couple of hours, cloudy skies, scattered showers, temperatures will hold in the 60s. but the grand plan is that the showers are gradually coming to an end. we'll tell you about it and we'll talk about the weekend that kelly was so anxious to find out about coming up in a few minutes. >> thanks, north. the flooding has forced police to shut down ruckston road between circle avenue. we are live in rucks ton with the latest on the weather. still getting wet out there, delia? >> reporter: it is still wet. but there is good news. between circle drive and elingham avenue that is shut down, there is good news. take a look down here. you can see the sediment left behind here, there is a clear line and it shows just how far this water has receded. and in fact, i can tell you in the last ten minutes, when we were first going over and noticing this line of sediment here, it's really gone down

another foot or so. so it's moving quickly. however not that quickly. the road is still going to be closed and there is still a huge puddle. at the worst it was about 10 inches deep and as we said, it is starting to recede. you can see some bits of grass at this point, so that is some good news. a lot of neighbors say their very used to this. this happens at least once a year we're told. and it's not the worst that they have seen. however it is still bad enough that crews have shut down this road. they have shut down this road starting at this end, elingham avenue, and then the opposite end at circle drive. there is a problem we have to tell you about. because as we noticed when we were driving down, the height of the evening rush hour, there is no road block on bellonna avenue and folks are thinking they can drive right through and then are forced to make a u- turn on a very busy, windy road, a pharoah road as well. so keep that in mind as you're heading home. the commute is going to be a

rainy one and probably a long one. you'll have to detour around ruxton road between circle drive and elingham avenue. we're live in ruxton. abc 2 news. cash strapped cities like taneytown could jeopardize safety on their roads. >> road construction through taneytown has a detour past public schools and on average police are issuing 3 speeding tickets per day. >> the cops do a good job at stalling it through here. >> and a speed camera could free officers to patrol elsewhere. >> safetywise i think it's a good thing. >> a new law in maryland would allow the city to place cameras

there. like many local governments here in maryland, state budget cuts are being felt here and the speed cameras is one of the only mechanisms annapolis has given it to raise some money. >> the cuts we got from the state are $300,000. our budget is about $3.5 million so it's a fairly big cut. >> that represents about $40 for each of the city's 7500 residents. or about 1 automatic speeding ticket apiece. but in addition to the dollars, city leaders want to make sure the cameras make good sense. >> unless we're doing it for safety reasons, we're not going to do it. we won't do it for revenue or make it a revenue source. >> reporter: a new law would ticket motorists traveling more than 12 miles per hour over the speed limit and would result $40 fine. but now the police warn those 5 over and ticket those 10 over.

some nfl game this is season. a tv signal. the economy is hurting ticket sales and that's leaving many fans out of the picture. >> reporter: the jacksonville jaguars have yet to play a regular season game and already their season is getting off to a rocky start. their struggle to fill the stadium could lead to nfl blackouts. to show a game on tv, in its home market, a team must sell out at least 72 hours in advance. a tough play to pull off in a struggling economy. >> there is a reason that the league feels at this point in time that up to 20% of all game this is year could be blacked out in their local markets. >> its recession has forced fans of all teams to make some difficult game-day decisions. case in point, the arizona cardinals. even playing in the superbowl last year didn't keep them from struggling to sell enough seats to the opening game. >> it sends a message to the rest of the league that any
