promised never to forget the terrorist attacks. a september 11th ceremony with the president remembering the nearly 3,000 lives lost at the pentagon. flight number 93 near shanksville, pennsylvania is another step closer to becoming a permanent memorial. every year since that day families of the victims have gathered on the site to remember the loved ones. this year will be the last with the private memorials. the project is expected to cost $58 million and will cover 2200 ache whiz complete. they hope to have the first phase finished by the 10th anniversary of the attack. >> we are here to reflect and remember. but who among us can ever forget where we were, what we saw, how we felt as citizens, and as a nation. >> the president attended the

ceremony the at pentagon where 184 people died. he honored the victims and after the ceremony he met with the family members. and some of the family members spent their time outraged after the u.s. coast guard triggered a security scare. it was told that it was all just a drill. >> reporter: it's what the coast guard is calling a routine training exercise on the potomac river near washington. but it caused alarm near the bridge. the president was to attend a september 11th memorial service near the pentagon. ten rounds were fired after hearing chatter on police scanners. other cable news outlets followed. >> the discussions were taken out of context and what we've seen as a reaction to a training exercise that really was just that. >> reporter: the coast guard says no shots were fired ant the president was not in the area. but the confusion sent fbi

exambling to the scene and suspended flights at the nearby national airport. >> don't think our commander saw any reason not to train today. >> reporter: but relatives of the september 11th victims were outraged that this day was chosen as a drill. earlier this year a presidential plane flew low over manhattan for a photo shoot, prompting many to think the city was under attack. >> it was a mistake, as was stated. it was something we found out about along with all of you. and it will not happen again. >> reporter: the coast guard said they are reviewing procedures which includes not notifying other law enforcement agencies of drills. in a statement cnn defends it's decision to report the story. when the organization called the coast guard, they say a spokesperson said command post knew nothing of activity on the river. abc news washington. here in baltimore, hundreds took to the streets to pay

tribute to the victims of 9/11. it's the one to remember. people braved the rain and the cold to run the 5-k race. it started in front of city hall. this is the 6th year for the run. theresa has participated since the very beginning. she remembers where she was the day of the terror attack. >> i remember when it was 9/11 and how it affected everybody where i work. i worked at good samaritan hospital and how the news came over the department and it was unbelievable and my sister and brother-in-law and my father were all baltimore city police officers so i thought i should come out and race. >> the proceeds go to the police and fire department. john leopold has asked for two steel beams to create a memorial for those that lost their lives in the line of duty as well as lives lost on 9/11. the port authority of new york is releasing materials from the world trade center to towns

rape, assault and kidnapping into and tonight baltimore police are looking for a suspect after a man was shot in irving avenue around 2:00 this morning. he was rushed to the hospital and later died. and now the latest on the swine flu. scientists battling the swine flu reported a lucky break today. new studies find that the vaccine being tested against the virus is even more affective than researchers first thought. the government says two separate clinical trials show people need half the number of shots originally predicted. now it's a welcome and unexpected result for vaccines expected to begin in mid- october. it takes affect as soon as eight days after you receive the shot. the centers for disease control and presense say the h1n1 flu is active in all 50 states and very unusual for this time of year and college campuses are hit especially hard. there are 60 diagnosed cases at the university of minnesota. >> it's scary as i sit in

classes and think about who i interact with. >> the government says seasonal flu shots are still very important with vaccines available right now for that. the new vaccines apply only to adults. trials with children and pregnant women are still underway with results expected late next month. the state has set aside las vegas $95 million for intersection improvement near aberdeen, fort mead and the national naval center but we may need to spend more money. a study says maryland could need another $470 million to complete transportation projects. the study looked at the impact of brack and found it's going to significantly increase traffic congestion. general motors could be restoring white-collar pay cuts made earlier this year. company cut executive level pay by 10%, manager pay by 7%, and most other salaries by 5% as it

and give you the live shot because we parked in a neighbor's driveway. they were nice enough to let us park because we're clear of any overhead danger. and let me show you why this road is closed. it's pretty obvious. look at that huge pool of water. crews are telling us at its worst, 10 inches deep of water. if you take a look down reston road you can see a car making a u-turn. there is a detour. crews are not letting you come through. and you can imagine, this is really creating a traffic nightmare for folks who are trying to get home on a rainy friday afternoon as we were heading down bell owna avenue, there was no sign that circle road was closed. of course we knew that information. we headed down, made that turn off bellonna avenue toward circle road only to find that

the road was blocked at circle road. so you have folks making that turn off of bellonna avenue, thinking they can drive through ruckston only to find the street is blocked off and it's causing a nightmare. have you trucks and cars making a u-turn on a very windy and narrow two-lane road. so folks out there, be careful and be advised that when you're driving down bellonna avenue you cannot come through ruckston road between circle road and elingham. and neighbors are tells us this water has receded some, however the road is closed until the water subsides. we'll keep you updates as to what it looks like out here as we learn more about the situation. for now we are live in ruckston. delia goncalves, abc 2 news.

for chesapeake bay. i have a feel they'll drop that warning. and so i would assume it would go away very quickly as the system moves away from the region. tomorrow on saturday, your tights at fort mchenne. our winds from the north at 8- 14 miles per hour. sun comes up at 6:45 and set at 7:19. temperatures across the area right now, definitely a cool day. 60 right now in new york. 62 in hagerstown. down at pax river, 66. charlottesville got to 69 because they're out of the clouds and the rainfall. ocean city saw 71. 63 in dover and right now in atlantic city, 65 and rain. tropical storm fred continues to meander around the north atlantic. with winds of 70 miles per hour, not a big deal at this point in time. just becoming a disorganized area of low pressure but we'll continue to monitor fred. in the meantime, let's see what is going on with this area of low pressure that started out over the weekend down off of

cape hatteras. this thing would normally move quickly across the region, however as you can see it's taking it's sweet old time throughout the day bringing heavy amounts of rainfall to the area. some places as much as three inches. most places have gotten about a half inch to three quarters of an inch. we'll show you the rainfall from our storm weather in a second. but the system is making it's way toward the north bringing heavy rain to northern pennsylvania and the finger area of new york. now on the larger picture, once the system gets out of here, some pretty decent weather sliding in. tomorrow we'll see cloudy skies around as we gradually move away. but there is a chance tomorrow afternoon we could see a pop-up shower across the area. right now the shower is in the process of falling apart and again the flash flood warning in affect until 8:30 for

a look at news around the nation takes us to pennsylvania where two men stole an atm from a hospital and as you can see it was caught on tape. now the bold robbery happened at the delaware county memorial hospital. armed with a clip board and a dolly, the men stole the atm filled with $96,000 in cash from the hospital's cafe.

the robbery happened right in front of hospital staff and visitors. >> they were sophisticated enough to know when they cut the wires to take its machine out that whatever sequence they cut, the alarm didn't go off, the thieves took the 800-pound atm machine in a can and drive off. the van was reportedly stolen was later found in philadelphia burned with money emptied from the atm. police are still looking for the suspects. if you're trying to get rid of geese, you should call the geese police. dave marks found the secret weapon in his border collie which uses a wolf-like glance to get the foul in line. while working as a golf course superintendent mark saw the damage that wild geese can leave behind. mark says his dog duff doesn't chase or bite, he just gives them the mean stare. coming up, a soldier injured in iraq gets a chance

we've been talking about it for a few days and it is here. it has been raining steadily almost the entire day. good evening. i'm kelly swoope. the big question is will the weekend be a washout. norm is in the storm center with a look at your first forecast. >> before we get to the weekend, we have to finish out this evening and as you can see, we have a flash flood warning in affect for baltimore county and harford county because of all the rainfall. some places around the region have got an as much as 3.75 inches and some places have only gotten an inch or 1.25 and some maces less than an edge. but if you were near the heavy downpour, you know you got some rain. the powerful radar shows the system as it is gradually weakening, moving away from the region. but we still have shower activity that will affect us for the next couple of hours. yo
