living in deplorable conditions with feces reportedly piled up a couple-feet high. one neighbor says she repeatedly contacted the county the take action, but she never got anywhere until she contacted the county executive earlier today. >> it's just awful that something like that happened to innocent animals. i mean, because the animals didn't ask to be put in this situation. it's awful. >> the county executive tells us the dogs were taken to the county's animal control shelter. they will be evaluated and hopefully once they're stable, adopted out to loving homes. the house has been declared unfit for habitation. and as for the owners, john leopold, the county executive says it's not clear whether criminal charges will be filed. a judge in baltimore county has sentenced a man to two life sentences, plus 100 years. kiheem taylor carjacked, kidnapped, and raped a teenage after about a dubbing her and her boyfriend from the timonium light rail station last year.

abc 2 news jeff hager reports, the defendant claims he is innocent, but his own words convicted him. >> reporter: the distraught mother of 23-year-old kiheem taylor emerged from the courthouse claiming his innocence. >> he is not no perfect team, hard headed at times, but i believe he is innocent. i don't see him doing nothing like this. >> reporter: neither the teenaged boy locked inside the car's trunk nor the 18-year-old girl raped and forced to do other sexual acts over a two- hour period actually saw taylor's face that october night either. he was wearing a mask. but then a recorded telephone call from the detention center, taylor would break the case wide open. everyone knew that this crime was callous and heinous. the victims gave us that. the question was who was the masked man, and the defendant when he made that phone call admitted he was the masked man. >> reporter: in a call to a friend, taylor said, quote, man, if brian wore a mask, we

wouldn't be in none of this. he went on the say since he didn't ejaculate inside his victim, he couldn't be charged with rape. he was wrong. >> the defendant was sentenced to double life plus 100 years which was the maximum sentence. because of what he did in the case, that's what he deserved. >> reporter: the judge told taylor for the first time since he took the bench, he wanted to make sure with his sentence that he would never be released. taylor's mother readily admits that it's her son's voice on that tape recording from the detention center. yet she still maintains his innocence. >> i believe it was edited. they say it can't be edited. but anything can be edited. so i believe that it was. i can't see my son doing nothing brutal like that. i just don't. >> reporter: taylor's family plans to appeal his conviction. in baltimore county, jeff hager, abc 2 news. >> a trial for taylor's alleged accomplice brian scott is scheduled to begin next month. a clarksville man going to prison for securities fraud. 37-year-old alvin am process is accused of using funds from

investors to put his wife through law school, and take a caribbean cruise. maryland attorney general down gansler says am process owe morse than $602,000 in restitution and will spend six months in prison. he was convicted in june of securities fraud for taking more than $5 million from about 180 investors for a payday lending business. tonight a private memorial service for senator ted kennedy will be held at the john f. kennedy presidential library in boston. tens of thousands of people have filed past his coffin as he lies in repose. reverend jesse jackson was among the visitors paying tribute. he says the long-time massachusetts senator helped change the country through his work for minorities, the disabled, and the poor. >> he is the tallest tree in the forest of social justice. he did ate long time, and he did it consistently. he never lost his sense of joy. >> i was just ready to love

him. i've actually been really upset since tuesday. >> president obama will deliver a eulogy at senator kennedy's funeral mass tomorrow morning. cellist yo-yo ma and placido domingo will perform. abc 2 will carry it live as well as the burial at arlington national cemetery later in the day. an 82-year-old woman is accused of leading a state trooper on a seven-mile chase and then ramming his cruiser. according to the cecil wig of elkton, the woman was speeding in perryville, and when the trooper tried to pull her over, she kept going until he got in front of her car. that's when the woman went off the road and hit the cruiser when she got back on. a medical condition may have compromised that woman's judgment. tonight police in anne arundel county are investigating a murder. medics and police found andrew joseph giancoli of pasadena bleeding from a stab wound inside a ford explorer that was stopped on ordnance road last night in glen burnie.

medics took giancoli to a hospital where he died. no arrests have been made in the case. now to baltimore county. officers say a gunman opened fire and shot a 16-year-old, but it turns out he was not the target. the shooting happened on sandalwood road and punjab drive just before 9 last night in essex. the teen told police he was walking when he was shot in the leg. the teen is expected to be okay. officers are still looking for the shooter. baltimore city police need your help tonight. they're trying to find a missing girl. the mother of 13-year-old michelle silitz reported her missing wednesday from 9th street in brooklyn. she is approximately 5'5", 120- pound and was last seen wearing a white t-shirt and jeans. if you have any information on michelle, you're asked to call 911. unwanted guests are causing quite a nuisance in baltimore city. the health department is reporting an increase in bat complaints this summer. animal control has received more than 100 calls from people

about bats in their homes. they say the baby brown bat is apparently popular in the city. animal control says it's not uncommon to see bats during this time of year. >> bats are inquisitive. and what they'll do is they'll find any crack, niching in your home and want to know where it goes. they'll be flying along and they'll feel cool air blowing out from a cool room because of a crack because there is air conditioning inside. cool air reminds them of caves, et cetera, and they'll try to go right through that small crack. >> okay, well here is the bigger problem. animal control says five bats have tested positive for rabies. more bats will be tested. animal control says if you see a bat in your house, don't kill it. instead, try to confine it to a room. close the door. and call the city service line at 311. animal control says you don't want to handle bat because of the risk of rabies. an early morning fire destroyed a home in essex. the fire started at this home in the 1700 block of hilltop

avenue. it started just before 4 this morning. firefighters battled the fire for nearly two hours. no one was home at the time. no one was hurt in the fire. the cause of the fire is still under investigation. lightning gutted the sanctuary of a 140-year-old church on sharp street at the united methodist church in chase overnight. the pastor says the congregation is united, and they will rebuild. >> this church was the first church established in chase. >> reporter: wow. >> the first church. it is historically african american. the building itself was built by all african american hands. >> reporter: wow. >> so it is in terms of the historical perspective, it is quite a loss. >> reverend barnes says they received an outpouring of support from churches and others in the community. they aren't sure yet where they will hold services this sunday. the jackpot for tonight's

you're watching baltimore's station that works for you. now abc 2 news at 6. >> today two charter schools opened in baltimore city. baltimore mayor sheila dixon and the head of city schools dr. and dress alonzo attended a ribbon cutting ceremony at hampstead academy in east baltimore. the mayor and dr. alonso toured the newly renovated school which has an updated library, an art room and a pre-k section. >> i want every single school to be a school that essentially invents itself for the benefit of kids and community. in my mind, there is no such thing as a charter school and a traditional school. all schools should be the same. they should have flexibility over resources. they should be working hand in hand with the community in order to to serve the needs of

high tide 2:25 in the afternoon. tomorrow's winds from the east at 8 to 14. the sun comes up at 7:32. we'll set at 7:41. the high today got to 76, which did hit our 2-degree guarantee. we have hit it three days in a erow right now. current temperatures across the region. 72 in york. 72 in hagerstown. a little cooler in oakland. 63 degrees. look at ocean city at 85. it's going to cool off very quickly because you've got some rain heading into the region. now what is going on with danny? over the past 12 hours, danny has been sitting down here there is florida right there. georgia, south carolina, virginia and maryland. danny has just been sitting there. but it has now started to move just a tiny bit. but the thing that has been causing all of our rainfall is the little trough coming out of the gulf of mexico that has been driving tropical moisture up the eastern seaboard. as far as what the national hurricane center is going on with danny, it has now started to move north. it's been stationary throughout the day, and now moving north at 5 miles an hour. packing very minimal winds right newt 40 miles an hour.

danny is still going to be tracking up and into the north atlantic. should not batter anybody, except giving some pretty high surf along the eastern seaboard, and also some rip currents. if you're heading down the ocean, be very careful of that. it will not really impact our weather. it will impact the ocean but not our weather. overnight we had some very heavy thunderstorm activity move through the region. then early this morning more showers and thunderstorm activity. then this afternoon more thunderstorms. there is the thunderstorms right now on the eastern shore. maryland's most powerful radar, going to show you that in just a second. we do have a flash flood watch because of all the water that came down overnight and during the day today until 2:00 in the morning for baltimore city, baltimore county, carroll, frederick, going through anne arundel county and on the eastern shore. these are flash flood warnings in effect until 6:45 because of all the water that came down during the day today. there is our radar, showing the heavy shower and thunderstorm activity. and some right now passing just south of the downtown area. but we will see some more here

in the baltimore region. forecast-wise right now, temperatures in reisterstown 73. did you just see it change from 72? live data. you can only get that here on abc 2. i mean, this is up-to- the-minute stuff. fallston 71. 72 in arnold. 72 in downtown. gherman town at 71 degrees. your forecast, the scattered showers continue to pull towards the north and east. during the day tomorrow, a few scattered showers as danny brushes by the coe. but our showers should gradually come to an end during the latter portion of the midday period, and into the afternoon you can see some breaks in the overcast, and sunday might even be a pretty decent day. but for tonight, scattered showers, fog, cloudy skies, 69 for the overnight low. during the day tomorrow, a few showers and storms, and then gradual clearing. if everything goes as well. 82 degrees for the daytime high. the extended outlook 82 tomorrow. followed by 79 and partly cloudy on sunday. monday, tuesday, wednesday, thursday, and friday, quite a bit of sunshine, and also some cooler temperatures with lower humidity. we'll track all the storms and have all the latest tonight at
