>> reporter: scores of out-of- breath tourists would follow them, scrambling to get away i from a gunman who shot what police believed were a pair of rival gang members outside the phillips seafood restaurant. police have added an additional three dozen officers to patrol the area after wandering youth groups terrorized terrorists here in the spring. and now baltimore city mayor sheila dixon is trying to reassure the public that they're still on the job. >> the inner harbor senior still a safe place. we have the art festival this weekend. >> reporter: the mayor says the solution isn't adding more police officer hearsay at the inner harbor. she says it goes much further than that. she points to the light sentences criminals receive here in maryland for gun- related offenses. >> carrying weapons on them. and that's all we keep focusing on, you know, legislation at the state to get -- to deal with illegal guns. i guarantee if they caught that guy, he would have been out the next day with a slap on his hands. >> margaret, a spokesperson with the state attorney's

office agrees and says state lawmakers have routinely shot down legislation to get tougher on guns and gangs in the past. >> one of the frustrating thing for prosecutors and for the public is that just by identifying yourself with a gang and being an active gang member is not against the law. >> reporter: in the meantime, city leaders are calling upon the police to be more assertive when they see the first signs of trouble, or otherwise unruly visitors to the city's grandest attraction. at the inner harbor, jeff hager, abc 2 news. >> critics say most of the proposed legislation, get tough measures fail in annapolis and committees dominated by public defenders and defense attorneys. and harbor place issued this statement statement. the safety and well-being of our shoppers, retailers and employees remain our top concern at harbor place and the gallery. the center continues to work closely with the baltimore city police department, and constantly evaluates our safety procedures. we want your two cents. what do you think needs to be

changed to make the inner harbor safer? to share your comments log on to anson 2 news.com and look on the right side of our home page. police are searching for suspects in a deadly shooting, or stabbing rather in college park. it did not involve students. it happened just before 4:00 this morning at a 7-eleven in the 8900 block of rhode island avenue. terry joins us with details on what happened. >> reporter: marybeth, police got a call about two men lying in a parking lot. they were flown to a nearby hospital, where one of them died. investigators believe the wounded men had driven to the 7- eleven where they were found lying on the ground near their vehicle. authorities believed the stabbing actually happened about a mile away at a home on hollywood road. and they believe it was the result of a domestic dispute that got out of control. >> hasn't had a violent crime here in 42 years. longer than that, i lived here 42 years. it just doesn't happen. >> crime is everywhere, and these things happen everywhere.

we need to stay together, stay strong, and stay vigilant and protect each other. >> police have yet to identify either of the victims. terry owens, abc 2 news. tonight authorities are offering a $5,000 reward for information leading to the arrest of an escaped prisoner. police say devin champagne got away after attacking a sheriff's deputy while being transported to the detention center on thursday night. the deputy is expected to be okay. authorities say champagne is considered dangerous. if you spot devin champagne or know his whereabouts, you're asked to call the howard county sheriff's office at 410-313- 2150. five teenagers in anne arundel county are being charged as adults in connection with an armed robbery. police say around 12:30 this morning, officers were called to the elvaton town community in glen burnie. the victim says three young men pointed a handgun at him and took his ipod and his cell phone and his wallet. the three then ran to a waiting car.

police put out a description, and the vehicle was spotted, and the suspect, along with two others, were arrested. a maryland man is the fifth person convicted of snooping into the passport files of famous americans. kevin young from temple hills is a 22-year veteran of the state department. he plead guilty today to illegally accessing more than 125 confidential passport applications for celebrities, professional athletes, even a politician. the battle against blight continues on the streets of baltimore where the city will use rapid deployment teams to haul away abandoned vehicles. mayor sheila dixon jumped behind the wheel of one of the city's three new tow trucks today, which will be used to haul away junkers from the street, alleyways, and public and private lots. >> if they get call from one of their inspectors in the field, they will be out there the same day issuing a citation for that car. and they'll come back on the 11th day. the owner has ten days to deal

with the car. >> unclaimed vehicles can be removed from public property within five days, and from private property within 15 days. to report an abandoned vehicle, you can call 311. a carroll county family of six has been forced out of their home. not by fire or flood, but by mold. the corner family of eldersburg says they lost everything they owned after mold made them sick. they say they first discovered the mold four months after they first moved in four years ago. they cleaned the house thoroughly and thought it was gone, but three years later, it came back. worse than before. >> the first time around we spent a ton of money. this time around we had to throw away everything in the home room by room in an attempt to clean up the house so that we could stay there. and we threw -- found it in the girls' room first and threw everything away and cleaned it up. and i thought we were okay. and then we found it in the boys room. >> the family has been living in their minivan off and on since the summer began. they've been getting help from

their church. if you would like to help, you can contact st. joseph catholic church in eldersburg at 443-920- 9191. two ocean city resorts have been fined for failing to install carbon monoxide detectors. the americana hotel was evacuated and three people were sickened this month after high levels of carbon monoxide were discovered. the americana remains closed and has been fined $10,000. the el capitan condos have been fined $2,000. a family of sick was sickened by co at that hotel in june. the fire marshals office says it will continue inspecting hotels for co detector compliance. maryland's plan to buy back roughly two thousand commercial crabbing licenses has come up empty. state officials say not enough crabbers are willing to sell, and many of those who were wanted way too much. the statement is using a reverse auction, letting crabbers name their price to sell back their licenses. one crabber wanted $425

million. so now the state has rejected all the bids they received, and instead maryland is now offering to buy back licenses for just over $2,000, take it or leave it. the idea is to protect the bay's crab population by limiting the number of people able to catch large quantities of crabs. a meetling has been set for september 15th to talk about proposed changes for unused crabbing licenses. it will take place at 6:00 in annapolis. republican candidates are already expecting interest in challenging democratic candidate martin o'malley next year. but robert ehrlich is keeping mum for now. nevertheless, the leading state republican fundraiser, richard hug is confident. he says ehrlich will have a hard time staying out of the race. at least two other republicans are exploring bids including delegate patrick mcdonough and attorney mike pappas. let's take a live look now of the inner harbor, and the water is glistening. boy, it would feel a lot better

to be out on the water today. pretty humid and hot today. but showers may be moving in, right, norm? >> we've got some showers in the forecast. but nothing eminent. but right now maryland's most powerful radar is picking up, and has been for the past couple of hours. a few showers out in western virginia, or west virginia, and also western portions of maryland. they will not make it over the mountains. however, tomorrow we could see a brief sprinkle. but majority of the rainfall is not doing to our region until wednesday. but for the next couple of hours, partly cloudy, warm, and humid. temperatures remaining in the mid- to upper 80s for the next couple of hours. and some hot and humid weather continues tomorrow. we've got the complete forecast in a couple minutes. >> thank you, norm. may be a little easier to get around annapolis these days. today officials celebrated a grand reopening of hanover street. it marks the completion of the project to replace underground wires and pipelines. >> in february, this street looked like it was undoubtedly the worst street in the city.

but look at it now. it is just incredible. and it's done ahead of schedule and under budget. so -- [ applause ] >> today's celebration took place at the corner of maryland and hanover street right outside the naval academy. negotiations continue. but it appears baltimore could be on track to host a major indycar racing event. organize released details today for the baltimore grand prix. promoters say the race will bring 100,000 people to charm city and generate upwards of $100 million. if approve, the open-wheel race would happen some time in 2011 on a course near camden yards and the inner harbor. >> our next steps are to complete the principle studies that runs way, including our traffic management study, our noise mitigation study, and to determine what capital improvements need to be made to the course before indycars can run in the streets of baltimore. >> official says they will meet with people from communities

satellite there is tropical storm bill -- no, it is no longer a tropical storm, hurricane bill. a very large storm that looks like it's going to be getting even larger. as far as bill going to be making its way on towards the north and east right now, bill has winds of 90 miles an hour, moving towards the west northwest at 14 miles an hour. and this is the track that the national hurricane center thinks bill is going to be taking. too early to tell exactly what impact it's going to have, if any on the united states. but we can tell you that bill is going to be tracking towards the north and east. that's the way it's looking right now, and could continue to track out into the atlantic. but we're going to keep it a very close eye on bill, because as of 2:00 saturday afternoon, bill is expected to be off the north carolina-virginia coastline. still, a category 3 storm. as far as our satellite, throughout the day today, a few little light clouds. a few showers bubbled up out in western portions of virginia you. see all this right here. that's the moisture flowing in from the remnants of claudeette.

over portions of the panhandle, alabama and georgia getting much needed rainfall. by mid to the end of the week, buell we'll be seeing that precipitation here on the atlantic. on the national picture, you can see the remnants of claudette making its way northward as it makes landfall. now just a disorganized area of low pressure as it makes its way towards the north and east. right now across the baltimore area, no precipitation. but there have is that shower activity out there in west virginia and western portions of maryland, not a big deal. as it makes its way towards the north and east, it's going to run to the mountains and doesn't have enoughasm to get over the mountains. at our lady of victory in arbutus 88 degrees. but it feels like 92 because of the 50% humidity. the wind right now from the east at 45 miles per hour. again, live data only available here on abc 2. your forecast for tonight. the scattered showers out in virginia will remain out there. they won't bother us tonight. during the day tomorrow, we could see a spotty shower. but the majority of the rainfall will hold off until wednesday, as it makes its way in our direction. then through wednesday,
