and you can see we have got our safes little ribbon of high cloud. but most ofis it is clearing across the region. and we will go from the mid-50s this morning to our two degree guaranteed high of 67. more on that storm coming up. kim brown has a look at traffic. >> reporter: traffic is still running pretty well on all the major roadways this morning. looking on the west side at liberty road, that's the outer loop on the right-hand side. some light nod rit volume. really no major problems or any minor problems this morning and the beltway. we did have an earlier accident. 97 southbound just past 695. that's cleared off to the shoulder. and police remain on the scene of an accident at sole road. that's down in green haven so expect possible lane blockages there. back to you . >> the world is watching dramatic rescues going on right now in chile. 33 miners are rescued. six are up so far after being trapped down there for 69 days. unbelievable.

the guys are come out and it's a carnival atmosphere. they are talking about 30 family members for each miner so many when one miner comes up another family is escorted in. they had to tell tv cameras to shut down the lights because of the effect it will have on the ice on the miners coming out of the hole for the first time. and they are using the long capsule that takes about 25 minutes to go down and 15 to load the miner and 15 minutes to bring them back up. they are averaging about one miner being rescued every hour. so, again, six miners have been rescued a lot more to go. and we will bring you more reunions from chile throughout good morning, maryland, and you can log onto abc2news.com to look at live pictures of the rescue. let's talk about this hot spot in college park under attack following a quadruple stabbing. around 1:30 yesterday morning, four men ages 19 to 23 suffered nonlife-threatening injuries after a fight broke out at the thirsty turtle and spilled out on route 1. now the university

nation, americans are already heading to the voting booths and casting their ballots. abc news karen travers has look at how voting day is not the same as it used to be. >> reporter: russ is one of the first voters in franklin county ohio to cast his ballot. >> i might not be able to come on election day, and this way i am done. >> reporter: it's that convenience that made early voting so appealing to more and more americans withs abouty schedules. >> we are make it as easy as possible. you shouldn't have long lines at all. >> reporter: more than 40 states have some form of early voting in person with a voting booth like on election day or vote by mail what people know as absentee ballots. in 2008, 1/3 of the ballots cast in the presidential race were cast before election day. observers predict the same percentage of americans could vote early in this year's midterm election. the recent surge in early voting changed the concept of an election day which seems like a

this morning the world is watching the dramatic rescues going on in chile. 7 mine verse been brought to the surface. the first one was florencio avalos. he hugged his 70 year -- 7-year-old son and described to be in the best shape of all. he is so shy that he is the one that was operating the cameras down there to show pictures of the other miners. they brought the third miner up and asked what's it like and he case it was like a cruise. fourth said never again. i ain't going back down there i done. forget it. here's my hat. i am done. and right now they are waiting on the others to be brought to the surface. they are look at the last to be of strong character being held

down in that hole while the others are going up. so, we will have it all for you right here on abc and also good morning, america, will have much more on the chilean mine rescue. aid quarter to 6 in the morning. let's go back out live right now to abc2 linda so. let's see how the fort mchenry tunnel is doing after the bus fire inside the tube. good morning, linda. >> reporter: good morning. i got good news. things are running smoothly. just before 5 a.m., they reopened the two lanes that were shut down after that fire yesterday. it is the two center lanes heading our way. northbound they had to close down the tunnel after the fire to make repairs to the light and road. but things are look good. let me show you how this started yesterday. this burned out school bus is what is to blame. the bus caught on fire a half mile inside the fort mchenry tunnel during tuesday's evening rush causing a major backup on 95 north. at one point the smoke was so intense it was pouring out of the tunnel. school bus driver and aid walked out complaining of smoke

inhalation and no students were on the bus and no one else was injured. the backups caused major headaches for people trying to get home. >> i work in columbia, so i have to use 95. i get on at fort mchenry and i have to use 95. no other alternative route. >> reporter: so, again, engineers worked throughout the night to make repairs to make sure everything was safe for drivers to make it through the tunnel once again. i am happy to report that all four lanes northbound are open this morning. so, your commute into work should be a smooth one. live at fort mchenry toll plaza, linda so, abc # news. today baltimore city police are planning a major announcement to help find illegal guns. this comes after a violent weekend which we saw 7 murders and a one case a 78 -year-old man was found stabbed to death inside his own home. police are stepping up patrols in several areas. teachers have their

assignment today. that's to vote on how they will be paid. but there seems to be an online protest calling for a delay in the vote. abc2 news sherrie johnson with more. >> reporter: good morning. yes, some baltimore city teachers are not happy with the proposed new contract. an online petition calling for the vote to be postponed collected 135 teachers signatures in less than two weeks. union leaders say they will not delay a vote set for today and thursday. the contract outloins a formula combining test scores and performance to reward good teachers many doing away with steps experienced and degrees as criteria. now critics say a state panel has not determined how teachers would be judged and some teachers say until they know the details, they should not be be forced to vote. >> compensation for two years this is things they asked for. and he think the hesitation of the teachers to put their --

tennessee. and that will actually work its way off towards the east and really encounter some of the cool air from the north also wrapping on the backside. this developing storm will actually ride on top of us throughout the day tomorrow and generate a lot of wind as it pulls out on wednesday. so here's the deal. that's our issue as we head in through thursday with a much cooler setup and wet weather. not going to be an all out flooding rain event. we could have rain problems with heavy stuff through new england. as far as we are concerned, we are expecting this to be our main issue but want to take you down to the south and don't want to leave out hurricane paula who is work its way just off the shoreline of cozumel and cancun and on to the western tip of cuba. the rain tensioning off towards florida but we are watching the hurricane paula with winds of 100 miles per hour a category 2 storm that will decrease and roll over cuba. it follows the cuban shorelines here and maybe throw in heavy rains across southern florida and bahamas. we will watch it deteriorate

at 5:54 make news around nation this morning. military don't ask don't tell policy closer to be abolished than ever before. a federal judge has order the military to immediately stop enforcing the ban on openly gay troops. justice department attorneys have 60 days to appeal but didn't say what the next step would be. a man's wedding album will contain a mug shot. this after he was charged with forgetting his 5-year-old son at home. he was playing with toys when he realized i am all alone. it seems his dad david wright forgot to take him with him to the wedding. so he actually called 911 himself and police took care of him until his dad showed up at the station to file a missing child report. >> he was under the -- understanding that some of his relatives were supposed to bring the child to the wedding
