halt crime are in jail. >>they're being charged with assault, frirs degree murder, and charges related to the theft of the vehicle. >>reporter: but the two teens will not be charged with a hate crime. that charge belongs solely to lockner. in charges documents both teens laid blame on lockner for the beating of james while he was fishing early tuesday morning and the racial motivation behind it. a notion backed up by police, at least for the time being. >>we're really not in a position to know the full extent of their release and a lot about their lives and believes. reporter: back on the dock at the park fellow fishermen are relieved by the teens' arrest. they're just as culpable as the man the teens say used a sledge

hammer and racial slurs to beat privileget. >>i like to see that. it needs more police patrol. we have to stop it before it happens again. >>reporter: but it was more than police work that helped in all three arrests. the department was flooded with tips from the curtis bay community which helped to put all three suspects in jail. in this case people did the right thing. a will the of people did the right thing. >>reporter: lockner and the teens remain in jail. both teens will have their bail review tomorrow morning. live in the studio, abc 2 news. the only man ever convicted in the bombing of pan am flight 103 is back home after serving just eight years of a life sentence. he was released because he has terminal cancer. 270 people were killed when the jetliner blew up in 1988 over scotland. 189 americans were among the dead. 8 from maryland. for those left behind there is

still grief, and now anger. here's lindsay davis with abc. >>reporter: these are images, many, including the united states government, did notten watt to see. a hero's welcome for the man convicted in the plane bombing. it's being called a compassionate release, but the decision to let this man walk free is being condemned by many, including the united states government. >>we thought it was a mistake. we're now in contact with the lip indiana government. we want to make sure he's not welcomed back in some way but should be under house arrest. >>reporter: the only person ever convicted in the 1988 bombing of pan am flight 103. 270 people died. it was something he didn't do. >>reporter: the zis to release him wasn't based on his innocence or guilt. it was based on his medical

bombed. tonight at 6 we'll hear from her family as they remember their daughter. a baltimore county warehouse had to be evacuated today because of dangerously high levels of carbon monoxide. it happened just before noon at the packing warehouse on yellow brick road in rosedale. according to firefighters the fuel likely broke up from the three forklifts being operated inside. workers say they started to feel week, dizzy and lightheaded. ironically one woman is no stranger to carbon monoxide. she lives at the apartments where carbon monoxide has been an ongoing department. just last week a young couple and their baby that lives at the cove village were taken to the hospital. >>it's like i can't get away from it. at home i get it. here i get. i don't know what i mean going to do. it's every where zblou in today's incident ten people were taken to the hospital for evaluation. nobody was seriously hurt. in the meantime investigators have advised the owners of the business to look at the

ventilation system and find ways to prevent a similar problem in the future. a former baltimore sfi teacher who also happens to be a convicted sex offender has been sentenced for having child porn. 62-year-old timothy will spend 10 years in jail followed by supervised release for lice. he was convicted of third degree sexual assault for unlawful sexual conduct with a then 1-year-old former student. he was sentenced to ten years for that crime with all but 18 months suspended. he was on probation when he was caught with the child pornography. attorneys for a baltimore city mayor want information on all subpoenas the state prosecutor issued after the original grand jury indictment. dixon's lawyers claim that any subpoenas issued after the first indictment constitute an abuse of the grand jury system. charges against dixon narp dismissed are included in a new indictment from last month. drivers had a tough time in downtown baltimore this

morning after a truck spilled some type of clay on the road. it happened just before 6 a.m. on the jones falls express way at fayette street. the d.o.t. closed down the street between fayette and north avenue to clean up the mess. you can imagine the traffic. it took several hours which caused quite a backup. >>it has been a headache. obviously we had to close it to clean up the spill. we have to make the roadway safe for motorists. it has been a headache for those trying to leave baltimore. >>the road has since been reopened. >>new at 5, and this just in, the cash for clunkers program has run out of gas. the obama administration plans to end the popular $3 billion program monday night at 8 p.m. two congressional officials familiar with the plan said the transportation department will inwood down the program that offers you rebates up to $4,500 for trading in older vehicles

the latest on his condition. police need your help finding shooters in pig town. a man was shot several times in the back around 11:30 last night. in an unrelated incident a man was shot in the 800 block of carol street. both men were taken to the hospital. no word on their condition. friends and family said good-bye today to a baltimore city firefighter. james edwin smith jr. passed away last week at his home in pennsylvania. no word yet on the cause of his death. smith joined the department in 1990. he is survived by his wife, two daughters and one step daughter. smith was 41 years old. tomorrow columnist and corporaler cnn co-hose robert novak will be laid to rest. he passed away after a long battle with cancer. funeral services will be held in northwest washington at a catholic church. he sparked a mainly controversy you may recall after revealing

the identity of cia operatives in one of his columns. he retired last august after being diagnosed with a brain tumor. he was 78 years old. big changes in credit card rules are now in effect. the new rules give consumers more information but only limited relief from high interest rates and fees. companies must now give 45 days notice before changing interest rates or fees. the most significant provisions of the new law don't go into effect until february 2010. this includes restrictions on rate increases for existing credit card debt, how your payments are applied, and marketing to college students. it was a mistake that has affected a number of baltimore county families. >>it didn't work. now here we are. >>that man is blaming himself for lighting a candle and starting a three alarm fire. well, we're living longer it appears. we must be doing something

. you're watching baltimore's station that works for you. now abc 2 news at 5. tonight people across the midwest are cleaning up after some auto wild weather rolled through their area, all while folks on the eastern sea board keep a close eye on hurricane bill. >>reporter: the devastation is revealed in chesterton indiana while residents relive those terrifying seconds as a tornado touched down. >>all i saw was a green wall 200 feet wide rotating in a circle. >>i saw the funnel cloud over there. it was spinning bad.

>>it sounded like a train coming through. the noise was deafening. >>reporter: 105 mile per hour winds turn air conditioning and tree limbs into airborne missiles, ripping through homes and totalled trucks. owners are trying to salvage anything. that doesn't sound good. >>that was the water. that was the fireplace. >>reporter: there are no injuries in chesterton, but near springfield illinois two motorcyclists were blown off their bikes. minnesota meteorologists captured one of several funnel clouds on camera. the twisters downed power lines like domino. i see everything flying up in the air. everything. and it was like dark. >>reporter: it was a similar sign in eastern iowa where tornados dented and split trees.

second. high tide at 7:05. 1:59 in the afternoon for low tide. sun comes up at 6:23. sets at 7:53. temperatures across the area right now, haggerstown at 90. 90 in downtown. 95 in york pennsylvania. down in ocean city 90s as well. 90 in easton also. out in the atlantic right behind our abc 2 news logo, that's where hurricane bill was located last night. hurricane bill continues to move towards the north and west. and it continues to march towards the united states. however, the national hurricane center still thinks bill is going to be taking that turn. now, bill has lost some power since yesterday. down to 125 miles per hour. it's moving northwest at 16 miles per hour. that's the track they expect bill to take. it will be between the united states and bermuda. bermuda sits kind of right out here. it looks like we'll get some high surf as well as the bermuda

area. we could see some rip tides and things of that nature. as far as impacting the united states, not gonna be happening. our satellite picture throughout the day today, lots of heat and humidity giving rise to shower and thunderstorm activity. right now the heaviest activity is in the southern portions of pennsylvania. more action here making its way in our direction. it will be seen this evening and overnight. a very massive storm system that we just showed you the video of is working through illinois and indiana into the east. it's running out of gas though. there is more gas funneling into it from the gulf of mexico, but conditions are just not really good for it to become severe once it reach it is eastern portion of the united states. as far as what's going on across the area right now, our live camera shot looking pretty good out there, as well as our forecast for the next couple of hours. here's a forecast for you. as far as our temperatures go,

. now abc 2 news at 5:30. one bad mistake leads to a big mess for dozens of people in baltimore county. good evening, everybody. i'm terry owens. a man admits to lighting a candle and falling asleep. it happened at the gateway town homes in whitecourt. it sparked an intense fire that destroyed several town homes. >>reporter: tom hannon wishes he could turn back the clock. he blames himself for causing this mess. a two alarm fire destroyed several units, including his own. it all began just after 10 wednesday night as hannon was getting ready for bed. >>i'd just come out of the shower, had a candle burning like i usually do, laid down,
