baltimore where they arrested one suspect. he is identified as calvin lockner, that man right there. baltimore city police say he is 28 years old and has a record of violence. two other suspects remain at large right now. police have not identified them. roosevelt leftwich, abc 2 news. >> as you might imagine, this attack has outraged people across the city. the baltimore branch of the naacp is holding a news conference on this morning's attack. abc 2 news delia goncalves will have a live report on abc 2 news at 6. at a time when many teenagers are preparing to return to the classroom, a 15- year-old edge wide boy is locked up in a jail cell after allegedly trying to murder his stepfather. tonight abc 2 news jeff hager has more on what may have sparked the latest incident of violence against a parent. >> instant photos, hamming it up with his sister, 15-year-old stan smith, junior looks like your average teen, not a kid capable of an adult-sized

crime, attempted murder. >> i've known him for eight years. he is not the type of person. >> reporter: smith's friend jessica says stan may have stopped one day last month when he pick upped a baseball bat, approached his stepfather when he was working on the lawn, and proceeded to strike at least twice, breaking lonnie's hand in the process. >> he was transported to upper chesapeake by ambulance. and the step-son was arrested at this point. >> reporter: initially arrested on juvenile charges and released, smith is now being charged as an adult with first- degree attempted murder. she says her friend had been the target of verbal abuse, and he even waved a fist about that the teen probably took as a threat. >> he probably wanted to fight him but he was too scared because he was older than him. >> reporter: the 15-year-old suspect has had no criminal record and has never been in trouble before. for that matter he makes very good raids.

a few days before police arrested smith for a second time, they also arrested lonnie talbert in a separate assault case, involving his daughter. but this time they say he was the aggressor. on the face, stan smith's friends say it supports the idea that the teen may have been striking out in an abusive situation, not simply trying to kill his stepdad. the wrong guy in jail? >> i feel that the wrong person is in jail. >> reporter: it will ultimately be up to the courts to decide where the lawn is drawn between criminal and victim. in harford county, jeff hager, abc 2 news. >> the teen is being held at the harford county detention center on no bond. meanwhile, his stepfather has been charged and released. baltimore's police department has launched an internal affairs probe into a marriage proposal. it isn't the actual proposal that is being investigated, it's the improper use of a police boat and helicopter that were part of the proposal. abc 2 news terry owens explains. >> reporter: marybeth, this is a story that everybody is

talking about. as we first reported last night at 11, it all happened on the inner harbor and involves state delegate john cardin, the nephew of u.s. senator ben cardin. he says he wanted to make his fiancee's night perfect. his plan to propose to her on a boat august 7th. but that proposal apparently involved having a baltimore city police department helicopter hover overhead as city marine police pretended to search the boat. no one is saying how that was arranged, but police commissioner fred bealefeld has ordered an investigation. he wants to know if this was more than just a case of bad judgment. >> i don't know, though, that this is much beyond the scope of a couple officers who used poor judgment. and i'm going to reserve much more comment until i know more of the fax. >> reporter: the commissioner also wants to know why he is only hearing about it now. even though state employees have been talking about it for a while. apparently, it was the talk of

last week's mako con vision in ocean city. the commish obviously frustrated that this is happening at a time when budget cuts threaten the mounted and marine units. bealefeld is hopeful people believe the police department is doing everything it can to stop waste. >> i think people will put this in context. i think they will understand bad judgment or human error. differently than they would understand systemic waste. >> reporter: delegate cardin has already contacted the department about reimbursing the city for its cost. >> he has contacted me, and he offered an apology for putting the baltimore police department in this kind of predicament and spotlight. >> reporter: delegate cardin would not comment for us on camera, but he has released a statement. he says in retrospect, i should have considered the city resources would be involved and used better judgment to put it to a stop.

as for the proposal itself, cardin's fiancee megan homer said yes. terry owens, abc 2 news. new at 5, police in anne arundel county are ruling the death of a 3-year-old boy a homicide. they say the child's caretaker took charles brandley to the baltimore washington medical center on august 7th and said the boy had fallen down some steps. the boy was flown in critical condition to johns hopkins, where staff there got ahold of police because his injuries were not consistent with falling downstairs. the boy died august 12th, and police say the medical examiner's office has now ruled the death a homicide. no charges have been filed yet in the case. police in prince george's county have made an arrest in yesterday's double stabbing near college park. police say 45-year-old roberto cruz was charged monday with second-degree murder in the death of 28-year-old johnny elmer alvarez gomez. they say gomez and a 19-year- old were in a fight at a home on college park and the men

drove off to rhode island avenue where the officers found them. cruz, the suspect, was found at the hospital after being treated for an injury. the other suspect is recovering tonight. in frederick, six men are being charged with sex offenses in public areas. those public areas were at gambrill state park. maryland natural resource says the arrest was made by undercover officers and they followed citizen complaints that the men were soliciting and performing sex acts on the rest rooms, on the trails, on the parking lots, and in the pavilions. tonight the air is back on at the mccullough homes high rise in west baltimore after people there had to sweat it out in this heat for four nights. after calls from abc 2 news last night, the baltimore housing authority went door to door, checking on residents. they say they weren't notified about the air conditioning problem until saturday. because it was so hot, with temperatures reaching in the 90s, the community room was left open overnight so the residents had a cool place to stay. the air was working in that room. housing authorities say the ac was restored by this afternoon.

i know they are probably very pleased. let's take a live look outside. you can see the scorching heat. it was humid today, hot. norm is here now with the first look at the forecast. >> okay, marybeth. those afternoon shower and thunderstorms have now popped up. right now maryland's most powerful radar indicating very heavy thunderstorm activity, making its way through the downtown area. and also northern portions of carroll county, and approaching the western sections of baltimore county. let me take you down a little closer and show you some of that thunderstorm activity around the region. it's making its way on towards the north and east. this particular thunderstorm right there is making its way in that direction at about 30 miles an hour. should it be hitting those towns right there. and this little area of thunderstorm activity right here, just over the top of the reisterstown region, making its way in that direction shore, be into those towns between 11 and 30 minutes as it makes its way towards the north and east. we do have some thunderstorm warnings in effect for adams and york county up in

you're watching baltimore's station that works for you. now abc 2 news at 5. >> we've been getting some mixed signals about the economy this week, but one thing is certain. consumers are keeping their purse strings tight, adding to worries about how long the recovery will take. one exception to the rule, car buyers. abc's lindsey davis reports. >> reporter: while the success of cash for clunkers is being debated, the program is driving car sales higher. as a result, gm is increasing production by 60,000 vehicles in order to meet this increased demand, they're reinstating more than 1300 jobs. >> the market would indicate that they're off the doorstep at the moment. but, you know, the jury is still out as to whether they can make it in the competitive market. >> reporter: competitive is not

the word to describe the market for school supplies. >> i don't want to spend more than $20 on a backpack. >> reporter: back to school sales are down nearly 8%. >> all of the green chutes we hear about, they're not coming from the consumer sector, and that's 70% of the economy. >> reporter: with a consumers not spending as much cash, wall street dropped almost 186 points, almost 2%, but then somewhat rebounded today, closing up more than 80 points. this despite a worse than expected housing report, though analysts say it could have been worse. >> much larger residential sector did rise. a very small amount. but it did increase. it's trending upwards. >> reporter: investigators are still waiting for consumer spending to go higher. that makes up more than 2/3 of u.s. economic activity. >> until the consumer employee steps back, in the economy is not going to be cranking on all cylinders. >> reporter: unemployment figures show that nearly a quarter of a million jobs

disappeared last month. at the same time, home foreclosures are at a record high. still, many economists will tell you technically, we're out of the recession. lindsey davis, abc news, new york. now the forecast certified baltimore's most accurate. here is chief meteorologist norm lewis and maryland's most powerful doppler radar. >> what was it, like six minutes ago we looked down and there was sun still. and now -- >> it's pouring down there. take a look outside right now. our live camera shot. >> and still some sun! >> the sun is starting to come back out. but if we pan to the north, you can kind of see the storm system, making its way out of the downtown area. it's kind of heading towards the dundalk region, and kind of going up 83 and over towards the old steve silver plant, heading up in that direction. >> look how dark it is there. >> and as we pan to the north, the storm systems, there it is right there. you can see the edge of the rainfall right there. some heavy, heavy downpours,

and also quite a bit of lightning in the system. and the storms are scattered around the region. we'll hoe you that on the radar in just a second. right now at bwi thurgood marshall, 81 degrees. the pressure is rising 30.00. here are the station, our temperature just dropped 6 degrees in the past three minutes. i mean, it just really came down. a severe thunderstorm warning is effect in effect for york and adams county, a there and is also one in effect for anne arundel county. we'll show you right there. there is the storm system coming into the baltimore area. look what is going down in anne arundel county. they're getting a real shot of some heavy shower and thunderstorm activities. also some thunderstorms approaching the northern portions of carroll county, on up into pennsylvania. also right here around the damascus area, they're getting some shower and thunderstorm activity. and again, it's all kind of making its way towards the north and east. the activity extends up the eastern seaboard. up the 95 corridor, i should say. as far as our temperatures across the area right now, it's

81, or it was 81 on the hour in downtown baltimore. 86 in york. 83 in hagerstown. but temperatures are going to fall quite rapidly as the storm system goes through. take a look at hurricane bill. continues to churn out in the atlantic. bill continues to make its way on towards the northwest at about 14 to 15 miles an hour. but bill has intensified, now up to 110 miles per hour. it is 1,959 to the east- southeast of miami. bill is going to be taking a track, going to turn this way. it will not impact the united states. but what it's going to do is bring some very heavy surf and some riptides all along the eastern seaboard. but it is not going to be affecting the u.s. coast as far as the storms are concerned. at least that's the way it's looking according to the national hurricane center. throughout the day, a pretty nice day. lots of sun, lots of heat, lots of humid humidity. that's what gave rise through the shower and thunderstorm activity. and it's all being fed by moisture coming up from the gulf of mexico, that is going to continue for the next couple

of days. again, that shot of our radar. you see the very heavy thunderstorm right now encompassing the beltway, and also going out towards carroll county, the western portions. if you're in the area, you're going to see some shower and thunderstorm activity within the next hour or so. in westminster it has dropped to 78 degrees. it was 91 just about 30 minutes ago. owings mills currently at 83. right there, again, this is live data, only available here on abc 2. the temperature is changing as the storms make their way through the region. as far as our forecast for tonight, that scattered shower activity continued to make its way towards the north and east, and overnight a few scattered pop-up showers. but during the day once again tomorrow, more afternoon thunderstorm activity. the sate situation continues on thursday. mostly cloudy, showers and storms, 73 for the overnight low. during the day tomorrow, very similar to today. hot and humid with scattered showers and storms with a high tomorrow of 89 degrees. the 89 tomorrow followed by an
