maryland state police continued to investigate him. bart lisa pastor of this small church in chester town and licensed foster parent. he is charged with continued sexual assault and sodomy against early teen boy originally put in his foster care. a boy, police say, he eventually adopted in 2008. while this may be the first sexual offense on his record he is no stranger to the system. quick look of his record you'll see a retraining order taken out against him. same charge from the same wife in 2005. it is in the court document where his ex-wife filed another domestic violence case against him in north carolina where she was staying in a batter women's shelter. his history points to a question. how was he licensed to become a foster parent in the state of maryland. state police say he did it

through a private agency called arrow child and family ministries. they have a baltimore offers but referred us to the state department of human resources who regulates the foster and adoption programs. they refused on-camera interview saying they could not address the details of the case but said potential foster parents go through two criminal background checks and home visits to recertify foster parents. they say quote, in 2006 after a full background check consistent with procedures and regulations, arrow child and family ministries certified mr. bartly to be a foster parent. from the records reviewed in the case, regarding his foster parent certification it appears the procedures were followed. two children were taken out of his home placed in other foster homes. both children now are offered extensive counseling. in baltimore brian keebler abc

for sex. tonight howard county police are calling their prostitution operation a success. stings took place near whisky bottom road. female officers in plain clothes worked undercover in areas targeted by people who complained of seeing activity. police went there to see if they were approached and offered money for sex. 26 men were arrested. there were fewer bootleg cigarettes heading to new york tonight thanks to the comptroller's offers. last night they stopped a honda odyssey. they found 4700 packs of illegal cigarettes. two men from new york were arrested. now they face felony transport charges. if convicted they face two years in jail and $235,000 fine. 28 mount st. mary's students and professor will be on a plane after ash from a
