ringing nonstop at shirley foulks' home. >> i just got the call from mayor dixon. >> reporter: well wishes from city hall were just some of the calls the cherry hill community activist got today. last night around 9, after a day of collecting school supplies for needy children, folks were foulks was shot in her own home. >> i never expected to be shot, period, and especially not in your safe haven. >> reporter: the 59-year-old relies on oxygen, and at first thought her tank had exploded. the bullet hit her window frame, passed through the sofa, and then on to foulks where it was lodged in her left breast. >> and all of the sudden, i felt the pain. and then the pain got more severe. then it started burning. so i'm saying ow, ow, but and then when i put my hand here, and i'm trying to see what is involved with what is hurting me, that's when i see the blood running down. >> what is disturbing is the woman is very active community person in that area.

so thank god it wasn't worse. >> reporter: mayor sheila dixon called the president of the cherry hill homes tenant council to apologize. >> i told her, you can't apologize for crime. >> look like your daddy! >> reporter: as foulks met with well-wishers, she did get good news. out of the unfortunate situation comes a blessing for children she serves afternoons and summer camp. >> all right. we're getting some school supplies. >> reporter: police are still searching for suspects, but don't believe foulks was argued the. instead, she is filled with forgiveness for those who shot her. >> when you got troublesome children doing troublesome things, that means adults have failed them in the system. >> reporter: in cherry hill, kelly swoope, abc 2 news. >> residents will hold a prayer vigil for shirley foulks friday night at 6:00 outside her cherry hill home. baltimore police are looking for suspects in a deadly shooting. another one, a 20-year-old man

was found shot in the head around 11:15 in the 1400 block of northlakewood baltimore. he was taken to johns hopkins hospital where he later died. an alleged rape suspect is free tonight after dna evidence prove shed not the man who preyed on women in charles village last year. tonight, as abc 2 news jeff hager reports, prosecutors are trying to explain how it could take more than a year to figure out they had the wrong man behind bars. >> reporter: with the rapist on the loose, and wanted posters going up all over charles village baring his likeness, residents became alarmed. >> scary, period. having someone out there. >> reporter: police decided that someone was marlow humbert after a victim picked his picture out of a photo lineup. but the suspect's dna didn't match that of the rapist. and now police have their work cut out for them. >> detectives are going to go again, a fine-toothed comb, go through every shred of information. the sketch will be put back out well. definitely have a suspect out there that is wanted.

we haven't had a lot of cases jump out at us in that area since this incident has occurred. but at the same time, we do know we still have a suspect out there. and we're going to take every measure to bring him to justice. >> reporter: for all of the merits of dna technology, prosecutors say the backlog of evidence waiting or the tested contributed to an innocent man remaining behind bars for almost 16 months in this case. >> there are many cases pending, and many of them are backed up. just this week, i've had several cases -- just this week i have learned of several cases where prosecutors were ready for trial with the exception of the dna evidence. >> reporter: the city state's attorney patricia jessamy is now joining the police department and city leaders in an effort to get some of the federal stimulus dollars to expand its ability to process dna samples in a more timely fashion. in charles village, jeff hager,

abc 2 news. >> prosecutors received the results of the suspect's dna sample exon rate just 24 hours before his trial was set to begin. tonight a man is behind bars for allegedly trying to have sex with someone he thought was 13-year-old girl. but girl turned out to be an undercover state trooper. state police say christopher foebbel approached their imaginary 13-year-old in an online chat room. he made arrangements to meet the girl for sex yesterday, but police were waiting and they arrested him. he is charged with solicitation of a minor. if convicted, he could face up to ten years in jail. the court of special appeals has upheld the dismissal of reckless endangerment charges against five counselors at a school for troubled juveniles where a baltimore teenager died. the court ruled that a carroll county judge did not err when he dismissed the indictment. the counselors at bolingbrook school were accused of waiting 41 minutes to call police after 17-year-old isaiah simmons was restrained by staff and became unresponsive.

the lawyers argue that the law does not allow for charges to be brought for not doing something. the attorney general's office will decide whether to take the case before the court of appeals. tonight the fbi is looking for a man who robbed an m&t bank yesterday. he walked into the bank at 25 south charles street, handed the tell area note demanding money and threatened to shoot her. the fbi violent crimes task force is offering a reward if you have information call 410- 265-8080. the call will be confidential. an ocean city hotel will remain closed until the cause of a carbon monoxide leak is found. three people became sick after the leak at the americana hotel on atlantic avenue yesterday. two people were treated an released. the hotel's gas-burning equipment has not been ruled out as the source of the leak. but the investigation continues. fire officials say the hotel does not have carbon monoxide detectors, even though ocean city law requires them. investigators want to know who is responsible for vandalizing a football field in

baltimore county and stealing donated food from the concession stand. >> they took like 25 cases of gatorade, all of our candies, potato chip cans. this happened at county home park in cockeysville. bleachers were also vandalized. the concession stand is one of the major fundraisers for the program. the money they raise helps to pay the registration fees for kids from low income families. >> it's not about the money. it's about the kids playing football. so our concessions allow us to let kids play that otherwise wouldn't be able to. >> police have no suspects in the case. the league has received some donations to try and make up for what was stolen last night. and let's take a live look at the harbor today. i guess it was a pretty typical summer day in baltimore. what can we expect for the rest of the week? well, susan schrack is standing by with a look at her first forecast. >> thanks a lot. good evening, everyone. well, the weather is starting to become just a little bit troublesome for some folks tonight.

let's take a look. we have a flash flood warning in effect until 10:00 because we have some strong thunderstorms. not severe yet, but they are strong enough to produce pretty heavy downpour, and therefore folks are concerned enough to create a flash flood warning. until 10:00. those storms are starting to form right along the coastline on either side of the bay. so keep that in mind, and we could see them elsewhere tonight too. looking at almost .02. easton already collected half average from a couple of thunderstorms that rolled past them. this afternoon in bel air just a little more than a trace. for tonight 67 degrees. the overnight low mostly cloudy and some scattered storms around. coming up, we'll talk more about whether we made the 2- degree guarantee, and we'll have the extended forecast in just a few minutes. back to you. >> thanks, susan. constellation energy invests in helping to make baltimore cleaner and greener. mayor sheila dixon announced today that constellation is investing $500,000 in the

baltimore neighborhood energy challenge. the challenge is a nine-month program designed to raise awareness about energy conservation. the program will name energy captains to promote ways to reduce household energy use and recycling. or increase recycling in nine baltimore neighborhoods. constellation's ceo says energy conservation is not just about reducing your bills at home. it's also a global issue. >> energy independence and security. there is climate change. there are other air quality issues. it's all linked together, that if we do our job at the grassroots basis, we're going to have an impact on many global issues as well. >> the program will also call for the tree canopy in the city to double over the next 30 years. today anne arundel county executive and community leaders signed a lease agreement for a community center in crofton. it will allow the community to use a privately financed community center next to the crofton library on county property. the agreement calls for the

center to pay $1 a year for the use of the property, with two options to extend the agreement by 5 years after the initial term of 20 years. >> we want children to be engaged in activities that are meaningful, and productive. and i think providing structured opportunity for children in these hours is extremely important. >> crofton regional community center hopes to build a $5.6 million center through donations. and we have a traffic advisory to tell you about tonight. you can expect some traffic delays saturday in columbia because of a concert at merriweather post pavilion. large crowd expected at the phish reunion parkway closed from brooklyn parkway to south entrance. expect detours starting at 10 a.m., and you should allow extra travel time around that area. firefighters can be exposed to dangerous toxins on the job. how a program in anne arundel county is helping local firefighters detox.

>> well, my girlfriend says i'm way happier. >> reporter: in severna park, linda so, abc 2 news. now the forecast certified baltimore's most accurate by weather rate, and maryland's most powerful doppler radar. >> got some storms to our east a little bit? >> yes, we do, especially along the eastern shore, and even the western side of the bay. cecil county in particular is seeing some trouble from it. so let's get right to it. we'll see what is happening outside. right now it's very quiet in the harbor. so we don't have a whole lot going on right in baltimore. the temperature is at 80 degrees. so it is starting to cool down a little bit. northwesterly winds at 5 miles an hour. and there, look on the live local radar. you can see that we have a fairly large thunderstorm that has bubbled up right oversees sill county. in fact, it is serious enough that people are concerned and the national weather service has decided that they are worthy of a flash flood warning until 10:00. taking a look farther down, you can see on the west side of the

bay some thunderstorms bubbling up there as well. they're still not severe or strong. they're just your garden variety thunderstorms. as we widen the picture, you can see they're mainly confined to the far west and the far east of the area. we do have that one flash flood warning to tell you about. that's in cecil county. again, that is until 10:00 tonight. temperatures 80 degrees in baltimore. 77 in easton. 81 degrees in york. 72 in dover, delaware. it certainly feels hotter than that out there. we still have an heat index reading this because of all the humidity in the air. it feels like we're in the mid 80s in baltimore. it feels like 83 in easton. the satellite radar composite shows we have quite a bit of cloud cover out interest. a lot of it is hazy thin cloud cover. and it's still unsettled enough to be bringing us some thunderstorm activity. generally, that is due to the fact that we have a stalled out front along the coast, and that's creating some instability. and so the thunderstorms tend to form along that line and stick around and give us a chance of things of that

nature. also, we have a bermuda high. that continues to pump that warm, moist air into our region. off to the west of us, though, we do have a nice ridge of high pressure. that as it comes into our region over the weekend will dry things out for us a little bit. so it's still going to be hot, but it's not going to feel quite as oppressive. here is the forecast over the next couple days. we have a couple thunderstorms around tonight. then we clear out pretty nicely for thursday. and then you can see that daytime creating the thunderstorms coming in in the afternoon. same thing for friday. and again this nice area of high pressure should come in as we head into the weekend. so for tonight, 67 degrees the overnight low. mostly cloudy. a couple of scattered storms around. for tomorrow, 83 degrees, mostly cloudy. a few scattered showers and thunderstorms as well. getting into the next seven days, the temperature certainly doesn't cool down as we head into the weekend. but it is going to get a little bit dryer so it doesn't feel as oppressive. then the same thing continues as we head into monday, tuesday, and even into wed. the temperatures are warm, but it should not feel quite so bad

[ closing bell ] >> a more upbeat federal reserve has reassured investors that they have been making the right bet. stocks have shot higher today after the fed ending a two-day policy meeting issued a more optimistic view of the economy, and said it appears to be, quote, leveling out. the dow jones went up 120 points. the nasdaq rose by 29. and the s&p up 11 points. the cal ripken world series starts on friday, and teams from japan, mexico, canada, and puerto rico will be coming to aberdeen. this morning a "good morning maryland" at 9, jamie costello talked to orioles hall of famer cal ripken about the world series. it's in its 10th year. and the world series has been hosted in aberdeen for seven years. ripken talked about the state of youth baseball. >> more kids are playing,
