intersection. we'll have much more on this story tonight at 11. for now live with breaking

news, delia goncalves, abc 2 news. >> thank you, delia. prisoners can commit crimes from prison with cell phones. but those phones may soon go silent. a senate committee has approved a plan that would stop inmates by jamming their cell phone signals. maryland senator barbara mikulski sponsors the bill and is battling for a full senate vote, despite a broken ankle. brian kuebler reports. >> when we said goodbye to the cash, i now have this boot. >> reporter: senator barbara mikulski jokes that the boot she has to rehab her broken ankle will come in handy to kick butt in the senate. one of her bills is to jam cell phones in prisons. >> we want to jam the criminals. so they're going to jam the cell phones they have out there organizing more violence. >> reporter: governor martin o'malley pushed for the legislation following the high profile maryland case involving

carl lackl. this past spring, a federal jury convicted patrick byers of ordering the hit on carl lackl from his cell phone in his prison cell. a crime that does not come as a shock to correctional employees. >> security is a problem. and our officers can only do what they're ordered to do. >> reporter: in fact, state authorities say despite their efforts, near lay thousand cell phones were recovered from prison cells last year. a 71% increase from 2006. mikulski says that's why jamming, not banning is necessary. >> i believe it will pass. i think maryland has brought this to the attention of others, and senator kay bailey as well. it's coming out all over the country. >> reporter: other states now also beginning to see the connection between cell phones behind bars. and the type of violence that ended carl lackl's life. in baltimore, brian kuebler, abc 2 news. >> senator mikulski says you can look forward to her being an advocate on the bill when

the senate comes back after the labor day break. a man has been arrested in the robbery of a woman at anne arundel mills mall. 24-year-old joshua stone is charged with robbing the woman in the parking lot at knifepoint sunday morning. stone allegedly took her purse and drove off in a pickup truck. he was arrested at a linthicum motel. a 41-year-old west baltimore man remains in critical condition after trying to swallow a plastic bag filled with heroin. police say deon snipes swallowed the bag which held 17 gel caps of heroin when officers tried to stop him on monday night. an east baltimore man remains behind bars tonight, even though he no longer faces charges in connection with the police-involved shooting, a shooting that cost his uncle his life. abc 2 news jeff hager spoke with jay forest's family today about the incident which cost one man his life and the other his freedom. >> reporter: greta forest's brother died at the wrong end of a police revolver, and then the officer who pulled the trigger claimed her nephew, jay

forest, had tried to wrestle her gun away from her as well. he spent more than five months in jail before she admit head played no role in the incident. >> he lost his barbershop. he lost custody of his newborn baby. he lost his partner. he lost a lot. >> reporter: now the family is also raising questions over how that same officer shot and killed 61-year-old joseph forrest. his sister claims the female officer approached her brother from behind during a domestic dispute, and her bright orange and yellow hair coupled with multiple ear and facial rings made it difficult to identify her as a cop. she believes the confusion fueled the fatal confrontation. >> he was trying to keep her from killing him. that's what he was trying do. she's going to kill. and all he trying to do is keep her from killing him. >> reporter: forrest says one officer fired a shot into her brother's back, and then the female officer got up and stood over him as she unloaded her gun into his lifeless body.

in east baltimore, jeff hager, abc 2 news. >> the state's attorneys office is trying to determine whether the shooting was justified. meanwhile, the family plans to file suit on behalf of the nephew for false imprisonment. been tracking some showers and even some thunderstorm activity on the eastern shore of maryland as well as delaware. you can see the showers pulling off the coast. now this is what it looked like in delaware at the boardwalk hotel, rehoboth beach early this morning. people having a good time walking up and down the boardwalk. but watch the showers come through mid afternoon. here they come, boom. right there. people are returning to the boardwalk around the region. here is your forecast for the next couple hours this evening here in baltimore. partly cloudy, mild. temperatures will be in the 70s. tomorrow a much nicer day. we'll tell you all about it, coming up. >> thank you, norm. maryland car buyers and car deals are anxiously waiting for the senate vote to keep the cash for clunkers program alive. the senate is expected to give

the program another $2 billion tonight, keeping the popular program going through labor day. the cash for clunkers program has given a much needed boost to auto sales in this country. and gm's white marsh plant is looking forward to a boost from uncle sam. allison transmission will get federal stimulus money to help develop a rear drive electric system. it will provide some stability for the plant which is already a model of efficiency for the automaker. >> allison, they really are the workforce of the 21st century. they went from an old industrial model, went to the community colleges, got trained and embraced new ways of organizing to get work done, brought in new technology. >> a gm plant in michigan will receive similar funding. a rodgers forge-based bank has 15 days to sell itself or merge with another bank or it could become the second maryland bank to fail during this recession. the baltimore business journal is reporting that the bradford bank was told that it is

significantly undercapitalized. bank execs are reportedly working to meet federal banking regulators' deadline. an annapolis man has died after a hiking accident in croatia. 23-year-old brandon wild fell 120 feet. wile was reportedly traveling with his girlfriend who has family in the balkan nation. they had hiked up to a church, but after reaching it, weill wanted to climb higher. he reached the peak by himself, but apparently stumbled and fell last friday. it took search and rescue teams two days to find his body. weill graduated from annapolis high school five years ago and began traveling the world. a memorial service is planned later on this month. the chief of pediatrics at peninsula regional medical center is at shock trauma after a car crash. state police say dr. jose alvarod's car ran into the back of a tractor-trailer on route 50 near pittsville yesterday. he is in critical condition tonight. an accident that killed a bicyclist in baltimore this

week is raising concerns about bike safety. john yates was riding his bike when he clipped the back wheel of a box truck. his death is prompting city officials to take a closer look at existing bike routes and alternative roads that might be safer. yates was killed in what is known as a right hook crash. it's how most cyclists died. >> the car is going to make a right turn because we're programmed to think you can make a right turn because that's your vehicular right of way. but what we need to learn is that we got to look for pedestrians, cyclists, anyone else that is going to be in the road at the time. >> and police are still looking for the white box truck that hit yates. the driver probably didn't even know it they say. the city has published a resource guide for cyclists. and you can get a copy by contacting the department of transportation at 410-396-6802. it looks like baltimore may have a bigger slots parlor than first thought. much bigger. the baltimore city entertainment group applied to the state last february for a
