it extends through the holidays, not set to expire until the end of january. >> reporter: the government alert to u.s. citizens living or touring europe is rare. it says u.s. citizens should take every precaution to be aware of their surroundings and adopt appropriate safety measures to protect themselves while traveling. but the state department indicates it is not attempting to stop travel to europe. >> you can still go. you can be safe. you just have to be smart. >> reporter: the government advices registering with the assembly. avoid public demonstrations. stay away from unattended packages. the alert comes after weeks of discussions between the white house and u.s. intelligence communities. experts say the caution makes sense. >> you're not interfering with their lives. and in today's political realities in the united states, the executive branch simply doesn't have much choice. >> reporter: intelligence

officials say there is no new specific threat. instead, it comes from concerns that terrorists, working with osama bin laden's blessing are planning commando silent attacks on tourists in transportation centers in france, britain and germany. twice in the past two weeks, french officials evacuated the eiffel tower for what turned out to be false alarms. >> i'd have to go on. i don't think you can live in fear. >> i have a lot of relatives there, and i'm not going to be deterred by the warning. >> u.s. airlines say that they're going to continue to operate as usual. but europe is concerned that americans put off their travel. further hurting aalready fragile travel. emily schmidt live in washington. an initial response to the alert among some europeans was highly critical of the u.s. >> the u.s. state department is imminently going to put out a warning about travel to europe. the threat of another al qaeda -- >> they are pathetic, aren't they, those americans? >> now, the british government has since announced its own

travel warnings to citizens. but what effect is all this having in a city like paris? >> abc's lama hasan has been out there talking to people there and has the latest. good morning, lama. >> reporter: good morning, rob. after the alert yesterday, the french foreign ministry issued a statement that france has taken notice of the recommendation that they continue to exchange intelligence with their main partners on the fight against terrorism. they're analyzing the information that has been made by the united states. now, it's interesting to note at that threat level remains the same in this country. it is the level which is called red, which means there is a probable threat. but this level has not changed in the last five years. and it's not the highest level. the interior minister spoke yesterday saying that they are taking it seriously. they are taking this alert seriously. that the threat of a terrorist attack is real. and that people have to be remain vigilant in this country. rob and vinita.

>> lama, i know you were two weeks ago. so, i'm just curious, what sense do you have in terms of the differences, now that the travel warning has been issued? >> reporter: yeah, just to give you an idea of the sense of what's going on here. i was here two weeks ago, took the train from london to paris. i did the same thing, took the same mode of transport yesterday. and there was no visible evidence in the change in security. paris fashion week begins today, so does the car show, the motor show. and every single hotel is booked out in the city. so it's obvious that people haven't been deterred by this alert yet. >> all right, abc's lama hasan live in paris. thank, lama. well, there are three nba teams in europe right now, but the heightened terror concern has not affected any exhibition games. >> the knicks played italian team olympia milano in milan yesterday. they travel to paris to play the knicks on wednesday. the lakers take on barcelona in spain on thursday.

>> abc news continues to work on all angles of the story. we will have more live coverage from both sides the atlantic later on "gma." for the third time in three days, tankers carrying supplies to nato and u.s. troops have been attacked in pakistan. the tankers were hauling fuel to troops in afghanistan. the taliban claimed responsibility for at least one of the attacks last week and had promised to launch even more. it's been especially tense in the region, ever since a nato helicopter attack killed three pakistani troops. former white house chief of staff rahm emanuel hits the campaign trail today in chicago. emanuel made his bid for mayor official over the weekend with the announcement on his website. despite his high-level washington credentials, emanuel is no shoo-in for mayor, given the crowded field. five supreme court justiceses in washington, the priests told the lawyers and judge it's that they are charged

with rights that come from god, not government. the supreme court begins its new term today with three women on the bench for the first time. residents near a wildfire in northern colorado are being warned to evacuate. the fire quickly scorched 300 acres since it broke out yesterday, near the town of frazier. several crews are battling a blaze, but officials believe some cooler weather will help them bring it under control. now for this morning's weather from around the country. thunderstorms from southern california off of the sierras, nevada and the pacific north. showers in montana. boise and salt lake city and the southern rockies. scattered showers around boston, new york, pittsburgh and washington. it's 64 in baltimore, 66 in atlanta. mostly 60s from detroit to minneapolis and fargo. 70s from dallas and new orleans. phoenix will heat up to 96. salt lake, 82. boise, 72. 60s in the pacific northwest, and 74 in sacramento. and when we come back this morning, one city's plan to ban happy meal toys.

the dow jones industrials at 10,829. after losing 30 points. nasdaq index lost 10 points last week. the government is waiting for more than $70 billion in bailout payments even with the t.a.r.p. program officially over this morning. about 600 mostly smaller banks still owe the money they received from the bailout program. the treasury department will oversee those repayments. the t.a.r.p. program actually cost taxpayers much less than expected. verizon wireless could pay up to $90 million in refunds. the money will go to customers who were improperly charged for inadvertent web access or data uses. the charges happened over the past few years. the company, though, will not be sending out any checks. instead, verizon says, about 15 million customers will receive credits on their upcoming bills. health advocates in san francisco are taking aim at high-calorie kids' meals. local politics have imposed a so-called happy meal ordinance that calls on mcdonald's to

home to some of the country's biggest bass fishing tournaments. the hartleys were jet skiing on the mexican side when bullets started flying. david was shot in the head. >> he was thrown off the jet ski and i couldn't pick him up to get him on mine. >> she went in the water trying to load up her husband, trying to get his body to bring him back to the u.s. side, but you know, she was being shot at. so, she finally had to let go of the body, climb back in the jet ski and head back to the united states. >> reporter: it isn't the first violent incident on the water. texas authorities issued a warning in may urging caution on falcon lake after several boaters were approached and robbed. texas governor calls this spillover violence from mexico drug and human traffickers. now, he wants washington to send backup. governor rick perry is asking for 1,000 national guardsmen and predator drones to watch the border. tiffany and david hartley had grown tired of border violence, too. they were about to move, out of state. they just wanted one more day on

the lake before leaving. a regrettable choice, as investigators continue to search the water for david's body. jeremy hubbard, abc news, new york. colorado police looking into the death of jonbenet ramsey are conducting a new round of interviews from the case. 6-year-old jonbenet's body was found in her family's house back in 1996 but the case has never been solved. the new reviews are based on recommendations. and controversy over what the new mosque near ground zero will actually look like. wrapped in abstract shapes, the largest part of the building, four of the 16 floors would be used for nonreligious places. including a fitness center open to the basement. a new report basically says keep your laptops off your lap. it may be a health hazard.
