backyard at the university of maryland. but officials really don't expect any substantial results until next month at the earliest. joce sterman, abc 2 news. >> joce, thank you. maryland's school system is also taking the national predictions in stride. today the state superintendent nancy grasmick announced plans for handling potential outbreaks, and when it comes to closing schools dealing with the issue, she says this year decisions will be made locally on a case by case basis. >> we won't have those automatic closures. we'll be looking at every situation and really looking at it in a customized way. >> reporter: the state department of education will be talking one-on-one with individual superintendents during a special conference call at the end of september to address their concerns and to answer any questions. and now for a look at tonight's top stories. a robbery suspect is shot and killed by an anne arundel county police officer. it happened last night at 6:30 at murph's liquors on richie

highway in brooklyn park. brian doukas was suspected in four robberies, the most recent at a pnc bank. when officers confronted doukas in the liquor store parking lot, police say the suspect tried to run over the officer twice. a surveillance photo from the bank led to police to doukas. authorities are still looking for the woman in that video. governor martin o'malley has outlined $454 million in budget cuts that include 205 layoffs, cuts to state agencies, and $210 million in reduction to local governments. the state is also implementing a furlough plan to save an estimated $75 million. the proposed budget cuts go to the board of public works tomorrow morning. and while michael jackson's death has now been ruled a homicide, there is still no criminal charges in the case. but many feel it is just a matter of time before jackson's doctor is charged. dr. conrad murray told investigators he administered a powerful mix of drugs to treat

the pop star's insomnia hours before his death. authorities say the homicide ruling was based on forensic tests which found the anesthetic propofol combined with at least two sedatives. ocean city police have identified the three business owners charged with possession of the hallucinogenic herb salvia. police say benjaminly gassy, sharon cohen and itsak are the first to be charged. he says the resort town should have allowed merchants more time to get rid of the salvia before cracking down. police in anne arundel county arrested a man who tried to rob two stores in glen burnie. the suspect tonight identified as john mole. authorities say the first robbery attempt happened yesterday afternoon at the dollar tree store in the 7400 block of richie highway. police say moments later, another attempted robbery happened at the food lion in

officer. abc's yunji de nies reports the job isn't getting any easier. >> reporter: the president praised federal reserve chairman ben bernanke's temperament, courage, and creativity. >> been approached, the financial system on the verge of collapse with calm and wisdom, with bold action and out-of-the-box thinking that has helped put the economic brakes on our free fall. >> reporter: bernanke's term is not up for another five months, but they made the announcement now to temper bad news. their projected deficit six months ago was $2 trillion too low. it's now expected to hit over $9 trillion by 2019. bernanke didn't talk about the growing deficit, but pledged to continue his hard work. he has taken just one weekend off in two years. >> we have been bold, or deliberate as circumstances demanded. but our objective remains constant. to restore a more stable financial and economic environment. >> reporter: that environment is showing some improvement.

for the first time in three years, the case schiller survey shows home prices posted a quarterly gain. >> home buyers are entering the market, and starting to purchase. and we're seeing that across the board. we're seeing that with an increase in home sales. we're seeing that lead to an increase in housing construction. and in overall improvement in the housing market. >> reporter: unemployment numbers are still expected to reach double-digits by the end of this year. still, just last week, the chairman said he believes the global economy is beginning to emerge from the recession. yunji de nies, abc news, traveling with the president in martha's vineyard. tonight the space shuttle discovery will make a second attempt at a liftoff. bad weather delayed today's scheduled launch. discovery will deliver 7-tons of equipment to the international space station, including a treadmill named after comedian broadcaster stephen colbert. the treadmill will be used in a bone density study aboard the international space station. again, trying get it off the ground tomorrow afternoon.

the wildfires here athens, greece are finally under control. but the national government is facing harsh criticism today. the media blasted leaders for what they called a poor response to the fires. wildfires have been flaring up around athens for days now, destroying at least 150 homes. well, the promise of help finding a job turns into an alleged rip-off, and now a lawsuit. we'll have details on what prosecutors say was an employment scam. and in a sea of foreclosures, the story of a very special fish. we'll explain. a good day on wall street. the dow up 30 points. home prices may have played a role. they were up for the first time in three years. according to the national home price index released today, prices showed a quarterly rise of 3%, but economists are quick to remind us home prices overall are down nearly 30% from their peak three years ago. virginia prosecutors have filed a lawsuit against the owners of the virginia employment services, claiming they scammed clients out of their money without giving them

more than 90% of people who go into cardiac arrest do not survive. but now there is new evidence that cooling down a patient's body could improve those odds. maureen bunyon shows us how it saved one young life in washington. >> reporter: in june, 26-year- old keith gatling, who has special needs, went for a tour of the white house. >> they were talking about -- going to see the president. >> reporter: but what was supposed to have been a happy day quickly turned scary when keith went into cardiac arrest. >> something like that, something that sounds like, something in my body. and [ inaudible ] >> reporter: paramedics used a defibrillator to restart keith's heart twice, and took him to the george washington hospital. there doctors began a treatment

called therapeutic hypothermia. they used these pads to lower keith's body temperature to 92 degrees for 24 hours. then warmed him back up. a new university of pennsylvania study found this treatment is more cost- effective than other therapies, and is the only option shown to improve survival and reduce disability after cardiac arrest. >> for mo logic protection after cardiac arrest, we actually don't have anything else that seems to work. many other medications have been tried. nothing else seems to be as effective as this particular therapy. >> reporter: doctors don't know why this works, but it's thought the cold reduces the body's need for oxygen, and slows a fatal chemical change that begins when oxygen isn't circulating. >> they wake up. they're talking. they're asking for food. they want to go home. it's been quite remarkable the effects we have seen. >> reporter: cynthia gatling says the therapy saved her son. >> yes, it did.

it woke him up. they woke him up. >> reporter: as for keith she, just glad to still be here. >> yes. and i can see my eyes open. >> not every hospital uses this treatment, and cost is often cited as a reason. but the new study found although the treatment's equipment is initially expensive, by providing better outcomes for patients, it lowers costs in the long run. well, they were complete strangers, but now a cabdriver in arizona is donating his kidney to one of his passengers. thomas and rita's relationship started off a bit rocky. thomas was new to the whole taxi gig. he picked rita up every monday, wednesday, and friday for dialysis, and she says he was always late, getting lost, and missing turns. but after several trips to rita's dialysis appointment, thomas had an idea. he asked if anyone had ever offered her their kidney. >> that night when i went home, i was in the shower.

degrees. 46% humidity. wind continues variable at 3. and the pressure falling 30.08. there are the tides at fort mchenry, just before noontime. a high tide at 11:32 in the morning. high tide 5:43 in the evening. 6 to 12 miles per hour. sun comes up at 6:29. we'll set at 7:46. down in the caribbean -- first off, let me orient you. here is the island of the dominican republic and haiti right there. okay. we've also got right down here, that's where puerto rico. now just north of puerto rico, we've got this little area of low pressure that is kind of sitting right there. it's in the process of trying to get organized. right now it doesn't have a whole lot of counterclockwise circulation to it. but they are going to be flying a hurricane hunter's plane into that. and if everything goes according to hoile, it could be moving up the eastern seaboard, giving us rain by the weekend. we'll keep you informed. in the meantime, satellite pictures throughout the day. a nice clear scan throughout the day. a few light clouds right now. but the clouds are going to dissipate as the evening goes along.
