this morning. >> here now with our weather, justin berk. >> we look at headlines once again. we expect to have a warm day. it'll be a day that looks like it's getting worse. clouds thicken up throughout the day. high thin cloud deck when you get to see that sun this morning. fading behind the clouds this afternoon. daylight hours stay dry, but falling temperatures with that rainfall during the day on friday. so let's check it out this morning. we start off at 42 degrees, bel air elementary school. not a bad start to the day considering the average has us down in the 30s. 41 officially in baltimore. 35 spot up towards york, pennsylvania. near 40 this morning. up to 67 but thickening clouds this afternoon. rain again arriving this evening. let's see what's happening on the roads now. 5:30 on the clock. >> as we head out to the roadways, weather is good today.

traffic seems to be good so far. we'll take a look at the cameras. traffic building on the outer loop. also building on padonia road, 695, traffic is flowing freely on southbound 85. drive carefully. here's megan and jamie. >> baltimore city police are still investigating sunday's deadly shooting of comcast worker carlos williams. family and friends gathered here last night for a candlelight vigil on the corner where he was murdered. williams had a passion for helping us. he would take the shirt off his back to help someone else. a recovery program was founded by williams. >> he'd be wanting me to move on. he'd want me to keep on being the man i'm supposed to be. >> police say williams was inside his company van around

6:00 on sunday morning on boone street in east baltimore. three people approached, one shot him. no arrests have been made in this case. >> it's crimes like these in baltimore city that have governor o'malley saying he wants to prevent crime in neighborhoods across our state. today he's inviting community leaders for a crime control and prevention summit in sykesville. sherrie johnson has more. >> reporter: the crime prevention summit will provide information on good crime initiatives that would worked in the past. $200,000 is available under the crime control and prevention program. here's what the governor says about that program, these grants

pervez musharraf national a -- parafanalia inside. how about this surprise for thousands of drivers in california. a small plane having engine trouble landed right in the northbound lanes at the height of rush hour yesterday. >> we had people who did a good job of recognizing there was a problem and managed to slow down. >> the pilot wasn't hurt and the plane didn't get any injuries either. traffic was backed up for at least five miles as police worked to get the plane off the road. investigators in georgia are no longer seeking dna evidence from pittsburgh steelers quarterback ben roethlisberger. roethlisberger's attorney says investigators withdrew their request a week ago, but gave no reason why. a 20-year-old woman claims she was sexually assaulted by the

changes we have underway. little storm system approaching the area. may be stronger than earlier seen. just a hint of active spring weather pattern that is taken off all of energy in the atmosphere we've had. we start off this morning with clear to partly cloudy sky. 45 easton. 41 baltimore. 45 towards hagerstown. overall, we expect to have that sun and that sun itself will be slipping through a high thin cloud deck. milky white shade to the sky. will gradually fade behind increasing clouds through the afternoon. 67 degrees for our two-degree guarantee. we'll slip through low 60s by this evening. rain arriving just after sunset. 7:30, 8:00 for first wind drops to move into the area. >> thank you very much. we're heading out to the roads. everybody's heading to work this morning. 695 at harford road, we'll check your drive times as well.

we're back with you at 5:44. we don't know what $121 million looks like, but we know what a firehouse closing looks like. >> and we know what it looks like to lay off police and firefighters. linda sow joins us live from city hall. linda, good morning. >> reporter: the mayor has made it very clear, these are going to be painful cuts, but cuts that are necessary to balance the books. the police and fire departments make up about half of the city's budget. the mayor's proposal includes laying off about 200 cops and 100 firefighters, more than half the city's rec centers would

also close. the city's bulk trash pick-up would be no more. >> it's a tough time for the city, but everybody has a responsibility to step up to the plate and volunteer more with the neighborhood association. >> reporter: now we should learn more about the proposed budget cuts at the next council meeting. what will stay and what will go. that meeting is set for april 12th. live at city hall, linda sow, abc2 news. the maryland senate has approved the $13 billion budget and budget reconciliation bill. the state senators cut $120 million from governor o'malley's proposal. >> one bill expected to easily pass the house, ban on talking on your cell phone while driving. you'll have to use a hands free device. drivers will pay a fine if talking behind the wheel of a

car. public works postponed a vote on an $800 million contract for our state. comptroller peter franchot says there's no money allocated for it. remember, the state is expecting a big return on the investment. the comptroller pointed out that only two of five potential slot locations are set to be operational this year. they'd need only about 2200 machines between them. well how would you like to hang a little harmony next to your humus? >> a cappella by arugula. i love it. shoppers inside the whole foods in harbor east were treated to a music performance by vocal young artists of washington opera. take a listen. >> let people know you don't have to be in a stuffy opera house. it doesn't have to be sort of

clouds will thicken up. watch this spin and roll through arkansas. the lower mississippi valley. basically we'll be watching that particular storm tap into more moisture from the gulf of mexico. that actually charges the storm up, gives us a little more moisture than expected. we should get at least a half inch of rain out of this. because we have saturated soil, i know the stuff is going into the ground. farmers will have an interest on this one. the storm will be rotating through tonight. try to pull out of here by tomorrow afternoon. it'll leave cold air in its way. check out the clouds that'll be thickening up throughout the day. rainfall will hold off until after sunset, just after 7:00. there's the rain on our doorstep in western maryland and western pennsylvania. moves through overnight. it'll be heavy towards daybreak. 6:00 tomorrow, there's our plot, pretty hefty rains around central southern maryland. the good news here is that most of the rain would have fallen by the time many of you wake up or

the word is out. according to our sister station, wjla reporting that bob ehrlich will announce his candidacy for governor. he'll have another event in his hometown of arbutus. a pediatrician accused of molesting more than 100 of his patients has pled not guilty to more than 470 criminal charges. dr. early bradley entered the plea in sussex county in delaware. he's being held on $2.9 million bail. those seen on videotapes were taken from bradley's home. nothing democratic about this process of violence. ten members of congress have reported some sort of threat because they supported the

health care bill. a baby elephant that zookeepers thought died during labor has been blessed by thai monks in australia. it was born with a weak heart. keepers thought the elephant wasn't going to make it, but it turns out he did. australia's prime minister invited several monks to come to the ceremony. about 10,000 people witnessed the ceremony as they renamed the calf from mr. shuffles to miracle. >> there you go. all right, well he wanted to play hoops, but then a game of basketball turned into a medical emergency. >> really nice guy in general. >> family and friends want to know what caused an annapolis high school student to collapse during a basketball game. she became octo-mom, now she's become a supporter of peta, but she's posting this
