chesapeake bay. more to talk about in a bit. here's kim at 5:31. >> that earlier crash we had on southbound 95 at caton avenue has been cleared out of the left lane. traffic seems to be moving along nicely. as we check 95 here approaching whitemarsh boulevard things look good at this hour. a crash in harford county, churchville, route 136 at route 22, that has all the lanes in both directions blocked and closed at this time due to the crash. shnooks avenue, shnooks road is your best alternate to get around that crash. jfx at cold spring lane, traffic looks good in both directions. back to you. new at 5:32, "the new york times" is reporting commandos freed a "new york times" reporter kidnapped in afghanistan last week. officials say the afghan translator was killed in the operation. reporter steven farrell was taken hostage along with his translator in the northern province saturday buttimes now

reporting he's free this morning. and lawyers for sheila dixon claim state prosecutors made the same errors that caused the first indictments to be thrown out. she's accused of stealing gift cards for the needy. her attorneys filed the motion yesterday. an update on the rape allegations against pittsburgh's ben roethlisberger. attorneys for the woman who accused him of assaulting her said she would drop her civil lawsuit if he acknowledged the rape and apologized. reno-based attorney ken dunlap wrote to roethlisberger that his client would also like him to donate $100,000 to a organization that supports domestic violence victims. his attorneys say they won't accept her offer. 5:33.

here's what's happening on this 9-9-09, sheila dixon will be at the symposium on lead and healthy homes. and the law and public policy series will host governor martin o'malley as he speaks on maryland's dna collection laws. that is all happening today. when you take your kids to school you want to make sure they get there safely. that's what a decision by baltimore county council members intends to do, with regards to the speed cameras we've been hearing about. sherrie johnson has more from rogers forge. >> reporter: good morning. we're here at rogers forge elementary school where schools like this one may have speed cameras placed here. take a look behind me. you can see just how close the school is to the street. and authorities basically want to protect the children. the baltimore county council voted in favor of speed cameras last night. they could be in place by october in 15 selected locations.

in montgomery county they have been catching unsuspecting drivers and generating tickets by mail for two years. now baltimore county is next after a 6-1 vote by the county council. 31 protesters gathered outside the meeting. they say they are a hidden tax on unsuspecting drivers. >> anyone going that fast deserves a ticket. we know there's a better way. we want police officers back in school zones. our kids deserve better than a speed camera. >> right now we're not in the best of economic times as everybody knows. >> reporter: the police department is still trying to figure out which location they are going to put the 15 cameras. they are expecting, hoping, to have them in place by october but say no later than december and county executive jim smith is expected to sign that legislation this week. reporting live in rogers forge, sherrie johnson, abc2 news. >> a reminder, if you're heading to downtown baltimore, part of westbound fayette will be closed tonight and thursday

it's now 5:44. mr. president, give it to us straight. is your health care plan going to live or die on what you say tonight? president obama will give us his prescription for the nation's health care system in more than detail than ever before. abc2 news linda so with the importance of his speech tonight. >> there's been so much debate with the shouting matches at town hall meetings and lots of political infighting but with tonight's speech president obama hopes to clear up any confusion about health care reform. the president sat down for an exclusive interview with "good morning america" that will air later this morning. white house leaders say the speech will help the public understand what the president is proposing and show that he's open to new ideas for achieving his goals. obama's plan for overhauling the nation's health care system is stalled in congress, largely due to disagreements over a government-run insurance option

last night the council voted 6 to 1 to allow 15 speed cameras to be placed in school zones around the county. the cameras will start going up about october 1st but officials say sometime before the end of this year is a more realistic target. by now we all know about jon and kate gosselin's failed marriage that sadly unfolded in front of tv cameras. for the first time since they separated abc's chris cuomo sat down with the reality tv dad. >> can it be fixed? >> no. our relationship will never be fibsed. she used to hold the kids over my head and say don't spend time with your mom, spend time with your kids. why can't i spend time with my mom and kids together? i'm not going wack to that lifestyle. >> asked why he doesn't still wear his wedding ring as kate wears hers, he says "she took my ring." right now he lives in new york city and travels to see his children in pennsylvania.

5:48. still working on that math lesson i'm going to put on my blog and i think i'll use jamie and megan's hands as demonstrations. you want to help? ok. this morning we flip the numbers upside down, 66 in baltimore. we have a relatively cool and damp feel to the morning. not a lot of rain out there but there's a lot of rain to come. just spotty showers now. you can see the influence of the wind with the storm off the coast and winds out of the north-to-northeast bringing the moisture back from the coast inland. we pull this back and look back at our computer model and you can see the enhancement of the rain with the storm system trying to work its way towards the coast. that will have shshowers today but i think tomorrow is when it will really get active. the possibility of getting three or four inches from this storm system and that steadier rain moves in our direction by lunchtime tomorrow. heavy rain along the bay, looking at winds 25, 30 miles per hour with higher gusts.

there's rip currents, potential up there, and also looking at high surf and possibility at high tide to have flooding even on the west shores of the chesapeake. heavy rain for us tomorrow evening. it should try to lift out with spotty showers left over friday. this afternoon we are looking at conditions to make it to about 69 in annapolis by the water. 72 degrees in columbia. and heavier rain on the eastern shore possible. we're expecting a temperatures of about 69 to 70 there. heavier rain, all of us, in the 60s tomorrow. kim in route 50 at route 97 in anne arundel county, traffic beginning to build in both directions as you make your way towards the capitol beltway on route 50. you'll encounter congestion in landover but that clears quickly as you make your way towards dc. northbound 97 smooth to the baltimore beltway. however, 95 at the beltway in rosedale, crews late lifting that overnight construction project, causing a brief delay but no real problems. in harford county, still

working that crash route 136 at route 22, continues to block all lanes but i'm getting word they are going to clean that up very shortly. jfx at north avenue, traffic looks good in both directions. back to you. parents of children at a private school in bel air ordered identification cards for their kids in the spring. months later it appears their efforts to protect them may have backfired. >> jeff hager went in search for answers as why the cards disappeared leaving the children and the information at risk. >> reporter: when the parents of children here at bell forest christian academy found they could pay $7 to have picture id's made of their kids many thought it was a small price to pay for their security. >> we got these cards to protect our kids. and our school offered it to us. of course us parents took it because with all the crazy things going on in this world and child abductions - >> reporter: when the cards never arrived david feared his 5-year-old daughter summer's

information may have fallen into the wrong hands. >> her height, weight, fingerprint, her picture, her address, i'm not sure if the phone number was on there but that type of stuff. anyone can look at her picture, know where she lives, what she looks right. to the tee. >> reporter: school administrator james harnett says the school has participated in the maryland youth identification program for years but he grew concerned when calls to its phone number went unanswered. >> we've had a good relationship with them. we've never had an issue such as this. hello? >> reporter: we tracked the id program to a brooklyn address but a resident here told us the coordinators had cleared out six years ago. we then traveled to a home in essex, the last-known address of one of the program's directors, betty kohler who promised delivery of the cards back in june. we're told kohler for now is spending time in to ocean city with her son but we talked to her boyfriend who tells us many of the materials for the id

cards are probably still undone here in her home. kohler called us from the beach where a charitable organization had hosted her and her 7-year-old son for the week. she apologized for failing to deliver the cards. but says her son has been battling cancer and she spent the last few months caring for him putting her business of protecting other children aside. jeff hager, abc2 news. >> kohler assures parents the information is secure and plans to send them each of their cards when she returns home next week. don't you love seeing those classy cars driving down the road? >> this car, nothing like you've ever seen before. coming up -- he took a photo shoot with the sexiest man in the world. an unusual show of affection from a star-struck fan. first, we dig a hole next to the house.
