the president's reversal of a bush plan to build a missile defense shield in eastern europe. >> he says there's a better way to protect the u.s. from a nuclear iran. john hendren is live in washington with details of the plan and the controversy. good morning, john. >> reporter: good morning, vinita. the obama administration announced a dramatic shift in missile defense policy. and some say it makes the u.s. more vulnerable to attack. president obama is abandoning a bush-era missile defense plan in poland and the czech republic. the administration's policy comes as the international atomic energy agency, concluded in a recent report, that iran has the ability to make a nuclear bomb. >> iran is developing nuclear capacity. at a fairly rapid clip. they have been doing so for quite some time. >> reporter: instead of focusing on long-range missiles that could strike the u.s., the obama administration is now focused on shorter-range missiles that

could strike u.s. allies. the new policy marks a reversal of a bush administration policy that irked russia. >> in russia, it will be seen as a victory. it will be seen as a russian victory in poland. >> reporter: ship-based and mobile land missiles will replace those intended for eastern europe. but republicans call it a cave-in to russian pressure. >> this ill-advised decision, does little more than power russia. and iran, at the expense of our european allies. >> reporter: some worried that the threat of iranian missiles striking the u.s. could still be very real. >> how many times have the, quote, intelligence estimates been wrong? dating back to an and including the cold war. as many times as they've been right. >> reporter: the obama administration says it's not abandoning missile defense, just updating it. and there's still time to defend against a long-range weapon

against the u.s., if iran develops one. >> john hendren live for us in washington. thanks. in connecticut, the former lab tech accused of killing annie le, wakes up in a maximum security prison this morning. co-workers told police that clark was a control freak, who viewed the lab as his territory. with more on what led to his arrest, here's our david muir. >> reporter: just after 8:00, fbi agents raced up the back stifrs this motel 8 in cromwell, connecticut. they were headed for room 218, where raymond clark spent the night with his father. the arrest came just 24 hours after police obtained dna samples from clark. clark was then arraigned for murder. >> 24 years of age, of middleton, connecticut, was arrested at a motel in cromwell, connecticut. >> reporter: authorities began zeroing in on clark, after

studying 70 surveillance cameras and 300 pieces of evidence. among the most crucial, abc news has learned, are the access cards, used to get into that building and from room-to-room. the hard ford coroner is reporting that annie le swiped her way into a separate room. her card was never used again. abc news has also learned he was in and out of that building ten times or more in the hours surrounding her disappearance. and sources tell us there were e-mails or text messages between clark and le. that clark at one point complained to le of the condition of the mice cages in the lab. that they had been left dirty. it was his job as technician to clean them. in those text messages, he suggested the two of them meet. the police chief reiterated he does not believe that annie le oar raymond clark had any kind of romantic relationship. he described the relationship this way. she's a ph.d. candidate, he, a lab technician. and the two of them would pass in the hallways.

david muir, abc news, new haven, connecticut. and coming up on "good morning america," who is ray clark? we sit down with his friends for exclusive insight. police in northern california may have uncovered new evidence on the property of phillip garrido. he's the man accused of kidnapping jaycee dugard and holding her captive for 18 years. now, cadaver dogs have picked up the scent of what could be human remains. >> reporter: investigators brought in six cadaver-sniffing dogs. and said that two of them hit on the same place in phillip garrido's yard. one of then tentatively. the other more certain. >> one of the dogs gave an indication in one of the areas of the garrido residence. we brought in a second dog. and he also indicated on that particular part of the property. >> reporter: they say they're going to bring in a second set of dogs that are trained to sniff more older sets of bones. otherwise, they have searched on their knees. they've used bulldozers.

they've used chain saws. they've hauled away trookloads of junk. >> they have equipment. and on this property, they're getting a look 20 feet down. >> reporter: they've use ground-penetrating radar, which they're going toe use more. they say, in the next day or so, they will stop over the weekend. but they will continue. and eventually, they will dig in that spot where the dogs hit. this investigation and the search is likely to go on for several more days. brian rooney, abc news, antioch, california. and newly-released photos show conditions on the inside of the garrido house may be more deplorable and unsafe on the outside. every room is piled high with trash, enough to fill three truckloads so far. building inspectors have declared the house a public nuisance. well, the president's most powerful ally takes up his issue of health care reform today. michelle obama talks about how lack of insurance coverage affects women and families. yesterday, the president dook

his reform message to young people, on the university of maryland campus. he told thousands of cheering students that congress has to resist scare tactics and get the job done. ted kennedy's vacant senate seat is closer to being filled. the massachusetts house of representatives, approved a bill, allowing the governor an interim candidate to fill the former seat. the bill needs to pass the senate next. president obama has awarded his first medal of honor. the parents of army sergeant jared monti, accepted the award on their son's behavior. sergeant monti died in afghanistan, trying to save a fellow soldier. his patrol officer called monti's actions, the bravest thing he'd ever seen a soldier do. stormy across the south for the sixth-straight day. heavy rain and flooding in more than half a dozen states from texas to florida today. isolated showers in northern new england. and showers and thunderstorms in the southern rockies. but mostly sunny and hot for the

overseas stock markets are mostly lower this morning. tokyo's nikkei average fell 0.7% today. hong kong's hang seng is lower. in london, the ftse was little changed at the open. wall street starts the day with the dow at 9783, after slipping nearly 8 points yesterday. the nasdaq lost 6 points to close at 2126. the federal reserve is working on a new proposal to limit wall street pay. according to "the wall street journal," the rules under consideration would put the fed in charge of pay for everyone from executives to loan officers, at thousands of banks. regulators would be able to limit pay if it encourages employees to take too much risk. a final proposal is still weeks away. but it would not require congressional approval. well, for the first time in two years, american households grew wealthier last quarter.

net worth increased by $2 trillion, ending the longest stretch of quarterly declines on record. most of that was thanks to the rebounding stock market. still, many experts think it will take up to four years for our wealth to get to where it was before the recession. one of convicted swindler madoff's homes has been sold. his hampton beach house is now under contract for more than the $8.4 million asking price. the home was only on the market for two weeks. his manhattan penthouse and florida home are still on the block. the money goes to repaying the victims of madoff's mazive fraud. coca-cola has held on to its top spot of the world's most valuable brand. coca-cola has ranked number one since the report started in 2000. the brand is now worth nearly $69 billion. ibm held steady at number two. microsoft, general electric, and nokia, rounded out the top five. in today's "usa today" tech report, printing without a pc.

hewlett-packard is releasing a printer that lets you print things like maps and movie tickets off the web, without using a computer. welcome back. these are the latest headlines from abc news. russia is welcoming a major change in u.s. defense policy. president obama is reversing bush-era plans to put an anti-missile shield in eastern europe. the lab tick charged with killing grad student, annie le, has been moved to a maximum security prison. co-workers described raymond clark as a control freak. police cadaver dogs will be back to search the property of phillip garrido today. the home may hold evidence in two other kidnapping cases. former vice president, dick cheney, is recovering from elective back surgery in washington. cheney had the operation yesterday to relieve lower back pain. cheney has a history of health problems. four heart attacks, angioplasties and quadruple bypass surgery.

a former kentucky high school football coach has been cleared of charges in a landmark case. he was accused of causing a death of a 15-year-old player, by ordering a strenuous workout on a hot, summer day. eric horng reports from louisville. >> reporter: it was on a 94-degree day last summer, that stinson, angry after a lackluster practice, ordered his team to run sprints. >> a child died on a football field. he was run to death. he needed a break. >> reporter: witnesses testified players were vomiting and crying, as the coach hurled insults, pressuring the boys to keep running. >> was this a boot camp? was this the nfl? what lessons was he teaching these kids? >> reporter: two players collapsed. one of them gilpin. his temperature topping 109 degrees. shocking, even to his doctors. >> as a heat-related illness, he's the most critical patient i've ever seen. >> reporter: gilpin died three

much of an allowance michael jackson's mother and children will be getting from his estate. court records released yesterday show nearly $87,000 will go to katherine jackson and her three grandchildren, every month. that's $60,000 for the kids and the rest for his mom. the money will cover the children's care givers, a housekeeper, a driver and other expenses. the cbs soap opera "guiding light," is fading for good. the final episode of the daytime drama will air today.
