same two incidents really a disabled vehicle 95 northbound as you approach the fort mchenry tunnel involves a fuel spill. that's just blocking the right lane and traffic gets by around that without problems. and also train track repairs have streets closed in south baltimore. bush street closed at severn street and bay yard between severn and ridgely streets this morning. rosie, back to you. city school teachers rejected a new contract proposal that would have made major changes to the way teachers are paid. right now, salaries are based on seniority and teaching degrees. the school system wants to make pay depend more on the quality of the teacher. yesterday, teachers voted 15 40 to 1107 to reject the contract which would have created a system with salary levels that teachers could work for. at the highest level, city schoolteachers will be paid a six-figure salary. supporters say it could happen. opponents are not so sure about it all. >> i can understand why they want to improve teacher performance and things like that. you about you i think it leaves

bob ehrlich says he wants to fix maryland. but he increased state spending by record amounts. ehrlich raised $3 billion in taxes and fees... including property taxes... and a 40% increase in college tuition. and now he's made over $1 billion in new promises... with no plans to pay for them... except for cutting education. cuts that will lay off teachers and increase class sizes.

teachers are paid based on seniority right now and teaching degrees. the school system wants to make the pay based on the performance in the classroom. but yesterday, 1540 teachers said no, 1107 said yes. education experts from all over the country have been watching baltimore to see if the pay for performance system could work advocates says there needs to be a better job of telling teachers exactly what he in the contract. >> this is the right contract for the kid of our city. and what we need to do is communicate why it's so good to all of our teach first. >> don't quite understand what he in the contract and i don't understand the whole thing and i am voting no. >> reporter: and the current city schools contract runs out in less than two weeks. so there could be a revote in the near future. we will be at the news conference at 8:30 this morning. but in the meantime, dr. alonso released a statement last night saying he is willing to work with teachers.
