to deal with the deficit. >> reporter: at its peak the ones proud bethlehem steel employed 30,000 workers when it terminated its pension plan 8 years ago it left many of those workers, the workers who followed and their families high and dry. >> my dad was a bethlehem steel retiree and unfortunately he and my mom didn't live long enough to have the health benefits taken away,. >> reporter: you may not know bill campbell republican nominee for state came patroller he dares the speak of the multibillion-dollar deficit the state faces in paying for its current and former employees retirement benefits. >> i don't know why other people aren't talking about it. it is literally a financial tsunami. the deficit for the pensions and the other post employment benefits such as healthcare are larger than the state budget. it's about $35 billion. >> reporter: the last time the state of maryland fully funded its pension and healthcare

benefits was in 2002, the same year beth steel plunged into interviews. since that time lawmakers have partially funded it and the losses in the stock market have created an even bigger shortfall. the incumbent controller says by differs firing the funds and bringing in new people to manage them the state has stopped the bleeding. but long term reforms will be necessary. >> you know it takes 11 miles for an aircraft carrier at sea when it's going along at a formal pace to stop. similarly these big financial programs are very complicated, they need to be reformed. this is no magic bullet and you can't do it overnight. >> reporter: while there's talk of possible reforms in the future greater employee contributions, extending the retirement age or converting to 401k plans union leader balk at the prospect of shifting on the burden on the back of state workers. >> quite frankly you maybe rash decisions you're going to have a whole slew of seniors going to be affected about it.

there aren't enough greeter jobs at wal-mart to fix the rash decisions that people might make. >> reporter: jeff hager abc 2 news. >> union leaders are lobbying for long term comprehensive solution. they point out the average 401k plan today has $13,000 in it which would hardly pay for 6 months worth of retirement bills. city of baltimore has a new tool in the fight against gun violence. mayor stephanie rawlins-blake announced the $300,000 smart policing grant today. it is one of only 6 grants awarded in the nation and will help fund the city's gun offender registry among other issues. >> the smart policing grants will support these efforts by funding the purchase of equipment to aid investigation and prosecution such as recording equipment, which also promotes officer safety. >> now what it does it provides intelligence to law enforcement agencies on the identity and location of

el could it city with the latest in the investigation. >> reporter: that address takes you to a park behind talbot spring elementary school. the girl told police she was walking home from that park when she was assaulted by four men. police now looking for those for men she said they grabbed her and sexually assaulted her. the girl reported the incident to a family member. took her to the hospital. three of most men left on motor scooters one left on a bicycle. she describes them all as black males with dread lock hairstyles. the girl is only 7 years old did not recognize the men hadn't seen them before and couldn't tell quite how old they might have been. >> we're canvassing the maybe right now. we've been doing that since last night we have detectives knocking on doors and talking to people in this apartment complex to see if anyone heard anything or saw anything that

would be relevant. >> police say the girl has no physical injuries and once again they are categorizing this as a sexual assault not a rape. typically in an investigation like this the difference involves vaginal intercourse. police looking for four suspects if you have any information call howard county police. 410313 stop. >> thanks a lot chris. prince george's county police have arrested a man who stabbed four people. a group of men got into a fight inside the thirsty turtle bar on baltimore avenue. police charged 21-year-old lennar do ramos in the stabbings and say one of the victims was his own brother who tried to break up the fight. he is not a student at the university of maryland but three of the victims are. the family of a 78-year-old shirley palmer wants to know who killed him. the retired worker is pg

remembered a good man died the wrong way. he was found stand to dead inside his home 2600 block of edison highway. the case has detectives stumped and they are looking for your help. >> here's a man that did everything right. you know, retired from the mta worked hard raised his family in baltimore, never been in any trouble, never any controversy just did what he was supposed to do, and then is violently murdered in his own home. it's senseless and you can't even begin to imagine what that family's going through. >> the funeral for sterling palmer is scheduled for 11:00 friday morning at the dalton baptist church in northwest baltimore. a flag painted in the middle of a knoting ham street is history. baltimore county crews removed it to the protest of some neighbors. the flag was right in the middle of albert take avenue. written next to it was support our troops and a tribute to a

service member named justin. but an anonymous complaint brought out the county with a pressure washer to remove the flag. something that other neighbors say wasn't really necessary. >> i don't see anything wrong with it. i think it's one way for people to express the fact they want to support our troops there's nothing wrong with that. >> baltimore county highway department director ken burgess says the flag had to go because the paint used posed a hazard in the road and was also defacing county property. he says the county can't discriminate between a patriotic display and inflammatory graffiti. meanwhile abc 2 news checked the flag code and a flag paint flood the middle of a busy road is not considered an appropriate way to display the flag because it is on the ground. maryland's attorney general says his office has joined 48 other states in an investigation into foreclosure documentation practices. dogginess letter wants to help ensure home owners facing

teamed up with first book a nonprofit organization that promotes literacy by providing new books to children in need. they have produced 5,000 copies of the special edition sell says me street book we're different we're the same for second graders. >> we feel it's important to engage children in something that will promote their life skills and carry them through to have successful productive lives. >> the students followed their reading of the book with a sesame street themed lunch. something is getting stirred up there. kelly what a beautiful davies wally. a lot cooler to the touch i guess you could say.

escape the day that mine collapsed all thanks to a white butterfly. those stories and much more coming up tonight at 11:00. well, getting your kids out and away from the tv or computer might be doing more for them than just getting them some physical activities. michael jones explains in today's health minute. >> reporter: according to a new study published in the journal of pediatrics researchers in the uk found children who spent a lot of time in front of the tv and computer monitors had more psychological difficulties than kids that weren't. school for exercise nutrition and health sciences looked at 1,000 children age 10 to 11 years old and noted the time they spent on recreational activities including sedentary tame and time spent on moderate to very russ activities. the youngsters completed a questionnaire that asked about their strengths and difficulties. the questions were designed to assess their psychological well- being. the data found children who

looked at television or computer screens for more than 2 hours had higher psychological difficulty scores regardless how much time the children participated in physical activity. however kids who spent more tame on sedentary activities like homework or working on a hobby not in front of a screen had better psychological scores overall those with more physical activity fared better in certain psychological areas including emotional problems april issues with school mates but did not do as well in areas related to conduct and behavior including hyper activities. they concluded the less time the children spends in front of a electronic screen the better. michael jones. >> we'll be right back after this break.
