their arrest on animal cruelty charges. i'm marybeth marsden. anne arundel county police arrested the pair after rescuing 21 abused dogs from their home on sea breeze drive. abc2 news jeff hager has more now on efforts to crack down on such abuse. >> reporter: a wretched smell led police to this cluttered home on sea breeze drive where they discovered the dogs in various degrees of distress. >> unfortunately there were feces piled up in the house. it was inhabitable for humans and animals. [barking] >> reporter: veterinarians had to euthanize one of the dogs while the other 20 still show visible signs of abuse and neglect it appears they will survive. >> they are doing well. they are progressing nicely. we're treating them for worms andfully -- and flea infestation. many of them came in hairless and they seem to be recovering nicely. >> reporter: police arrested

61-year-old janet taylor, her adult son jeffrey and each facing 42 counts of animal cruelty and inflicting suffering or pain on an animal. they are now free on bail staying in a house next door to their condemned home. a family member says the county is making an example of them. county executive john leopold says that's the point. >> i hope it sends a very strong message that if you treat animals this way, abuse and neglect animals we're going to go after you to the fullest extent of the law. >> give me some, huh? >> reporter: here at cheryl's rescue ranch, wendy is applauding the effort. a stray pit bull killed one of her animals two months ago. >> she dismembered, pulled the tails off the sheep, ripped the necks out of some of the sheep. >> reporter: in the aftermath of the attack the county executive created an an animal welfare council to look for

ways to better protect them and make sure those who mistreat them are held accountable. in anne arundel county, jeff hager, abc2 news. >> if they are convicted the taylors could face up to 90 days in jail, $1,000 fine for each of the counts against them. federal prosecutors say a columbia dentist has pleaded guilty to writing fraud length prescriptions. according to the plea agreement 41-year-old keith siek wrote hundreds of fraudulent prescriptions from 2001 to 2008 to get hydrocodone and oxycodone. taking back the streets with amateur most wanted video. it appears to be working in a west baltimore neighborhood. in june we highlighted the washington village development association's efforts to fight crime in their neighborhood. the wvda posted a video on youtube highlighting four alleged drug offenders in their area. a couple months later all but one has been arrested and charged. >> the pigtown's most wanted video did the trick.

three of the four alleged drug dealers we highlighted on our pigtown's most wanted video on youtube have been arrested, they are facing serious charges. two of them haven't been seen in pigtown, that has worked wonders. >> the wvda says it will continue to make these types of videos until the entire criminal element is forced out. it's something governor martin o'malley has been pushing for and now is getting some help. 19 other governors are now joining him in support of a prison cell phone jamming bill. in a letter sent to congress the governors say thousands of illegal calls are made by prisoners a year enabling them to plan and coordinate crimes from behind bars. here in maryland the high-profile murder of witness carl lack l was ordered from a cell phone in prison. this from the governor furloughs, may not be enough. there may be more spending reductions to get out of a massive budget deficit. governor martin o'malley says he would not be surprised if the state needs to cut another

the white house after he was criticized by both parties. >> i think it was completely inappropriate. i think to yell out you lie during a presidential speech is unacceptable. >> reporter: towson university professor of political communications dr. richard vats says what happened last night has never, ever happened before. >> you rarely have speeches in front of a joint session of congress. there have been 50 such speeches in the last 100 years. you get them once every two years. >> reporter: now in the house of commons it's a different story. >> mr. speaker - >> reporter: descent, heckling and interruptions are part of the routine weekly. but not here. >> i thought it was very ignorant and disrespectful. i feel like even if you don't agree with what the president is saying you shouldn't act out in a way that -- in that sort of manner. >> reporter: a few weren't terribly surprised. >> what did they expect? to act like a congressman?

precipitation-free. the showers should stay down to the south and east however overnight some of them will be making their way into the region. the question now is will they clear up for the weekend? we'll tell you about it coming up. we have a very important game on sunday. the ravens kick off the 2009 season sunday but the festivities are already underway. delia goncalves is at the power plant live with this big celebration, big party going on. >> reporter: that's right. lots of fun, lots of music. and some food as well. the ravens are indeed kicking off the nfl season, with a bang. and they are showing their fans some love with the free party here at power plant live. the rock concert runs until 11:00 tonight and features the band shine down as the headline act. every -- even though everything is free they are encouraging fans to come early, as soon as possible because it will fill up. we spoke to some folks about their thoughts on the upcoming season and tonight's party. here's what they told us.

tonight baltimore honors a longtime community activist. the city will pay tribute to the reverend willie ray. he's worked tirelessly to stop the violence in baltimore communities keeping youth off the streets and encouraging churches to get involved. as sherrie johnson reports, after 40 years the community says a loud thank you. >> send a message to folks who were put out,

>> reporter: reverend willie ray lived in west baltimore for 16 years, in that time he's seen more and more drug dealing and gang violence. >> we want to reclaim the community. >> it was moments like this he decided to get involved and take back the city streets and stop the violence. >> because of the senseless killing it was a need to have a crowd, outgoing crowd, to say stop the violence and save another youth. >> reporter: on this day the city of baltimore is thanking the reverend for his tireless efforts. an activist who fights for those without a voice. he's been a part of projects that include opening up a safehouse for kids, stopping the violence on city streets and encouraging fathers to get involved in the community with his call to action plan. he's been working with at risk kids for 40 years, put together a plan he calls operation open window. calling on church leaders to

it never bothered the chiefs before. c kc3-0 all-time in baltimore. the chiefs will likely be a run first team, playing into the ravens strength. since 1999, the ravens had only 18 players to rush. the fewest in the nfl. lewis doesn't seem concerned about larry johnson of the chiefs. >> we understand as a bottom line, a defense you don't let nobody come run the ball on you. we've been good at that around here. hopefully we can continue that sunday. >> reporter: on the flip side, the ravens had the fourth best rushing offense last year but if the preseason is an indicator they plan on mixing it up more this season. joe flacco looked comfortable throwing downfield hitting on a number of deep balls. there's never been a doubt about flacco's arm strength. the ravens always played to their strength which of course is running the ball.
