the family of five struggles. so they have been coming here for past few months to make ends meet. >> it helps us, because we can pay more things for school supplies, shoes, clothes, and lots of things, like to pay the reject for us to sleep. >> reporter: but for many folks, it's a pride thing. they don't want anyone to know that that good job they once had, which allowed them to keep up with the joneses is gone. that's why you're not seeing many faces here. just the need. >> all the layoffs, all the furloughs, a lot of people are finding themselves in a situation where they need distance. and some of the families who have come here would have never imagined having to be in a position where they have to seek assistance. >> reporter: howard is the third wealthiest county in the 7th wealthiest state. but with businesses closing, layoffs, and many other types of economic problems, many people are beginning to realize that a lot of their neighbors are hurting, especially in the third wealthiest county in the 7th wealthiest state. the howard county food bank has seen a 30% increase in need, which means once stocked

holiday weekends. also, there could be additional furlough days, up to 5, based on your sal rift about 633 maryland general assembly and department of legislative services employees are affected. the plan is expected to save just over a million dollars. tropical storm danny continues churning out in the atlantic. and it's actually lost some power. danny's winds right now are down to 50 miles an hour. but the national hurricane center still is looking at danny turning northward, staying away from the united states, just brushing the outer banks of north carolina. basically, we will see some heavy surf out of it and some riptides, no no real dead-on effect from danny. the forecast, partly cloudy, humid. temperatures hang right around the 80-degree mark. some showers make their way into the region later on tonight. but tomorrow night, that's when the heavier rainfall makes its way into the region. the showers from danny? we'll tell you, coming up. a corrections officer is found shot and killed inside a car. the body of 37-year-old erica carr was discovered in the 1400

block of kenhill avenue in east baltimore after 7:00 this morning. police say carr was dead on the scene. neighbors reported hearing gunshots around 4:30 this morning. a police spokesman says officers looked for a suspect's vehicle, but it was never found. at the time, no one knew there was a victim. then about three hours later, a neighbor saw her body slumped over in the drivers seat. >> i thought i was dreaming. i woke up and i heard three shots. it was like boom, boom, boom. >> i'm shocked because i'm a female myself, and i walk the streets. it's dangerous. it really is dangerous. >> right now police have no suspects or motives. erica carr was a corrections officer since 2004, overseeing the city's central booking and intake center. now to a police-involved shoot. it happened shortly before midnight near silverdale road. two officers fired shots at the driver of the car that was trying to run them down. when the vehicle was found a

few blocks away, the driver ran away. there were two passengers inside, include woman who had a graze wound. they're being treated as witnesses tonight. the officers are on administrative leave. tonight family and friends are saying their goodbyes to ted kennedy. the long-time massachusetts senator is lying in repose tonight at boston presidential library, dedicated to his older brother john. earlier in the day, members of the kennedy clan gathered at the family compound in hyannis port on cape cod for a private mass. the motorcade led by a u.s. honor guard then departed for the 70-mile journey north. ted kennedy left his beloved cape cod for the final time. >> this is his home. and he was a friend to people who lived here. and he was a champion for the people with no voice. >> the presidential library of kennedy's brother, jfk, the senator will lie in repose tonight through tomorrow

a ribbon-cutting ceremony today marked the opening of two diploma plus schools. antioch and liberation high schools are designed to motive students at risk of dropping out and help them graduate and go on to college and successful careers. >> students that have become overage for their grades, they don't have enough credits for their age, and i think that those are students that deserve settings that give them tremendous flexibility, that accelerate their learning so that they catch up with their peers. >> diploma plus began in 1996, serving only 100 students. well since then, it has expanded and currently has 32 schools around the country. and speaking of school, it was the first day of school for students and staff in harford county. it's also a new beginning as dr. robert tombak takes the

reins as the new superintendent. he took over after jacqueline haas died late last year. he kicked off the school year with a bus ride with students. sherrie johnson grabbed her book bag and went along for the ride. >> reporter: it's the first day of school in harford county. and students from bel air high school are all abuzz about their summer adventures. >> good morning. >> good morning. >> reporter: but this morning they have a special visitor on board the bus. >> good morning. >> reporter: new superintendent dr. robert tombak is riding along and chatting it up with students. >> this is a very exciting day. this is new year's day for everybody in education. this is the beginning of a school year. it's the beginning of a great school year in harford county public schools. i'm very excited to be the superintendent. and you can see the excited faces on this bus. >> reporter: in june, the board of education selected dr. tombak to fill the position after the death of jacqueline

as far as the tide at fort mchenry, you have a low tide in the morning at 9:22. high tide comes 1:22 in the afternoon. tomorrow the wind comes to us from the east at 8 to 14 miles per hour. the sun comes up at 6:31. we'll set at 7:43. the low this morning was 67 degrees. the high 85, which did hit our 2-degree guarantee, again, two days in a row. as far as the temperatures across the region right now, 77 in york. 84 in happeningerstown. 84 in easton. i know it feels a lot warmer than that, but that's because of the high humidity we've got right now. and that high humidity is going to continue for the next couple of days as a couple areas of low pressure move across the region. one of the areas of low pressure is tropical storm danny. danny continues to just kind of meander around. it's not doing a whole lot. it has lost some of its power. winds were at 60 miles an hour. they have now calmed down just a tiny bit. but we're also watching a little trough of low pressure.

that little trough of low pressure is going to make its way northward, as well as danny. so we've got two systems, one here, one there, both making their way northward. this one is going do give some rough surf to the eastern seaboard. and maybe a few little light showers to the eastern coastal sections of maryland. but the majority of our rainfall here in the baltimore area will be coming out of that system as it passes over the region tomorrow afternoon, tomorrow night, and during a portion of saturday. throughout the day, we've had some clouds and we've had some sunshine. a pretty decent day. right now we've got a few little light scattered showers out there. but after midnight, we got a chance for some more showers popping up into the region. but the heaviest rainfall will be arriving from the south tomorrow afternoon and tomorrow night, making its way through the region. here is how the forecast is going to be working. a few clouds around the area right now. as we go through the overnight period, those clouds will continue to thicken, and increase. and then that area of low pressure makes its way up the eastern seaboard. here comes danny, kind of adding itself into the mix. so between the two, we're going to see some pretty substantial

rainfall, maybe an inch and a half to two inches of rain here in the maryland region. but by saturday afternoon, the whole system should be out of here, and things looking pretty good there will be some scattered showers left behind it. again, it does not look like it's going to be a major landfalling hurricane as far as danny is concerned. the forecast tonight, increasing clouds, some scattered showers later on tonight. 73 degrees for the overnight low. during the day tomorrow, a mostly cloudy day with afternoon and evening showers and storms becoming heavier through the overnight period into early saturday morning. and the extended outlook for the next seven days, there is the heavier shower and thunderstorm activity on saturday with a high of 80 degrees. sunday a chance for a few scattered showers left around. but then monday, tuesday, wednesday, and thursday, lots of sunshine on tap, with some much cooler air making its way into the region. and the cooler air will also have much lower humidity. we'll continue tracking danny, have all the latest tonight at 11:00. in the meantime, we'll throw it over to the sports department, mr. rob carlin. >> thanks, norm. mark clayton is back practicing with the ravens

after hurting his hamstring. but he won't play saturday night in carolina. john harbaugh today said they just won't put him at risk before the season opener. the ravens are still trying to find a starting kicker, though. graham ganoe did not help his cause, missing a 47-yarder. the florida state alum is now one of three in the preseason. stephen hauschka is a perfect 3- 3. but matt stover is still out there. john harbaugh knows it. >> and yes, we're prepared to go with one of the two guys we have now. >> we don't know, you know. we're hopeful, and i think it's fair to say and i think everybody that is a ravens fan should be hopeful that one of the two guys can do it. >> he is a legend around here. you can't say enough about what he has done. i think they want somebody else to come in and do it all. but if they don't feel confident with that, they'll have to go back. but i'm hoping to show it can i do it full time. >> the ravens have plenty of

chances are you won't have a hangup with this. most of those prerecorded telemarketing calls will be history starting tuesday. the federal trade commission is banning those robo calls to consumers unless the telemarketer has written permission from a customer to make those kind of calls. violatelers face penalties of up to $16,000 per call. but don't expect phone solicitations to disappear completely. of course there are some exceptions.
