we begin ton with a live look at the inner harbor and downtown baltimore. gray skies, clouds overhead. good evening everyone of. dry starts in a day but that seemed to be changing. a soggy evening on tap. susan is here with your first forecast. >> thank you. good evening, everyone. lots to talk about. we're under watches and warnings right now across the state. all in the counties you see there in the green shade, that's a flash-flood watch until midnight. flash-flood warnings are the counties in burgundy. that's until 11:30 tonight. that includes hall, creek and fishing creek as areas to watch. we're looking at about one to

three inches of rain possible yet tonight. this is our live local radar. you can see it looks a mess out there. everybody getting some sort of rain, particularly heavy on the eastern shore. so far the amounts are not too impressive right in baltimore but ricers town 3/4". arnold an inch and a half. denton nearly 2". and that's just in the last two hours or so. so for the rest of tonight, 67 degrees for the overnight low. showers and storms are certainly possible and probable. flooding in certain spots. do keep that in mind. we'll have the full forecast coming up as well as your guarantee in just a few minutes. back to you. >> thank you. take a look at this, water continues to pound the beach in ocean city as hurricane bill skirts through the area. all beaches are now closed to swimmers, however, experienced surfers are allowed in the water. the beach patrol will continue to monitor the surf every hour. hurricane bill is still causing trouble, though it has never come ashore.

abc's stephanie sy has the details. >> reporter: the view from space shows the enormity of hurricane bill. >> have a large spread-out storm, and this is a nature of a lot of atlantic hurricanes. >> fortunately the center of the storm and most of its destructive power has remained offshore. bill passed off the coast of bermuda sending huge waves on to beaches and though residents suffered power outages and flooding, there were no casualties or major damage. >> came out this morning just to walk around, get some fresh air. we've got no electricity. >> though bill is expected to miss the u.s. mainland, beaches along the east coast began preparing for his side effects friday. many are closed to swimmers from new york's long island through new england. the high wavers are a favorite of sur experience. but the rip currents generated by hurricane are particularly dangerous. >> water and waves will be un-- even for strong swimmers. all the beaches on nan you can the and several beaches on the vein injured and outer cape are

or will be closed. >> what began in the northeast as an inconvenience is expected to end with heavy rains and sustained winds of between 30 to 50 miles per hour. and will bill come ashore. >> we do believe it will make landfall east of hal, if and move across the southern part of nova scotia. >> residents there are making last minute preparations for bill's unwelcome arrival. stephanie sy, abc news. the latest now on the two teens police say were involved in that racially motivated beating earlier this week. 16-year-old zachary watson and 17-year-old emanuel miller remain behind bars. yesterday the pair was denied bail. both face a string of charges including attempted first- degree murder and theft. the teens and 28-year-old calvin lock in her charged with a hate crime were a rested for that vicious attack on 76-year- old james privilege it who was

at armstead park in south baltimore fishing with his wife. the couple is now seeking legal action. a baltimore city police officer indicted for claiming a car he traded in had been stolen. 30-year-old hikeem crampton has been suspended. officials say he reported his cadillac stolen but had traded it in to get another car months earlier. the cash for clunkers program is about to end after two months. the obama administration has declared it a success. but not all car tealers and customers agree. abc's has our story. >> reporter: car dealers around nation are placed for a flood of customers this weekend as the cash for clunkers program comes to an end. since it started last month the program has been a hit from coast to coast, with a government offering rebates up to 4500 dollars per vehicle. encouraging drivers to trade in

their gas guzzlers for more fuel-efficient ones. early funding for the program ran out so quickly that congress added another $2 billion to keep it going. but the government decided to pull the plug for good on monday night. >> this customer in austin, texas had put off a new car purchase but said the deal was too great to pass up. >> the cash for clunkers option kind of entices me to do it sooner than later. >> some customers like this one in michigan appreciate getting a good deal but thinks there are strings attached. >> it's good for everybody, absolutely. you know, except for taxpayer. they got to pay for it. >> many dealerships complained the government has been slow in reimbursing them and have not been pleased with the bureaucratic delays. >> whenever happy with new cars been paid, then it's a success. >> this michigan car dealer has mixed feelings about cash for clunkers. >> sorry to see it leave. but there's been a lot of programs in the program. >> but officials insist the money is on the way.

>> every dealer with a deal in the pile line will be paid. we have the money to pay them and they will be paid, and we're committed to doing that. >> some dealers are quitting cash for clunkers early to make sure all of their paperwork is submitted before the clock runs out monday night. clayton sandelle, abc news, denver. today a baltimore community is getting kids prepared to hit the books. dozens of children getting spree school supplies and free haircuts at the party on the block event. neighborhood businesses have banded together to make it all happen. a community activist who goes by the name shorty tells us he not only wants to be a father for his kids, he wants to be a father for his community. >> a dream is only a dream unless you put action behind it. just like a prayer. so i'm praying and dreaming the kids get a better life. >> there was also food, activities for the whole family, that event runs until 9:00 tonight. and you industrial a chance to grab a multimillion-dollar

checking headlines around the nation now, just weeks after a deadly shooting in pittsburgh, at a health club, the gym doors have reopened. it was back to business today at the l.a. fitness center. earlier this month a man opened fire at the gym killing three women before taking his own life. four women were also hurt in the shooting. several inmates are recovering tonight after a near

takeover in a prison. you're looking at the kentucky, central kentucky prison. inmates rioted and set two buildings on fire last night. several police emergency and fire agencies were around the area arrived on scene to help get that situation under control. no prison guards were hurt. and heavy rains and rising water are causing evacuations in vermont. thunderstorms dropped more than an inch of rain and the past two days people have been closing down shop at several businesses and restaurants, and many homes have also been cleared out. not nearly as bad but we're getting our own rainfall here. >> absolutely. and it's going to be most of the evening and well, not so much near overnight house but until midnight things will be touch and go. definitely on the wet side i'd say. so let's look at what is

happening outside. did you see it's very gray, very ominous looking. right now we're at 75 degrees. humidity 94%. wind west at 6 miles an hour. we have watches and warnings galore, pretty much everyone in the state affected. the green, counties in green, that's a flash-flood watch. that's in effect until midnight. all of the counties that you see in that dark red or burgundy color is a flash flood or flood warning. that means flooding is going to happen. all of the counties you see there at the bottom of the screen, those are in yellow color, that is severe thunderstorm watch. so everybody needs to be aware we're getting quite a bit of rain in some spots. >> what we have on our radar a lot of that moving through the region. these are thunderstorms. this is not from hurricane bill. this is a thunderstorm issue. you can see it lots of lightning strikes and as far as rain amounts, this is just in the last two hours.

we've seen 1.75", almost 2" in arnold. baltimore isn't seeing such a big deal with it. eastern shore two inches in many spots. you can see the storm arriving here in annapolis. it wasn't too bad today. but boy that, storm just started to rolling in and things got nasty look picture it happened fairly quickly. so they're getting pounded down there. why is this happening? well, this big area of clouds, this big swath of clouds, a stripe if you will, that's our cold front that's moving through the region. on the edge of your screen, out in the ocean, you can see the edge of hurricane bill. watch as they meet up. the energies meet up and it produces this big area of thunderstorms and instability and some of those storms are just loaded with rain because of all that moisture coming in off the ocean some we'll take a bigger look. there's your cold front moving through. there's hurricane bill. the two meet up and again, you just have all the energy occurring and there's so much rain, so much moisture in the

atmosphere, that it dumps a great deal of rain. we're looking at one to three inches yet tonight in some spots. by the way, hurricane bill is a category 1, that is still can create a lot of damage. in our extended forecast, not so much for tomorrow. but tonight we have a couple showers around. then tomorrow the clearing day for us. this is finally when we get some dryer, clearer weather into the picture and monday looks good as well. so for the rest of tonight, a low of 67 degrees. showers and storms and flooding in some spots, particularly on the eastern shore. for tomorrow, 83 degrees. morning showers, afternoon clearing. and from the next seven days, we just have to get through tonight and then things get a lot better for us. 86 for monday and dryer. same thing for tuesday. then we start to heat up again as we head into wednesday and thursday. another front moves through then towards the end of the week. cools us down as we head into next weekend. highs just barely getting into the 80s by friday and by saturday. back to you.

eric hong, abc news. some little leaguers from tampa have claimed the title as the winners of the 2009 cal ripken world series. the forest hills all-stars took down mexico in aberdeen today, 7-6. this is the 4th year mexico made it to the championship, but florida pre- veiled. they end the tournament undefeated and of course with bragging rights. tonight forest hills all-stars can say they're the best little league team in the world! before we head to break, here's a live look at a very gloomy inner harbor. susan will be back with her final forecast. stay tuned!

okay, so we have some watches and warnings. >> we do. let's go to the graphic. we have all the green counties, all the green areas are flash- flood watch. that's in effect until midnight. and then until 11:30 all of the reddish counties we see as a flash flood or a flood warning, which means flooding is going to happen somewhere within those counties. we're looking at a lot of rain tonight. just look at that radar picture. from one to three inches. beware of that. >> we want to warn folks not to drive. >> don't drive through standing water! got it in.
