10:10:30 in a two-story duplex in kay tonsville. a neighbor saw flames and called 911. one person was taken to st. agnes for minor injuries. baltimore police union has unveiled another billboard targeting city hall pension channels. the billboard reads baltimore police and firefighters stand by our oath to protect you and your families despite city hall turning its become on us. the billboard is in downtown baltimore on the east side of interstate 83 south. changes in the pension system were fit into place last month. the unions have filed a suit in federal court to challenge legality of those changes. the police union's billboard red welcome to baltimore home to a mayor and city council who turned their backs on police and firefighters and gained huge public attention. annapolis budget isn't looking so bright for the new year. according to the annapolis capital. the city will be more than $200,000 in the hole by the

start of 2011. the city would move to find some way to pay its bills until revenue begins arriving later in january. mayor joshua cohen and the city council slashed millions from the city's budget back in june. the government's point person on the gulf oil spill says the well that blew out will soon be permanently sealed nearly five months after the deadly rig explosion. national incident commander thad allen said the relief well is expected to intersect with the blown out well within 24 hours. mud and cement will then be pumped in which is expected to seal the blown out well within four days. meanwhile monitoring of the oil that remains the gulf continues. the explosion back in april killed 11 workers and led to 206 million gallons of oil spewing from bp's undersea well. closer to home the u. s. geological survey that new

and overall development. here's dr. timothy johnson. >> reporter: more than 12 million american children under 6 years old attend child care or preschool programs. amy multi-st center found low income children ha attended well structured child care centers were less likely to get in fights and break rules in their later childhood years. researchers evaluated children ages 2 to 4, then again when they were 7 to 11. the children were involved in early education programs in the community, including daycares, head start and home based programs. the high quality care showed particular improvement in boys and african-american children. formal daycare centers typically had more educated providers, and higher developmental qualities unlike many home centers that have smaller group sizes and lower child adult ratios. researchers say the study demonstrates the effects of
