heading south on i-81, north of harrisburg when they hit that bad rainstorm and crashed. michael jones, junior, he is a baltimore city police officer. he was seriously injured. his son and shaniqua taylor were killed in that crash. we spoke with mike's uncle about that couple. >> just the two of them were just a perfect match for each other. my nephew is silly, goofy, and she was silly, goofy right along with him. they -- they were crazy about each other. >> reporter: take a look. you can see that hundreds of people have begun to gather here outside overlea senior high school for this vigil. we're expecting to hear from family members of both of the victims of this crash. and we will bring you that story tonight, live at 11. for now live in baltimore county, christian schaffer, abc 2 news. >> that's a sad story. thank you, chris. it's been a deadly summer

on maryland waterways. another person has been killed in a boating crash. 47-year-old rick hynson was killed last night when his boat collided with another. state officials will be pushing safety as priority number 1. >> reporter: he had been a part of this community for his entire life. 47-year-old rick hynson loved to fish and loved to be out on the water. it's an experience he loved to share with his family, neighborhood kids, or anyone else who lacked a good day's fishing and fun out on the water. >> ricky was someone that was well-known around here. everyone liked him. he liked everyone. >> reporter: but his life on the water ended on the water. his boat and another one owned by 42-year-old john martins collided in the middle of marley creek. he and his daughter survived, but hynson died at the scene. his death has devastated his friends at the marina that was his home base right on marley

creek. >> it's just a terrible, terrible loss. i hope everybody can get through what they're going to have to go through here. and i know it's not going to be easy for anyone. >> reporter: it has been a very dangerous year on maryland waterways. so far the state has surpassed the number of fatalities over last year. and the boating season isn't even over yet. more than a dozen people have died in boating accidents this year. the department of natural resources, the coast guard, and other agencies have cracked down on safety and other violations that they have seen on the water. >> we're going to have increased patrols. every available personnel will be working over the holiday. we're placing major emphasis on boating enforcement, alcohol detection on the waterways, and in our state parks. >> reporter: no matter how much you tighten up on patrols, the best way to stop tragedy on the water is for boaters to obey the rules. to make sure that there are plenty of life vests on board, and that the rules of the water, like to rules of the road, are obeyed. 234 glen burnie, roosevelt leftwich, abc 2 news.

>> the two people who survived the incident, 42-year-old john martins and his 13-year-old daughter received nonlife- threatening injuries. what cawed the collision is still under investigation. police continue searching for a suspect in a double shooting in hampden over the weekend. it happened saturday night near the intersection of the avenue and hickory in hampden. the two victims, including a woman who is six months pregnant are expected to be okay. some people in hampden are angry and rattled that a shooting happened on a busy street at a busy time of the night. >> and you moved here to avoid. what happened here? >> i moved here soy wouldn't have to worry about shootings and be worried about where i have to park my car at night and where i walk to. >> police do not believe this was a random shooting, and have an arrest warrant out for the person they believe pulled the trigger. an alleged drug dealer in frederick has been sentenced to 11 year in prison in connection with the murder of a witness. eric campbell was 16 when the

gang carried out a plan to kill 20-year-old david lee. lee was set to testify in a federal drug and weapons investigation. a jessup man who authorities say assaulted a howard county sheriff's deputy and fled to virginia is now back in maryland. police say 20-year-old devin champagne was extradited this morning. authorities say he had just been convicted of felony theft august 13th when he attacked the deputy driving him to the detention center before climbing out the window of the deputy's car. three days after the feds shut down baltimore's century- old bradford bank, its nine branches have reopened under m&t bank. and it's business as usual. former bradford customers can still write checks, use their atm cards and make loan payments, just as they did before. m&t bank officials toured the branches today and in the website to come account holders will have more access to their money than ever before. >> in four to six weeks, we're going to convert all the

bradford branches into m and t branches. and at that time they'll have access to the largest network in the baltimore-washington corridor. they have 718 atm machines in the region. beginning this thursday, september 3rd, bradford customers will be able to use m & t's atm machines. if you owe the state of maryland tax money, might be the time to pay it off. a tax amnesty begins tomorrow and runs until october 30th. the plan was approved by the legislature to encourage people to pay back taxes as the state copes with a budget shortfall. >> individuals and small businesses can settle their delinquent tax debts without incurring penalties. they'll also receive 50% reduction in interest. >> the state's last tax amnesty in 2001 collected nearly $40 million in revenue for the state. the state is estimating about 177,000 individual income tax accounts, and 18,000 business tax accounts are delinquent,

adding up to as much a half billion dollars. and meanwhile, governor o'malley is scheduled to hold a news conference in annapolis tomorrow to announce some new appointments. he is expected to announce the appointments of beverly swain staley as secretary of the maryland department of transportation and edward chow junior as secretary of the department of maryland veterans affairs. right now maryland's most powerful radar not indicating any precipitation over the top of the baltimore area. nice clear scan out there. looks like it's going to stay that way for most of the week. but i know you're interested in what's going on this evening across the area. here is your forecast. partly cloudy skies, temperatures will hang in the low 70s. and many places, and some places getting into the upper 60s in the next couple of hours. mild temperatures are going to be chilly by tomorrow morning. we'll tell you how chilly, coming up in just a couple of minutes. ah, yes, the familiar sound. it's back to school today for the majority of kid around the region, including youngsters in baltimore city and students at dunbar high school in east baltimore got a vip welcome as they returned to class.

the governor, lieutenant governor, mayor dixon, the city's school ceo dr. andres alonzo were all on hand. and a neurosurgeon the guest speaker. >> the person who determines you're successful or not is you by the choices you make. and we, those of us who are old around here, we are depending on you to be the ones who come up with the great ideas. >> dunbar underwent a $32 million renovation, adding new computer labs in high-tech classrooms to support the school's health professions curriculum. and college students across the country and here in maryland are heading back to campus. but additional to the usual essentials, the university of maryland is asking students to check one more item off their must-have list. abc 2 news briana keeler tells us what it is. >> reporter: freshmen move-in day at the university of maryland. thousands of students jamming into teeny tiny dorm rooms.

this scene repeats itself ever august here. but something is different this year. like a growing number of college, umb is requiring students to have health insurance, starting with this freshman class. you think there is going to be a lot of germs? >> absolutely. i brought a big container of hand sanitizer, and i plan on using it. >> reporter: dr. gayle lee, the clinical of the health center says without health coverage, it can affect students. >> it can affect their ability to stay in school, the fact that they might have to go to work to pay off their medical bills. >> reporter: historically, lee says one in 15 students has been uninsured. but now if freshmen don't prove they have health insurance, the university automatically puts them on their student plan. >> it covers a lot of the things that we think are important for students. for example, it covers immunizations. it would cover them if they are a study abroad student. >> reporter: for previously uninsured students, it's an

there were four restaurants on power plants a restaurant row. soon there will be just two. over the weekend, the blue sea grill closed its doors, and this coming weekend babalou grill will do the same. the latest casualties, the cuisine versus the economy. >> reporter: the blue sea grill made its debut at power plant live five years ago as a high- end seafood restaurant. today their doors are closed. they served up their last plate of chilean sea bass this last weekend. >> we were looking at their menu the other day walking to school, and saying for my birthday we were going to come here. i guess not anymore. >> reporter: andrea and mike attend baltimore international college. they were shocked to learn this restaurant closed and that the babalu grill did do. both are owned by the same company, big steak management. >> we have had catered food

from blue sea's, and i thought it was good. >> reporter: big steak's chief operating officer says it was a business decision. >> everybody knows the economy hasn't been very good for many businesses. i think that that has something to do with it. but there are multiple reasons. >> he says big steak management will now focus on their flagship restaurant, ruth chris. >> sure it was a tough decision. it's still a tough decision. you don't put so much effort to create the brand and then make it work for five years, and then, i mean, we have to close it. >> reporter: the company owns ten ruth chris restaurants and also the havana club. while these two remain, the departure of the other two on the row is tough for those who frequent the area. >> i think it's crazy. they both seemed like they were pretty good restaurants. i can't believe they're shut do you think. >> reporter: babalu's is typically closed on mondays. but after a big wrap-up

celebration this weekend, the door to bablu's restaurant will be closed for good. at power plant live, kelly swoope, abc 2 news. >> a spokesman for power plant live says big steak management has been an ideal partner for ten years. they wouldn't drop any names, but we're told negotiations are underway, and an announcement as to what will move in should come later on this year. in these tough times, ocean city is still drawing clouds. the mayor says july was good month, and august will likely be one too. he says the resort was proactive this year, increasing advertising not just in the baltimore and washington areas, but also in markets like new jersey and new york. and that's not all. >> we create a lot of free activities for people to enjoy while they were at the beach. free movies on the beach, free concerts, bonfires on the beach. all different kinds of activities to add value to people's vacation experience. >> merimee han says now is the best time to come to ocean city. he says hotel rates have dropped 30 to 50%.

at 5:28. high tide just after the noontime hour at 12:25. the sun comes up at 6:35. we'll set at 7:37. the low this mornings was 62, but many places north and west of the beltway were in the mid- to upper 50s. oakland was down at 46 degrees. but even cooler temperatures early tomorrow morning. during the day today, a high of 74 in downtown. 69 in york. 74 in hagerstown. 64 in the oakland area. ocean city saw a high of 76 degrees on the boardwalk. and the temperatures right now, everybody has cooled off a little bit. but still some very nice temperatures. but after the sun goes down, we're going the really cool off. throughout the early morning hours, we had some shower activity. on the eastern shore, and even southern portions of anne arundel county had showers. but as you can see, the clouds that we had on and off throughout the afternoon, they're in the process of falling apart. the largest picture shows the shower activity that we had to the south of the region. the area of high pressure moving in will give us a clear sky or mostly clear sky tonight. and that's going to allow the

temperatures to really fall off the table and really be cool by tomorrow morning. but the coolest stuff is going to be coming tuesday night into wednesday morning. that's when we can see temperatures in the 40s. yeah, it gets your hood east ready, because it's going to be chilly out there. as far as our -- the radar picture, nothing showing up across the baltimore area. a nice clear scan. and it looks like we're going to stay precipitation free as we go through the week. right now in towson 68. did you just see downtown baltimore change? that's because this is live data only available on abc 2. damascus 65. over in chestertown 72 degrees. 68 in elkton. annapolis 70 degrees. 67 in kingsville. and havre de grace right now at 68. your forecast for the overnight period. a few light clouds that you see around right now. as we go through the overnight period, those clouds will disappear. a nice clear sky. showers will remain off the outer banks of north carolina. high pressure tomorrow, lots of sunshine. it's going to start out cool, but warm nicely as we go through the day. but still below normal temperatures. the forecast for the overnight

period tonight. mostly clear, chilly. we'll see an overnight low of 54 degrees. and that could be very close to our record. the record low of 53 that was set in 1963. i don't think we're going to hit it, but we could get very close to it. tomorrow night, we could hit a brand-new record low tomorrow night. we'll talk about that in the seven-day forecast. tomorrow mostly sunny, still cool with a high of 75 degrees. now look at the low tomorrow into wednesday morning. 5 degrees. some places in the northern and western suburbs could see temperatures in the upper 40s. sunshine on wednesday. thursday and friday partly cloudy skies. sunshine returns for the weekend. gradual warming, but still below normal temperatures for this time of the year. we'll see you tonight at 11:00. terrell suggs returned to practice today. the ravens are hoping he can play a little in thursday night's preseason finale. mark clayton's chances left possible. he'll be ready for the opener, though. by the way, derrick mason is still wearing number 9 honoring the late steve mcnair.

and a third amigo from the tennessee purge is hoping to play again this year. samari rolle has been told by neck specialists he could be cleared to play by the end of the season. he was placed on the pup list today. he must sit out the first six games. the ravens then have three weeks to either activate him or put him on injured reserve. mason is hoping everyone, though, realizes the risk. >> you're talking about a neck. you're not talking about a knee or an ankle. you're talking about a neck, something that, you know, if not corrected and you try to go out there early, you can possibly be paralyzed. so, you know, i just want samari, whatever he needs to do to make sure that he eis healthy. y care less if he could be back out there. i would love to have him out there, but his health comes first. >> ravens cut three players waiving godfrey and releasing quarterback drew willie. this is a stressful time in the

nfl. guys desperately trying to earn a spot on the roster, like jalen parmely, whose run saturday has to help his cause. he tries not to focus on the pressure and just play. >> the only thingy do is put forward the best effort i can and let the coaches make the decision off of that. i can't do anything. i can't worry about the other guys. i got to worry what i have to do. >> make those plays, make the right assignments as far as the blocking game, and on the special teams. if i want to be on the team, i have to be on the special teams. >> the ravens have to cut one more player by 4:00 tomorrow. jeremy guthrie will try to win his third straight start tonight. he'll face andy pettitte. felix peay is not in the starting lineup, but it's not because he hasn't earned playing time. peay is hitting .325 since the all-star break for 5 of his 7 home runs this year. peay was told he would get playing time after aubrey huff

well, after an encouraging month, stocks finished august with a disappointing loss. the dow jones closed down 47 points. nasdaq dropped 19. s&p fell 8. one of the biggest carriers out of bwi airport may be forced to ground some planes. tomorrow southwest airlines faces a deadline for settling a dispute with regulators over the use of unapproved parts on more than 80 planes. southwest says it has replaced the unapproved parts in more than 25 planes, but needs more time to find parts for the remaining jets. without an extension, the faa could make the airline take some planes out of service. got some cool temperatures over the next couple of days. but good news is that lots of sunshine is going to be around. doesn't look like we're seeing any precipitation this week, as we look at below normal temperatures. we'll talk again tonight at 11. >> thanks, norm. that's all for us on abc 2 news at 6. i'm marybeth marsden.
