happy with the proposed new contract. and online petition calls for the vote to be postponed. one hundred thirty five teachers signed the petition. union leaders say they won't delay a vote set for today and thursday. the contract outlines a new formula with test scores and performance to reward good teachers. it gets rid of steps, experience and degrees as criteria. now critics say a state panel has not determined how teachers would be judged and some teachers say until they know the details, they should not be forced to vote. now, again, union leaders say test scores will only make up 30% of the teachers union evaluation. in the studios, sherrie johnson. >> thanks. taking a look at news around the nation right now. the military don't ask don't tell policy is close to being abolished. a federal judge order the military to immediately stop enforcing the ban on openly gay troops. justice department attorneys have 60 days to appeal but didn't say what the next step

would be. well a. man through a threw a book at president during a campaign convenient on sunday in philidelphia. police are not throwing the book at him. now this video shows the book sailing past the president as he waves to supporters from the crowd. and a secret service spokesman says an overexuberant author was hoping to get the president to read his work. agents saw him throw the book and detained and interviewed him and determineds was did -- he was not a threat. the rescue of the 33 chillenan miners trapped underground for more than two months. -- months. miners eight are safe right now and we are waiting for that wheel to spin another miner out of the hole.

morning maryland. i am jamie cos tella with your -- costello. megan pringle is off this wednesday. let's fine out about the weather with meteorologist justin berk. good morning to good morning. at 6:41, we are looking at temperatures on the storm center weathernet. look at rain sheer a10 degree spread from around the bay holding at 54 in annapolis. 44 bel air and westminster and while it seems chilly, we are all clear and sun glare maybe the only weather issue this morning. otherwise may need heat in the car with early temperatures. but we will jump to 67 this afternoon. and that's much cooler than the 80s the last couple days. but, we are going to get cooler and we will turn west. more on that coming. >> reporter: heavy volume 59 southbound through the white marsh boulevard area town on towards the beltway. we are on 695 northeast side at harford road the outer loop at crawl and no major incidents holding this up. major volume and we have a couple road closures one in dundalk because of a serious crash and another in pasadena.

i will let you know where and how that will affect your commute this morning. jamie, back to you. >> let's go to sherr -- chile this is just incredible that we have been watching this -- watching this incredible rescue. nobody has ever lived underground this long and survived. 69 days these mine verse been trapped here in this -- these miners have been trappedder. >> this mine. the first one came up around midnight sobbing in the aims of his 7-year-old son. third one came up and asked about how was your half mile rescue and he said it was like a cruise. what they do they are taking the capsule and take 25 minutes to get down and 15 minutes to load a miner on and 15 minutes more up so it takes about an hour we are going about an hour to rescue each miner. the 4th one up said no not doing this again. i am -- here's my hat and my light and my chipper noiment going back in there. the 5th one they brought up evidently he was the boss of the operation telling ive to hang in

there and he was -- telling everybody to hang in there and we have eight miners up and john quinones tells us -- diana we will go to diana with the rescue efforts going on this morning in chile. diana. >> reporter: they celebrate in the streets as minesser trapped for 69 days were brought to the surface one by one at the san jose mine. they blew their hornings and sang shocks and -- songs and cheered as they watched the events unfold live. families of the men were there to greet husbands and brothers and fathers as they emerged. >> we are going to work all around the clock for 38 hours in the rescue process. >> reporter: rescuers finished reinforcing the mine monday as each is hauled up a camera will be focus on his face so they can watch for panic attacks and they will wear oxygen mask and have two-way voice communication. rescue of each man will take about one hour.

25 minutes for the capsule to descend. time to load the miner and then 15 minutes to bring him to the surface. they have been told to keep their eyes closed and were given dark glasses to avoid damaging their eyesight after being in a dymally lit tubal to -- tunnel for so long. they will spend two days at hospital for observations. the miners are not coming out of mine empty hand. they will carry with them leters from loved ones and religious statues and rocks from the mine. the miners have the experience that taught the world that sometimes miracles do happen. and in a night filled with historic moments, one that will be remembered was the rescue of the one bow liveian miner. chileans cheered and sang the bow luffian anthem in a -- bow liveian anthem as a show of university the. >> thanks. 8 have been rescued so far. 25 left to go. and go to abc2news.com where we are streaming the video live on the website. watch the whole thing.

the incredible rescue unfold before your computer. all right. from one tube to another. let's go live to abc2 news linda so. we want to see how the fort mchenry tunnel is doing after yesterday's bus fire inside. good morning. >> reporter: good morning. things are looking pretty good. they opened the two lanes that were shut down from the fire a little before five this morning. you can see traffic is running freely through the four lanes northbound through the tunnel. i can tell you it was a school bus that caused this mess yesterday. it caught on fire a half mile inside the fort mchenry tunnel during the evening rush causing a major backup. smoke was so intense and it was pouring out of the tunnel. the cool bus driver and aide walked out complaining of -- complaining of smoke inhalation. no students were on the bus. backup caused major headaches for those trying to get home. >> i work in columbia.

so i have to use 95i get on fort mchenry and i have to use 95. no other alternative route. >> reporter: all night engineers worked to fix the lights burned out by the fire and checked the roads to make sure the lanes were okay so drivers would be safe through the tunnel. again they got the all clear all four lanes back open this morning just before 5 a.m. so it looks like the morning commute should be okay. live at for the mchenry toll plaza linda so abc2 news. >> 6:47. authorities are investigating a case of counterfeit cash popping up in the area. this happened in annapolis where police found five fake $100 mills in juan pack's back pocket when he was pkd up on a probation violation police flagged a fake 100 dollar bill in annapolis at a restaurant on sunday. a college park under attack following a quadruple stabbing

around 1:30 yesterday morning where four men ages 19 to 23 suffered nonlife-threatening injuries after fight broke out at the thirsty turtle and spilled out on route 1. the university police chief is calling for this bar to be pad locked. >> this is not being a good neighbor to the university. and this establishment is making a lot of money off this university. and they are no friend of the university of maryland student engaging in this behavior. plain and simple. >> now the chief says the staff has tested the thirsty turtle to see if they serve underaged students a they say they failed. they have been cited three times in the past two years. and the chief is calling on the liquor board to pull its license. we called the thirsty turtle for a response but they hung up on us. 6:48. baltimore police say a man trying to get away from police crashed a stolen suv into three parked cars and ran from the vehicle to pop on a bus where

he was arrested. driver of the suv also collided with a car on monday afternoon. causing minor damage and injuries. he also ran over mailbox before hitth parked cars. a police spokesman says officers in an unmarked cruiser found the stolen suv by following the path of destruction. no word on what the charges -- charges -- the driver will face. three weeks from this morning we should know whether our state will have the largest casino built outside arundel mills mall. representatives from both side of the issue held a debate for voters in anne arundel county the both sides are trying to use the last three weeks to make the closing arguments. >> the practical effect of a no vote or against vote on question a is that there will not be slots any time in our lifetimes in anne arundel county. >> we get slots whether they give them to us or someone else gives them to us. and that's what they are not really telling you.

maryland constitution does not go away if you vote against question a. >> the debate was held at the fire company and drew about 100 people 6:49. a water main breaker. >> in parkville continuing to cause problems. it happened on harford between joppa and northwind. two breaks in a 12p inch water main affected a about a hundred homes and official say the street will be ripped up a make repairs. it's not known how long it will take. stock your home with backup water supply and boil your water before you use it. today, baltimore is they police will be planning a major anounment regarding new funding to help find illegal guns. this comes after a violent weekend in which we saw 7 people murdered. in one case a.78-year-old man was found stabbed to death-side his home. police are stepping up patrols in several areas. more than 100 baltimore city teachers want to postponed a union vote scheduled for today and a new contract.

thousands are set to vote tomorrow on a krat that calls for merit based pay raises but 135 teachers started an online petition to delay the vote. claiming a state committee -- committee has not started to figure out how they would be evaluated. union leaders say that's not the consensus among the membership. >> our teachers have not received compensations for two years. this is things they asked for. and i think the hesitation of the teachers who put this petition up is they didn't understand what it was. >> so the contract would replace steps experienced and degrees and students test scores and teachers performance evaluations in determining how they are promoted and rewarded in the future. and the head of dc's schools is set to announce her resignation today. she fired many teachers based on a system that evaluated in part on students standardized test scores. moves got nationwide
