more with less manpower. so, you know, quite naturally if you have a stack of papers on your desk, it's going to be twice as long or maybe three times as long before those get processed. >> reporter: they say they have given up lot already, and if the state were to use layoffs to help close a budget hole, it would hurt a lot of families. >> no layoffs, no furloughs, no cuts in benefits. no cuts period, because right now is the time when state employees are needed more than ever when there is a demand for services is not a good time to cut. >> reporter: while the unions continue to wrestle with the governor to try to preserve jobs, the state has to fill a huge hole in the budget. hundreds of millions of dollars have to be cut by labor day, and the only thing that hasn't been cut so far has been jobs. the governor's staff now says state agencies have to take a close look at low-priority programs and pull in resources, including personnel. >> we've asked agencies to look at operating businesses in their operations a little bit

differently. we said every agency doesn't need a pio officer, every agency doesn't need a governmental person. maybe you can share the resources. >> reporter: but lawmakers say they want to make sure that the state is looking at all options here, and not just jobs and programs. >> i know education is a sacred cow. but sometimes they get eaten as well. and i would suggest that maybe they ask their local governments to work with their boards of education to bring about some cost savings. >> reporter: the governor is expected to announce the latest round of cuts some time within the next few weeks. in annapolis, roosevelt leftwich, abc 2 news. >> governor's office says it has received thousands of suggestions from the public about ways to cut expenses, and they plan to publish them this week. people, politicians, and police are gearing up for part 2 of the health care debate in maryland. senator ben cardin holds hi second town hall meeting tomorrow in hagerstown.

yesterday's meeting at towson university drew a big crowd. protesters showed up in force to oppose overhauling the health care system. there has been fiery debate across the similar at similar town hall meetings. this afternoon senator cardin told us that he questions the protesters' motivation. >> i think, quite frankly, there is a group that just oppose health care reform. they want to see president obama lose, they made it personal. i think that's unfortunate. and they recognize they have to have at least something to be for. so i think they try to pick issues and say why don't we just do this. >> tomorrow's town hall is set for 1:00 at hagerstown community college. no signs will be allowed inside, and police say they act to enforce order if necessary. eunice kennedy shriver. the presidential sister who founded the special olympics and helped show that the mentally disabled can lead productive lives has died at the age of 88. the kennedy family is remembering her as the light of

old lamont davis was shooting at another man on pulaski street in west baltimore when 5- year-old raven wyatt got caught in the crossfire. davis pleaded not guilty today to charges of attempted murder. abc 2 news brian kuebler explains how his public defender believes surveillance video might help his case. >> reporter: as the camera swivels automatically, it upauses just long enough to mechanically document just what little regard for life there is sometimes on the streets of baltimore. watch as the gunman comes in camera left and begins firing at another man repeatedly. you then see the gunman dart down the street and into an alley. as the camera readjusts, it settles on witnesses running down the street to assist a child that was struck. the body you see laying in the road is 5-year-old raven wyatt. she was struck once in the head, caught in the crossfire. the camera continues to roll, catching a growing crowd and

crime scene that would captivate this neighborhood for weeks. police eventually arrested 17- year-old lamont davis, a juvenile with a lengthy criminal past. after arraignment this morning, davis' public defender says they have the wrong guy. >> he entered a plea of not guilty, okay. we intend the take on the task of not only showing that lamont davis is not guilty of this charge, no matter what people perceive his background is, but that he is innocent of it, okay? >> reporter: hedgepeth went go into detail, but released this closed circuit video in part to prove that davis is not the shooter. he says in the public's eye, his 17-year-old client is already portrayed as guilty, and simply says this video is a different perspective for people to see. a perspective he believes will help exonerate him. the city state's attorneys office had no comment on the video being released. in baltimore, brian kuebler, abc 2 news. >> davis was being monitored by juvenile services with a gps bracelet. there has been some controversy

over whether or not he cut it off prior to the shooting. the public defender says that this video will be part of the trial now set for october 2nd. a woman who admitted starving her child to death will soon be freed from a baltimore jail. ria ramkissoon pleaded guilty to the crime saying she was part of a religious cult, and the cult starved her 1-year-old son because he would not say "amen" after meals. the plea deal sends ramkissoon to a maryland farming community to receive counseling, and she will testify against four other cult members who are also charged in the boy's death. another carbon monoxide leak has hospitalized three people, this time in ocean city. high levels of carbon monoxide were found in the americana hotel on atlantic avenue this morning, forcing firefighters to evacuate the hotel. the worst carbon monoxide levels were found on the 7th floor. three people had symptoms of carbon monoxide poisoning and are under investigation, or observation at atlantic general. the source of the leak is still

under investigation. well, we had another hot and humid one across maryland today. not quite as hot as yesterday, but still pretty steamy out there. let's take a look live now at the inner harbor. the best way to beat the heat is to stay indoors if you can, and to drink plenty of fluids. hopefully is worst is over for a while. let's check with susan schrack and get our first forecast. >> thanks a lot. good evening, everyone. well, yes, the worst is over as far as the heat is concerned. we do have some thunderstorms that are oming into the region, though, out of pennsylvania. so those are firing up, and they're dropping anywhere from about a 10th to maybe a quarter inch of rain in their path. now if you are traveling i-83 corridor back towards pennsylvania or down into maryland, you should be away your can see some ponding and heavy downpours. let's take a look at rain totals. moncton has already seen .16. they're seeing almost 2/10 of rain out of the storm that has passed through. you can also tell they saw the

thunderstorm. towson at 87. moncton at 69. so definitely the cooling effect from that storm as it moves through. for the rest of tonight, those of us do not get thunderstorms, we're going to look at a le of about 73 degrees. people who do get thunderstorms, you're going to be a little lower than that. mostly cloudy, storms and showers are possible, widespread around the region. so be aware of that. i'll have more in just a few minutes. back to you. >> thanks, susan. two female u.s. navy midshipmen say they were sexual assaulted during summer training assignments. one case happened in norfolk, virginia. the accused is not a midshipman. the second case involved a junior, but investigators will not release any other details. no charges have been filed, and the ncis is investigating. an anne arundel county man is charged with burglarizing a neighbor's home. and get this, selling the stolen goods at a yard sale. the homeowner was driving in severn saturday when she spotted a yard sale on reece road. police say the yard sale items were stolen from her home. they searched the property and

you're watching baltimore's station that works for you. now abc 2 news at 6. >> there was a time when oysters filled the chesapeake bay to the delight of watermen and oyster lovers everywhere. now oysters are struggling to survive. but they're getting help from a program called marylanders grow oysters. and today watermen helped move baby oysters from the tread avon river to an oyster sanctuary. abc 2 news photojournalist don harrison spent the day on the bay with them.

[ seagull cries ] >> the cages were deployed last october, and today we're going back and collecting all the cages back from the individual pier owners that have been raising these oysters for the last year. >> i've lived in maryland my whole life. and clearly the bay has deteriorated. it has to do with simple things. that's why i joined up. >> we're here collecting them to be put on a sanctuary off the oxford marine lab here on the eastern shore. >> this is what what they used to look like out of the chesapeake bay when natural spots use to occur. typical of what we find out there. here you probably have 20 or 30 different small oysters growing on this single oyster shell. >> every little bit helps to help with the bay wide restoration of the oysters. it's getting homeowners in maryland involved like this to

those touch and go situations the next coupe of days as far as thunderstorms. if you are going to be out on the bay, be very, very aware of that and careful. >> they're popping up now? >> absolutely. we'll get right to that. at this hour we have a little bit of haze over the sunshine. but for the most part, things look pretty good outside at this hour. 87 degrees. relative humidity 55%. wind is out of the west at just 6 miles an hour. severe thunderstorm warnings to the north of us. but we don't have anything issued for the state of maryland as far as thunderstorm watches or warnings. that has a flash flood watch, warning rather for adams county in pennsylvania because of this. they've been having quite a number of strong thunderstorms. they're making their way down into our state now. so we have to be aware of that, especially areas north of baltimore. hagers town just had a bunch passing through, as well as northern baltimore county. we're seeing it in parts of carroll county as well. bel air is getting it right now. westminster, they're heading their way down towards towson. so be aware of this.

the i-83 corridor could be a little bit dicey in the next hour or so. and as we take a look at some of the rainfall totals, or maybe not. we'll take a look at the temperatures right now. you can kind of see where the temperatures have fallen, 77 in westminster. 88 in towson. 84 in bel air. those temperatures that are down to the 70s, that is where the rain and the storms have passed through. and it definitely serves to cool us down. so if you get a thunderstorm, at least that is the good part about it. high temperatures, looking at 88 in baltimore. 88 in easton. 89 in dover. so things have certainly been hot out there. temperatures right now falling just a couple of degrees. you can tell that york had a thunderstorm. of course, that cooling thunderstorm activity is passing down into the state now. the heat index shows what it feels like. it feels like we're in the 90s in baltimore. it feels like we're in the upper 90s in easton. ocean city, maryland feels like we're above 100 degrees.

satellite radar composite. high, thin clouds for most of the day today. that has helped prevent our temperatures from climbing up into the 90s. instead we stayed in the upper 80s today. you can see the thunderstorm activity popping up to the north of us there along the mason-dixon line. they're to the south and to the west of us. that means we certainly have the chance. the atmosphere is just unstable enough that the daytime heating can fire things up pretty well. so we may see a couple of thunderstorms around the region tonight. also, there is a front that is well to the north of us that is making its way down towards maryland. as it does, it comes through tonight. we're looking at an increased chance of thunderstorms, really late into the night, right around midnight or so, in the early morning hours of tomorrow. that front as it passes through, that is most likely to stall out just to the south of us. and that still affects us. what happens is little areas of energy and low pressure systems can travel along that front, and then that means that means the increased chance of thunderstorms for us, pretty much every afternoon for the next week. take a look at the extended

forecast. as the daytime heating fires up, you can see the storms coming through the region, especially on wednesday towards the afternoon and evening. same thing for thursday. not bad for the day, but by thursday evening, thunderstorms are back into the picture. so for tonight, 72 degrees for most of us. mostly cloudy skies and storms. people who have had storms pass through, your temperatures are likely to go lower than that. for tomorrow 87 degrees, partly sunny. showers and storms around in the afternoon. and for the next seven days, it's going to be hazy, hot and humid for the most part all the way through, even into next week. at least the early part. back to you. >> thanks, susan. there is a different look to ravens training camp today as the current ravens tuned up for this week's preseason. our past football heroes stalked the sidelines in a place that has been home, a home away from home for baltimore football for 30 years. abc 2 news photojournalist lamont williams watched as ravens and colts alumni returned to westminster. >> i'm 85 years old. i've been through all this bs
