is video on youtube. it was all but forgotten into this morning when he was served a warrant and now faces a charge of illegal monitoring with his helmet camera. >> police showed up at my house and they come in and take all of my computers, they took two computers and two laptops and my camera, and they were going to arrest me. >> he had been recording this trooper. audibly without his consent. this information was taken to the state's attorney office in harford county. the state's attorney office reviewed the information. >> reporter: state police believe they have a case. in maryland, you cannot record someone audibly without them knowing. it is a felony. but graber argues it was obvious and points to this picture of the camera on top of his helmet. a common practice, he says, with riders. >> get off the motorcycle. >> reporter: either way graber believes the officer was too aggressive in pulling his gun, a

move that police say was precipitated by the motorcycle backing up creating a fear for the officer. >> when he saw the situation was under control, he put the gun away and never pointed it at the individual. >> reporter: state police point to the marked car behind graber saying he knew what was happening. graber disagrees and says this stop was bogus. graber was not arrested today because of ongoing medical issues. he has hired an attorney and says he will fight the charge. this happened at 12:30 this morning, charles bowman was shot inside the yao brothers. we're told the vietnam veteran cass getting food on his way to work as a security guard at the afro-american newspaper. two people came into the police

and attempted to rob it and killed the 72-year-old man. >> the suspect made off with $13 they made inside the carryout and fled. we have 19 detectives from homicide, northern district, knocking on doors and talking to people in the area trying to ask for any information that may be of use to the case. >> if you have any information you're asked to call metro crime stoppers at 1-866-7-lockup. baltimore has filed a new complaint against wells fargo. the lawsuit claims the practices caused the city millions of dollars because emergency crews were forced to deal with the damages to vacant properties due to foreclosures. it details how much property tax money was lost for the city. wells fargo says the case has no merit. the water is back on in baltimore county. we're told the entire area from lake avenue to parts of sparks,

false road, to old harper road have service again. but there are some things to keep in mind. you want to make sure you run the faucet for a few minutes until the water becomes clear and you do not need to boil your water before drinking it, most importantly, remember to conserve the water. an interesting day here across maryland. temperatures back into the 80s, at least but not quite as hot, but the big-time cold air marching into western maryland spawning off severe thunderstorms. you can see the line of showers and storms out toward the frederick area right now. and here's our severe thunderstorm warnings basically for frederick and carroll county. also possibly for howard county in short order here. i have to tell you, the most impressive part of this storm is well off to the north of the warning area here, you can see it if i do a 3d tilt. that line as you go up towards pennsylvania, toward harrisburg, that's a more beefy, impressive looking line. some of these storms could end

up being pretty impressive as they come through the baltimore area overnight tonight. again, this evening down in the 70s, cloudy, windy conditions, thunderstorms to the west, moving in our area overnight tonight. we'll talk more about it, also how the weekend shapes up. much cooler. all of that coming up. car insurance premiums could go up for thousands of drivers who carry minimum coverage. a bill on its way to governor o'malley will increase basic coverage levels. roosevelt leftwich joins us with the latest. >> reporter: it could raise pr premiums by as much as $300 a year. opponents say it will help lawyers. the bill would raise coverage levels from $20,000 per person to $40,000 per crash to 30,000 per person and $60,000 per crash. in many cases, the maximum isn't enough to pay a victim's medical

bills and hospitals get stuck with unpaid bills. opponents say this is nothing but an attempt by trial lawyers to get more money. they say the higher premium costs would force many to drop insurance altogether. >> i think it's a very good a lot more people would be insured completely. there's -- uninsured completely. >> minimal coverage that was passed in 1972 is not enough. if you get in a car accident and someone is injured, shock trauma bill alone is $7,000 plus, okay? this is a bill about protecting victims. >> now, opponents, which include republicans and some democrats, are asking the governor not to sign the bill. the proposed bill while using cell phones while driving is moving ahead for a vote.

they believe it will win approval in the general assembly session which ends on monday. it would ban using a hand held cell phone as a secondary offense. but there is an exception for using a cell phone while you are stopped at a red light. that's not the only measure before state lawmakers affecting drivers. >> we'll know more tomorrow, but a bill that it looks as if there is a decent chance that the legislature will pass for the first time ever. having dealt with it for almost 10 years now, a law to require cell phones to be hands-free. >> keep you posted on what happens. eight passengers were injured when a car was hit by a train. by next week the mayor says

she plans to have an alternative plan to save the deep cuts to police and fire. last month they announced a $121 million budget shortfall. as part of that the police and fire departments faced huge cuts, but the mayor says she has an alternative plan. >> we didn't create this problem. but we certainly have to solve it. now more than ever city government must tighten its belts and get more value out of every single tax dollar. >> the details of the mayor's alternative budget will be released by monday. well, another push tonight to get the word out about the importance of the 2010 census. congressional seats are handed out depending on a state's population, along with billions of dollars in federal funding. april 1st was the informal deadline to mail back your form to the government. the latest numbers out are a big troubling. >> only 56% at last count of the baltimore city households are

filled out the forms and mailed them back. >> if everyone nationwide mails in their form, the government says it would also save $1.35 billion, money they wouldn't have to spend on door-to-door census takers. from navy imposter from columbia gets 10 days in jail. he was prosecuted under the stolen valor act. he is arrested in august when he bought medals and ribbons, even though he is not in the military. investigators are trying to pinpoint what caused a fire that sent three people to the hospital. a firefighter suffered burns on his hands and other injuries while fighting the house fire on liberty heights avenue last night. he fell from the second floor of the apartment while helping to put out the fire. two women were also taken to the hospital with injuries ranging from second degree burns to

warnings have been cancelled for our maryland counties. if you head toward york, up 83 on your commute or toward chambersburg, the alert is still on. you can see right now, things are generally clear here in baltimore but there is more activity off to the west. this is the leading edge of that cool front that's going to drop the temperatures tonight spawning heavier storms on i-70 back towards hagerstown. things look light to moderate. showers out this way. with the heavier thunderstorms up toward carlisle in pennsylvania. so we'll be keeping an eye on it because the storms could pick back up in intensity. we captured cool photography. hagerstown, earlier this afternoon, boom, that line of showers and storms. temperatures dropping big-time out that way right now. middletown out in frederick county, watch carefully here as the skies darken a bit as the

line approaches. one last cool shot, clouds thickening up and looking stormy here as we go into just about the last 30 minutes. so, that's kind of what's headed toward baltimore. right now we have just a beautiful conditions, still some sailing going on. a lot of wind. that guy is flying, probably. southwest winds at 18 but gusting higher than that. 81 degrees right now. and by the way, our average temperature is still down in the low 60s this time of year. so 84 now, not as hot as the last few days, but above average. that was four forecast today so our two degree weather winner, david flower, congratulations to you. we're feeling the gusty winds. this line of showers will be pushing in out of the west. the cool air is pumping in. 46 at deep creek lake. here's that line of showers and storms. that will be coming through later this evening right here through the baltimore area.
