end of west poe as the company but the family of the teenager killed said they waited nearly a week to find out any details. brian kuebler has the latest. 19-year-old andrew mccoy's parents said he lived for the day. but on the night of october 3rd he would lose his life. the car he was riding in was in a head-on collision here at the 2010 of west poe as the company and poe tee streets in south baltimore. la could i, a passengers, was thrown from the car and kill. he was a, he was a beautiful person, he was a -- he was always happy and he made everyone around him happy and he was loved by a lot of people. >> reporter: not just by his family but friend. mccoy was an avid skateboarder and at a skateboard park near his home a niege sprayed in the middle. a life of 19 years, mccoy

touched many, not deserving his parents say of an accident investigation that took nearly a week before they would learn even basic details. >> we have been told it would take probably several weeks to do the entire investigation and we certainly understand that. but having almost no details for nearly a week was very figure for us not to be able to know anything. >> it was several days before the shares would even learn an off-duty annapolis police officer was driving the other car. they have also yet to receive their son's personal effects like his wallet or cell phone, a delay baltimore city police regret. >> it was simply just a perfect storm of miscommunication and, again, there was no malice towards the family or any attempt to cover anything up or hide anything. >> reporter: at the time city police were dealing with a traffic fatality of one of their own, officers james fowler. and asked mta police to handle mccoy's accident. the investigation has since been turned back over to city police.

a transfer authorities say caused a delay in even some of the most basic facts surrounding mccoy's death. the only thing we have seen in the news was he was an unidentified passenger. we didn't want his memory to be as an unidentified passenger. we wanted people to know there was a human being behind that handle. >> reporter: with a family waiting to see how their son died and who, if anyone, is at fault. in glen burnie, brian kuebler, abc 2 news. police say it will take a few weeks to complete their investigation into exactly what happened that night. the annapolis police officer has been placed on desk duty until ha report is written. well crimes against university of maryland students in recent months have been in the form of armed robberies off campus but a pair of sexual assaults within the last week came in one of the busiest places on the campus, the stamp student union, a graduate student identified as adon martinez cruz ran his hand

under a girl's skirt in the food court. she identified the suspect and they arrested him on the same floor. >> the stamp is a heavily populated area, 55 to 60,000 people on campus during the day, they come from all over the world. so an individual who has an opportunity and wants to take that opportunity may in fact do so. >> now over the weekend a second student stepped forward and said she was a victim of a similar assault at stamp on the same afternoon. it was another weekend of violence in baltimore city, all, and in all police say 5 men died in separate shootings, two of which could be related. the spokesman says the first victim was a 22-year-old man who died saturday after being shot in the head in park side. a second man was hot found shot in the head in the oakland shaw community and died in the hospital. and a 46-year-old man died after being shot inside a home. on sunday officers found a 33- year-old man shot several times who later died in the hospital at west baltimore.

a 51-year-old man was killed. police say there are leads in all these places. >> we can put a police car in every driveway in this city but if nobody talks to detectives we're only gonna get so far and we don't have crystal balls yet. >> anyone with any information on this string of shootings is asked to call baltimore's city police. a university of maryland professor plans to review baltimore's arrest under a settlement as part of the department's effort to distance it from zero tolerance policies following citizen complaints, criminologist charles well ford says he is waiting for final approval to begin the 3 year review to determine if police are complying with the settlement. the a.c.l.u. and the naacp filed a complaint on behalf of 14 people. in june the city settled the case agreeing to pay $871,000 to re-train officers and issue some new policies. tonight we know the name of a woman who fell down an elevator shaft, baltimore city police say 43-year-old tracy baird and two others had been walking inside the vacant

billing thursday night when she fell. an autopsy found baird's death was accidental. a two car collision in howard county that killed one man and left another in critical condition is being investigated tonight. 19-year-old kyle hank inof rockville was killed when his honda civic hit a toyota camry head on on route 12929 near columbia. the driver of the car is being treated at shock trauma. a preliminary investigation shows he was the driver at fault. police need your help to find this man right here. he is the primary suspect for two bank robberies at the same bank in two weeks. he robbed the madison square federal savings bank in fallston september 30th, then he came back saturday, but this time employees recognized him and locked the doors to the bank lobby. pointed a handgun at employees and fled towards the fallston shopping center.

forecast coming up. rosy? >> for the first time since 2006, former governor bob ehrlich faced a man who unseated governor martin o'malley. they wasted no time to try to get your vote. the two met with the crowd clearly in '0mallee's favor including congressman elijah cummings, baltimore county executive jim smith, all of who whom support o'malley.er lick's camp is calling foul saying they asked for a non-partisan debate. he saider lick is in a fantasy world. he engaged in class warfare since a 2007 special session that resulted in a $1.4 billion in tax increases.er lick and o'malley had a second 2008 today in lincecum. they have at least two more public debates scheduled including two more at the washington post this thursday. stephanie rollins blake paid a visit to the white house. she joined president obama and other city and state leaders from across the country to discuss improving the nation's aging infrastructure.

temperatures still into the 70s, they are going to start to drop off as we go into time. but 79 degrees in hanover, buoy in 72 degrees, 76 in manchester, middletown at 71, germantown 77, more of the same into rock vial. we look back towards the east here, 77 into hickory, north east into 74, chester town 75, gerina 76, still holding onto 80 into denton and easton, department temperature there around 78 trees. elsewhere we're looking across the state, different states, we're looking into temperatures 83 degrees, still a bit on the warm side there. 80 into dulles right now, 78 into baltimore, easton 81, dover 71, heading up to philly this evening, 78 degrees at lennox city. 7 the, and ocean city coming in right around 74 degrees. so you can see where these temperatures are headed. if we get a shower or thunderstorm in here those are gonna shoot down very quickly and there is a chance for that. so we're looking at maryland's most powerful radar as of now.

we are dry. the things looking pretty good, heading into virginia you can see a little shower, trying to move off to the west of fredericksburg as of now. the reason why, we have disturbances riding along the stationary boundary, to the north of us, but some of that action could drop down into our area as we drop down once again. also into tomorrow. so futurecast, basically showing what is going on and we do have the chance for showers, thunderstorms possible, i'm gonna say scattered in nature tour as we go through tonight into tomorrow. high pressure builds in on wednesday, we'll be seeing plenty of sunshine in the forecast once again, if you don't like tomorrow wait for wednesday. that temperature of 58 mostly cloudy, showers, thunderstorms possible, temperatures 77 as we take it neighborhood by neighborhood. check it out. mt. vernon, 76 degrees for tomorrow, 77 with the chance for some showers at fell's point and we'll see more of the same as we slide over into bel air and also into perryville.

77 and 76 then by tomorrow night that temperature will be 50, mostly cloudy, we try to dry things out. we like to see that. that will give way to plenty of sunshine as we go into wednesday. thursday is going to be our rain day. we'll cool down, around 61 degrees, another chance of showers on friday. but by the weekend we rebound nicely with plenty of thundershowers in the forecast. rosy. a small town in big sky country is rocked by the death of a toddler. now his baby-sitter faces murder charges, no one ever saw this coming. plus a stunning case of animal hoarding, dozens of cats jammed into a car, why the owners of those cats need to face punishment. as long as high schools have played football there have been home comings. but the long tradition of crowns people homecoming king and queen is changed.
