he is always the guy that passes out. we have got our safes look at the weather that is not your best but we have ourselves wet weather moving out of here. the rain is in new jersey new york and heading towards new england. but it's improving here in maryland. we still have high water and a flood warning that takes us until 9:45. we are watching the high tide in baltimore. that's fort mchen hnry listed at 12:44. but the low tide is in over two hours. that's good news because the water recedes and the winds are helping to push the water out and drain down the chesapeake bay. how about record rain. bwi clocked atta daley total of 6.02 inches a record for the 30th of september. and one of the highest marks we have had in any september day. and but that is the reason why we have the flood warning. we are expecting clearing and breezy conditions for the day as skies should turn partly cloudy to mostly sunny with the afternoon high reaching 71. we will turn cooler over the weekend. and there may be more rain rolling in on sunday.

we will talk about it in a bit. kim has look at traffic. >> reporter: we are work three accidents this morning. one in mayorotsville at route 32 and frederick road and another in notingham a vehicle has run off the roadway-third 795 southbound at owens mills block the left shoulder. here we are on the beltway at harford roads, traffic is building on the outer loop lanes. very minor delays hardly any at this time. 695 looks good all around the stretch and look at our drive times, we have a 695 five minutes and 95 southbound 3 to 4 minute ride from white marsh on down. no problems on the top side on the 83. still dealing with lots of intersection closed because of high watt erin flooding around baltimore county and downed trees in baltimore city and anne arundel county having problem. now back to you. >> thanks. water front tavern in fells

point the concern after yesterday it was going to be in the water. that didn't happen but the fells point festival is happening this weekend and people want to know how wet will the streets be. here's linda so live in fells point with more. >> reporter: hey, i think we will be pretty safe for that festival. i've got good news for you this morning. when we got here about two hours ago, the water was almost up to the cones. now you can see it's recede. the water recede quickly after high tide. so it looks like the festival will be a go. people really won't have to deal with a lot of flooding in the area. let me show you video shot overnight. it was shot at around 1 this morning during high tide. all in all, flooding could have been a lot worse. of course you still dealing with some minor flooding in some streets. but the good news is the rain has stopped. and same street here in the fells point area was not built to handle more that are four inches but that's what we got. cars were towed and people were finding other ways to get around. it had the mayor warning warning people to use common sense and don't walk or drive through

deep puddles. so, again, even thoan the tho the rain stopped, you might be dealing with standing water in areas. here at thames and wolf street in fells point the water receded and you see the puddles over there. it looks like the street may be open later this morning. but just keep in mind that there are -- there was flooding in other parts of the area. so you may come upon road detours this morning just keep that in mind as you are out and about. live in fells point, lina -- linda so. from fells point to other points up and down east coast. areas have been hit hard nearly a foot of rain in less than 24 hours. here's emily schmidt work the story with abc. emily. >> reporter: all along the east coast, people are discovering a storm doesn't need a name to be a record breaker. >> a lot of rain. >> this is incredible i never seen flooding like this. >> reporter: wilmington, north care loon got 22 1/2 inches of rain from what has been tropical storm nicole which qualified as

tropical storm for just six hours. >> a lot of evacuations. >> reporter: problems from the weather system are just beginning. >> i got water front property. >> reporter: rain closed roads. saturated the ground and trees toppled in the wind. four people from one family died when their suv hydroplaneed and landed in a flooded ditch. many rivers won't peak for several more days. now the weather and the woes are moving north. >> within a hour, maybe an hour and a half, it was 4 or 5 foot of water. >> reporter: in baltimore county maryland fast rising water flooded cars in a tire store garage. >> it was bad. i mean, we had no time to do really pull the vehicles out and we did what we can do. >> reporter: in annapolis maryland, sailors had who arrive from capetown south africa could not believe their wet reception. >> we have had more foul weather here at annapolis since arriving across the atlantic. >> reporter: the worst can hit new york city around morning rush hour.

for your abc2 news to go. >> i am jamie costello. remnants of tropical storm nicole are making your commute a little rough here this morning. >> yeah rainfall continues to flood roads and you may have to alter your drive. let's get to justin berk to find out what we are in for today. >> improving weather. we are approaching low tides in many locations. and with all the rain and record rainfall we got, the most common question i received in the last two days is how much snow would it have been. if you do a standard 10 to 1 conversion it would have been 110 inches of snow. that's great conversation. annapolis over 9 inches that would have been 94 inches of snow. more snow than the entire of last year. but at 5.5 inches in dundalk enough to flood things out. we are improving this morning and look at maryland's most powerful doppler radar. rain pulling out. sprinkles in some spots. and leftover clouds. upper 50s to low 60s. flood warning continues to

9:45 and water is receding and tide is rolling out around the harbor and we had temperatures expect to reach about 71 as skies turned partly cloudy and breezy this afternoon. our weekend forecast is coming up and kim brown has more. >> reporter: thanks. somethings have been cleared away in baltimore city northern parkway has been reopened at falls road. same at falls road and smith road flooding started it recede and the roadway is passable. getting word that bel air road at necker avenue between necker avenue and white marsh boulevard has been reopened. sherrie will give us the confirmation. and traffic starting to slow here on the outer loop at hartford road. delays persist to delanny valley road. slow going between liberty down towards baltimore national pike. one serious crash involving injuries and howard county at route 32 and frederick road. you could see lane closures there and we have intersection clough closed because of flooding and we will get to those. now back to to you. 6:49. the bel air road was shut down for most of the night while

crews worked to fakes sink hole. let's go to sherrie johnson to see if she has good news for the commuteers this morning. >> reporter: good morning. that's right. we sure do have some good news. road has reopened. take a look behind me here. the road was closed for much of the night because of a large hole. now that hole was reported about 9:00 last night after a pipe burst and water caused the erosion. crews worked around the clock to repair that hole and police closed bel air road at old forge lane for a three by five hole in the middle of the road. but crews actually just put finishing touches on it. they were able to have a temporary fix. they tell me they will be back on sunday for a more permanent fixture and all morning drivers had to use an alternate route. but now, the road is back open and they are able to go on about their merry way. reporting live in perry hall, sherrie johnson. abc2 news. when this started to

information including rainfall totals and live doppler radar any time at our website at abc2news.com. well, closing arguments will continue today on the trial of three men accuse of killing city councilman ken harris. prosecutors yesterday said that the evidence leaves no doubt over the men responsible for harris' death. through surveillance video from the night a year ago they pointed out the three men identified by a security guard as charles mcganey and garry collins and jerome william all walk past the new haven lounge in 10 minute intervals and casing the business. they argued before the robbery and shooting dna evidence found in the skull mask worn by the triggerman and on latex gloves. and dan there's another clothing also points to the three suspects. ask if the testimony over the suspects genetic evidence could confuse jurors william's attorney had this to say. >> only god can answer that question. i always wanted to be on the jury but i never been able to. i will say this jury has asked

a lft good questions and i know that they are anxious to get the case once the closing arguments are complete. >> well the defense tried to raise questions surrounding the collection of the dna and the lab that produced the results. jury could begin deliberating as early as today. the latest on the deadly tour you have the bus crash in montgomery county maryland. state place say they have found no mechanical problems that could have occurred that led to the accident. the driver was killed and dozens injured when the bus plunged onto interstate 270 near bethesda during rush hour. surveyers say the thing was terrifying. survivors say the whole thing was terrifying. >> seeing everybody hurt. >> and everyone laying down and bloody and it was really scary. >> witnesses say the driver slumped over in the seat leading the bus to swerve over the railing. maryland state police say the bus fell more than 40 feet from

a ramp on the washington beltway. put down the cell phone. >> yeah. a new law takes effect today. it makes it illegal to talk and drive. so if you are pulled over, you could be fined $40 for the first violation and then $100 for subsequent ones. and a secondary offense you can -- it's a secondary offense which means you can only be pulled over for committing another offense. maryland is the 8th state to make it yell lyle to talk while driving. now, the forecast certified most accurate by weather rate and maryland's most powerful doppler radar. >> it's almost 6:54 and driving will be easier than yesterday. we will have at least improving setup despite the fact some roads have debris and water on them. 63 here in baltimore. 61 in easton. and you know once you get to easton it was not that bad in ocean city. they didn't get much rain but got some overnight. 68. we got the bull's eye of the storm across the mid-atlantic and behind it it is spilling in dry air and 59 in york and here's the setup.

storm itself pushing off the coast. new york, new england getting it and we tap into drier wind and it will be briesy but there's clear towards pittsburgh and that's what builds in our direction by midday and towards the afternoon. the overall pattern watching this moisture and waves and spokes of energy along that into new england. there's the cool pocket in the jet stream settling in and stall out. could actually help to regenerate another storm off the coast. and that may get pulled back on top of us by early next week with cooler temperatures. and there's the heavy rain in eastern new england, boston gets it for the ride home. and we get clearing skies and the next frontal boundary reenforces the chilly air. we will arrive are clouds on sunday morning and we try to hold off the rain for race for the cure and we will try hard. but by afternoon wet weather rolls in and maybe a developing storm off the coast. it happen to the cool air -- to tap into the cool air monday and tuesday and wednesdayp today, 71 and a clearing set up in the afternoon. we will watch the water levels recede. tonight clear skies and back into the upper 40s in the many
