humidity 87% and the winds calm. so nice and quiet. temperatures around the region, low 70s for the most part, perry hall, a little on the chilly side, relatively speaking at 68 degrees. we factor in the humidity, feels like we're in the upper 70s most places. we see we have mostly clear skies but we will be seeing the clouds increase somewhat this afternoon. we could see a couple of thunderstorms out of this as well. by noontime we're looking at low 80s. 90 for the afternoon high and then again a couple of thunderstorms and showers are possible and once those form and develop we could be seeing some heavier downpours because they are sort of slow-moving storms once they develop of this type. just be aware of that. you could get a lot of rain in some spots this afternoon. let's check the roads with kim. >> commuters may see some fire activity on the south side of the inner loop between pulaski highway and southeast boulevard this morning. however, we check at the outer loop, traffic is moving along very nicely as you head to the baltimore national pike and towards the route 70

interchange. good news for our friends in glen burnie. crain highway at baltimore annapolis road, that is route 648 has been reopened. that is traveling smoothly in both directions there. however, other incidents are in owings mills, caves road near baronet road, all lanes still blocked because of the tree down there. lutherville, falls road and west joppa road, disabled vehicle there. and plummer avenue closed on the southbound side because of the watermain break but alternating traffic gets by in the northbound lanes. jfx at 41st street, no problems to let you know about. back to you. 6:31. another night of sitting in front of a fan with ice on your neck. this is not the way senior living is supposed to be at mccolloh homes. let's go to linda so to find out why it is like this. >> reporter: for the past five days the air conditioning has not been working. mccolloh homes is managed by baltimore city housing authority. officials tell us they don't know what is causing the problem but it is causing an uncomfortable and dangerous situation for the folks who live here.

the senior citizen highrise on druid hill avenue has been without ac since friday. that forced residents out of their homes. some say it's too hot to cook, eat or sleep. the baltimore city housing authority manages the building. officials say they were not notified of the problems here until saturday. at first only several units were without air. now it's several floors. a housing authority spokesperson says the community room was kept open all night for residents. >> the first-floor lobby of the 1102 building is very cool. we're asking if you want to come down, there's couches, there's televisions, you can relax in the lobby while the system is being worked on. >> it's only on the first floor. i feel though that's sad for all the elderly people. see them in they be in their houses suffering. >> reporter: contractors are expected back first thing this morning to try to fix the problem. we're live in west baltimore,

linda so, abc2 news. not the heat, fire or flood that forced a carroll county from their home. it was mold. the family says they lost everything they owned after mold made them all sick. they first discovered it four months after they moved into their eldersburg home and that was four years ago. they cleaned the house thoroughly, thought the mold was gone but three years again it came back. worse than before. >> the first time around we spent a ton of money. this time we had to throw away everything in the home room by room. in attempts to clean up the house so that we could stay there and we threw -- we found it in the girls' room first, threw everything away, cleaned it up. i thought we were ok. then we found it in the boys' room. >> guess where the family has been living? in their mini van off and on since the summer began. they've also gotten help from their church. to help, contact st. joseph catholic church in eldersburg, 443-920-9191. two ocean city resorts

fined for failing to install carbon monoxide detectors. you know about the americana hotel. had to be evacuated, three people got sick this month after high levels of carbon monoxide were discovered. the americana remains shut down and has been fined $10,000. then we had the el capitan condos now fined $2,000. a family of six got sick by c.o. in june. the fire marshal's office says it will continue to inspect hotels for c.o. detector compliance. it's something you would expect to see on a disney vacation but residents of one town swear they have a mythical creature living just off the coast and are willing to pay you to prove it. and dirty money. what is really lurking on the bills in your wallet. and we are looking at a quiet start so far this morning but we could see heavy rain in places this afternoon. i'll explain why. plus, we'll check out the tropic and see what is the latest on hurricane bill. first, a check of traffic. >> as we check the beltway you

forming very heavy thunderstorms for us. as all that moisture -- has all the that moisture to work with, not moving fast so the downpours will be prolonged. in the atlantic ocean we have hurricane bill, a strong category 2 now and of course the sea surface temperatures are warming up, this is just going to grow and grow. this could become a very major hurricane for us. for today, 90 degrees, partly sunny and showers and storms around. let's check the roads with kim. i'm tweeting traffic live now at twitter.com/marylandtraffic. you can follow me easily. as we look at 95 southbound approaching whitemarsh boulevard you see we have building volume, traffic looks very nice as you make your way to the 695/895 split. however, we have a little bit of fire activity off to the shoulder, that is going to be on the south side of the inner loop between pulaski highway and the southeast boulevard exits. so just be aware of that as you make your way around. some people are slowing because of rubbernecking. just use caution there. we also still have downed trees in the owings mills area, caves road near barrow net road, all

the inner harbor august 7th. this involved a police helicopter overhead and marine police pretending to search the boat. in response to our call about this incident we received an e-mail from a cardin aide. it says "in retrospect i should have considered that city resources could be involved and use better judgment to put a stop to it. i will be in contact with the baltimore city police department and reimburse the city whatever costs they deem appropriate." we contacted city police for their response. they say an internet investigation is underway to determine if there was any inappropriate use of departmental resources. after all this at least john cardin's fiancee said yes. sherrie johnson, abc2 news. a baltimore man being sent to germany to face charges he raped and murdered a 19-year-old woman near a u.s. military base 25 years ago. 49-year-old robert brown turned over now to the state police. brown has been living in his sister's basement on home electronic monitoring since his artery in 2007.

he will have a full trial and will likely be represented by a german public defender. city police continue to tighten security at the inner harbor after a weekend shooting in the light street pavilion. police believe the two victims from saturday's shooting were gang members. but there were hundreds of other people in the light street pavilion an lawmakers say city police can't do it all. they are calling for tougher prosecution and longer sentences for violent offenders. the city's top prosecutor counters that she and her staff are doing all they can to fight gang violence. right now it is not a crime here in our state to be a member of a gang. >> this year mrs. jessamy has already begun to be in several meetings in the month of july with prosecutors throughout the state, with police, to, again go back to the legislature with a new package of bills that identify what we need to prosecute gang members. >> it's centered around the inner harbor this year, it led to police patrolling the area more. the police commissioner says

those officers are being told to identify possible gang members and question them if they come into the inner harbor. right now reward up to $5,000 for the capture of a fugitive who attacked a howard county sheriff's deputy during an escape last week. devon champagne is considered dangerous, has been on the loose since friday. that deputy is going to be ok but again if you have information about the whereabouts of devon champagne you're asked to call howard county sheriff's office now at 410-313-2150. a 22-year-old man will spend eight years behind bars for carrying a pipe bomb in his backpack near a biotechnology center in baltimore. dallas smith was found guilty of having the device and attempting to disarm an officer. smith's attorney plans to appeal. he claimed the police had no right to stop or search his client. police say they stopped smith because he appeared to be carrying a gun and searched him because he was act like he was i'ding something. former south korean jung has died. he was hospitalized last month

for pneumonia. right now yesterday we understand from a seoul hospital he passed away. kim served as south korea's president from the year of 1998 up until 2003. he won the nobel peace prize for his efforts in trying to bring peace with north korea. including an historic summit with north korean leader kim jong il, in 2000. scotland's justice secretary will make an announcement by the end of next week on the fate of a libyan convicted in the lockerbie bombing which killed 270 people. the man is convicted in the bombing in 2001 and sentenced to 27 years in prison behe has terminal prostate cancer. libya asked he get out on compassality grounds to see his family before he dies. if you're carrying money, bank notes, you're carrying drugs. there's a new study that shows that traces of cocaine taint up to 90% of paper money in the u.s. this is a lot more than what was found in previous studies.

baltimore specifically has larger phrases of cocaine -- traces of cocaine than many other cities. scientists have known for years that paper money can become contaminated occurring drug deals and -- during drug use and through snorting cocaine with rolled up bills. it can help law enforcement identify patterns of drug use in the community. it was a robbery that sort of puzzled police in montgomery county but almost a month later they think they have their guy. on july 30th a saks fifth avenue store in chevy chase was robbed, several chanel dresses were taken. detectives had surveillance pictures of the suspect. the only problem, they were not sure if it was a she or a he. eventually they figured out it was a man and the arrest warrant was put out for 20-year-old jonathan bradley and last week during a routine traffic stop dressed as a woman he was arrested. we've been reporting on this since the air conditioning went out. abc2 news linda so is live at
