by a 12" water main break on bel air road. water was shut off this morning as the department of public works tried to isolate the problem. some businesses were flooded, others had to shutdown and turn away medical care. >> we have had to cancel at least 100 patients into this afternoon, patients who were in the office, we did manage to finish with them. >> reporter: fortunately virginia gerhart's son got in for his medication. >> he is tested twice a day and without it he is prone to have a seizure. >> reporter: business is open at charm city cafe but customers are dying in on carry out containers since there is no way to wash the dishes. and the manager has to turn away customers. >> i just got a cancellation for a party of nine and that was for tomorrow, due to the water break, we won't have coffee and they were going to have coffee and big else. >> reporter: at this point btw

can only guess the cause of the water main break. >> could have been an older main, could have been shifting due to the rain we have had lately. >> the shower, no shower, didn't even think about it. >> repor it. >> don't think about it. the south end of bel air road is open and one lane of traffic is moving in both directions. the department of public works execs to have water back on in the next two to three hours. we'll keep you posted. route 50 just before the bay bridge, those who had to work today are trying to make their way down the ocean for the last bit of beach time before the summer is over and it's a pretty good go for them. not so much '06 a backup at the toll lanes. they are warning there should be delays at the bay bridge over the weekend. theyest that 336,000 vehicles will drive over the bridge between friday and monday. and they want to remind you to use the bridge during non-peak hours if you can either early in the morning or late at night. another a beautiful day

new survey by the university of maryland school of public health. they find that 7.5% of drivers admitted to drinking a couple of difference before driving. at least once in the last month. but that's compared to 14% in 2004. a 54% drop. also in the survey, people believe the courts are too lenient when it comes to prosecuting drunk drivers. >> as a result, i think they are more likely to support post- conviction counter-measures like the use of ignition interlocks, mandatory vehicle impoundment, fines, license revocation, those kinds of things, because they are increasingly frustrated with, you know, the perceived lax tee with bye a drunk driver is handleled. >> the bad news in the study, aggressive driving and using a cell phone while driving, is up. police in anne arundel county need your help finding

still in the hospital. prosecutors have dropped charges against a george's county man accused of stack a man in a fight near the university of maryland. he was cleared of second cree murder after investigators found it was a case of self defense. according to court records, he was released from jail on august 26th. crews had been charged in the death of johnny alvarez goals. they say he stabbed alvarez gomez and another man. boast were found in a 7-eleven parking lot. he later died. the worst job picture in the u.s. since 1983 may not actually be as gloomy as it looks. the government said the unemployment rate rose nearly half a point in august to 9.7%. vivian her tad oh has a look at the late estimate indicators. >> reporter: the labor department's job report is being looked at for signs the

economy is pulling out of the recession. although slightly better than predicted, in august 216,000 jobs were cut from pay roles pushing the unemployment rate to 9.7%, a 26 year high. even the stimulus program has been under fire by conservatives as being too costly. vice president biden argued it has kept the economy from shedding even more jobs. >> the numbers "today" show 216,000 people lost their jobs last month. much too high. but roughly 2/3 of the job loss we saw on a monthly basis when we took office. >> reporter: analysts say if the economy is in recovery it is at the beginning of what will likely be a slow rebound. >> we have been shedding jobs over the last 20 months so it should take about 20 months from now to get jobs back to where they were. and in fact, if they were to get back to where they were that quickly, that would be an stop irk fate. >> reporter: the unemployment

rate could reach 10% this year and may not decline until next year. the unemployment rate deals a blow to consumer confidence. >> i won't spend as much money as i was spending, clearly. i -- so i save a lot more. >> reporter: some areas analysts continue to watch include the health care sector which is still hiring and the pace of layoffs which has slowed in manufacturing and with temporary workers. vivian hurtado, abc news, washington. a that huge fire burning in california. homocide detectives on the case trying to find out who set the fire that killed two firefighters over the weekend. the fire was deliberately set. incindy air rematerial was found near where the fire started. two firefighters died when their truck plunged 800 feet town a steep mountain road. the ravens wrapped up a perfect preseason, they beat the falcons 20-3 to finish 4-0.
