winner and loser in every ball game it's not a reflection on either team someone has to win and someone has to lose at the end of the game you shake hands you say good game and move forward. my hand is out and extended to joe. when we meet in person . >> he will face kenneth holt in november. early voting got its first test this primary and overall the reviews are good. the state board of election says things went smoothly but costs are being added. >> reporter: voting may be a hard fought privilege but it costs money to dot. early voting adds to those costs. with such a low turn out for this primary some wonder if the costs will eventually outweigh the need. it is said that the price of democracy isn't cheap and for this year's early voting primary in maryland it cost the state and counties more than 3 million bucks. overall the state says the

early voting went well with few glitches in all the state's 24 counties even though the turnout was slow dismal in some counties it did work. >> we're interested in the process and making sure the process we spent the money that was necessary to make sure the process worked well and i think it proved it was everything did go smoothly. the numbers are what they are. and i think each year that we do it will probably increase as people learn more about it. >> reporter: goldstein says limit estimates show early voting costs more than $3.4 million in state and local cost. the state spent more than a half million dollars most of the costs however fell into the county's lap more than $2.8 million. the county's costs covered a wide range with the bulk of the cost coming from election judge pay $1.1 million. signs commercials $646,000 to things like overtime foreperson nell, more than $480,000.

baltimore. it happened around 3:30 this afternoon in a shopping center off lock raven boulevard in northern parkway. police say that an armed security guard saw two men trying to rob the store. the suspects then fled through the parking lot where the security guard opened fire. >> hear gun shots and we all turn around and look and it looks fine and saw people running down the hill. >> as coaches and human beings make sure the kids are safe, things happen in society today. we got the kids safe where they belong. >> one man was caught around the corner and the other suspect is still on the loose. mercy high school was placed on lockdown for a short time this afternoon but students have since been given the all clear to leave. a fourth witness has taken the stand in the murder trial of former baltimore city councilman ken harris. jazz club owner keith covington testified that harris disobeyed the gunman's demands to step back inside the club. instead he tried to get into

his car but was shot and killed. harris's female companion testified monday that she was cut by flying glass but was otherwise unhurt. jerome williams charles mcgain he and collins are accused of killing harris two years ago. tonight police are trying to determine how a body end up near a schooling in howard county. a jogger who was out for a morning run discovered the body near long reach high school in columbia. the person called 911 to alert police. investigators are still working to identify the body. baltimore's police union continues to let people know exactly how they feel about all the city's pension changes. the most recent billboard reads, baltimore police and firefighters stand by an oath to protect you and your family despite city hall turning its back on us. it is on the east side of
