like redesigning your front porch and inviting hundreds of your friends to help. the city of annapolis is hoping to take back wasted space in the heart of the city. annapolis city dock has been around for longer than that. but the dock area purpose is the same for all this time. plenty of bars and restaurants, quaint businesses and city dock is a work dock. but it needs something. something that says this is annapolis's front yard. >> we need to do a better job of marketing ourselves but also providing something that really is an attractive alternative and brings people downtown. >> reporter: cohen says there's a parking lot that are open spaces wasted right now. it could be revised to take advantage of the water front. the lots just allow people to come in and park and then leave the area. they don't stay or linger downtown and bring families here. it's a space that could be put to better use. there's an issue of dealing with pedestrian and traffic. if you are visiting crossing

the street can be a chal j. >> you have to find -- chal meaning you have to find crosswalks -- you have to find crosswalks it's not like for everyone to be on too people live here and there's cars around. >> reporter: tourist hate dodging the traffic they love the shops and restaurants but local folks would like a reason to come downtown. >> i think it should be more for the citizens of annapolis that live there, and not so much for the tourists that just buy ice cream and cookies and whatever. >> reporter: make it mork of a -- more of a work town. >> yes. >> reporter: and that's the tightrope they have to work as they try to create economic development by making the area more liveable. >> one of the assumptions in planning is if it work for the local and locally we want to come down, it will work for tourists as well. so, we will be put a great deal of stock in what do the local residents want to see here.

>> reporter: the city brought in the urban land institute to go around annapolis to come up with suggestions to revise the dock area. there's another meeting with the land institute from 5 until 6 tomorrow at annapolis city hall. roosevelt leftwich, abc2 news. st. joseph's medical senter will pay $22 million to settle claims of alleged kickbacks. the kickbacks were paid to mid atlantic cardiovast you lar association associates over a ten year period. the hospital has also agreed to repay the money it got from federal health benefits over a 10-year period for medically unnecessary extents. the procedures were performed by a a one time partner with mid atlantic cardiovascular associates. baltimore police say they shut down what could be a fairly large marijuana ring. jesse duffy and vinent is davis were arrested for growing,

manufacturing and intending to sell pot. in all, police seized about 400 starter -- starter plants but it was what was inside the warehouse that has police thinking this could have been a bigger case. investigators found grow lights, ventilation systems to conceal the odor, and some creative wiring to power the operation. >> what sort of caught our attention was the lengths at which they took to to conceal the marijuana growing operation. looking into that, we will do a thorough investigation. >> >> that investigation will be aided by the feds and they are interested in talk to the owner of the building and have not ruled out it could be a large operation. a west baltimore man faces charges after shooting one of his dogs in his backyard. police say the 35-year-old stanley coleman shot his bull mastive with a 12-gauge shotgun

as it attacked a siberian husky. they found the dog alive in a pile of trash underneath the porch suffering from a massive gunshot wound to its hind quarters. they found a mixed breed pit bull that looked like it had been starved to death. >> this was a third dog found in a plastic carrier on-site. the carrier had a lot of water and looked like in the bottom of the carrier, dog was in that. >> coleman faces a series of gun and animal cruelty charges. animal control officers seized the husky and shelt other figures says it's -- shelter officials says it's yet to be determined if it will be put up for adoption. police are investigating a rape in laurel last that happened last night. the woman says she was walking back to the apartment after take out the trash when she spotted a man standing in the bushes. the woman reports the manifold her, grabbed her and threatened

her with a weapon and then she rape. anyone with information is asked to call the police department at 410-222-8610. fighting gangs and gang violence. the justice department wants to help the state by giving more than $300,000 to take on the issue. a $190,000 grant will pay an assistant attorney general to handle antigang prevention and gun crimes. cumberland, frederick and hagerstown are getting money to help cover overtime and investigative costs. tonight, abc2 news is putting heat on solve maryland's coldest cases. we are partnering with police and taking a closer look at some of the hundreds of missing person's case and unsolved murder cases like for example 18-year-old tracie mosley wanted to be a movie star but her dreams were taken away when she disappear in the morning hours of april 17th, 1995. >> until we know where she is

obesity, it's a problem for americans including teenagers. a new study shows that obese teens are now at an increased rising for becoming severely obese when they hit adulthood. we have more in the health alert. >> reporter: today lauren is an active normal weight young adult but that's not always how it was. >> i was the fat kid. so, i got a lot of name calling based on my weight and physical appearance. >> reporter: as they age -- >> as they age there's a high risk for them to continue to gain weight and become severely obese as young adults. >> reporter: obese adolescence were significantly more likely to become severely obese by their early 30s than individuals who were normal or overweight as adolescence. >> reporter: drs gordon larson and natalie tay from the university of north carolina chapel hill and coauthored studied more than 8,000

individuals from 12 to 21 normal, overweight and obese tracking weight progression over 1 years into young adulthood in into the in the normal weight population 1 to 2% became severely obese. and in those teenagers who were already severely obese, at baseline, 75% of them continued to be severely obese as they became young adults. >> reporter: the study appears this week in journal of the american medical association. >> this study highlights the importance for interventions both targeted at obesity before adless epees and also prevent -- adolescence and also spreepting obesity from adolescence to severe obesity. >> reporter: lauren got message when she decided to look at her eating habits and change her lifestyle one step at a time. >> it doesn't have to be that hard or everything at once. just pick something that you think you can change. >> reporter: she says by cutting out soda, she lost 15 pound in a

year and started biking and walking everywhere. >> it might take longer than taking a pill or having surgery, but they add up. i used tonight kid that couldn't run a mile. and next month i am going to run a half marathon. >> reporter: and this is the first study to track a large group of adolescence and their weight progression into young adulthood. well, the city is taking some steps to make sure you pedal safely. city council passed a cyclists bill of rights expressing support for improving conditions for cycling. it calls for equal access to city streets, greater involvement in planning by bicyclist and greater awareness of bicyclist rights in accident cases. you know, these days, jobs and career fairs have had no trouble drawing crowds. and that was the case at one job fair in baltimore county today. it was open to all, but there were some job seekers getting a little extra attention.

abc2 news tim rutherford has the story. >> reporter: in an ecomony that has produced the highest unemployment numbers in decades, job and career fairs are an essential element in the job hunting process. tuesday in randalstown baltimore city and county put on a joint event open to the general public with a special emphasis he on out of work veterans. for veterans fining the career support service is like standar procedure. >> you have to note situation and mission and the support services available. >> reporter: ten year veteran kenya stokes was civil engineer in the air force and found people here who could talk the talk. >> i found the company who specifically was dedicated to the skills that i learned as an engineering craftsman. different things to hear her speak the language that is so hard to relay on the civilian side, was very encouraging to me. >> reporter: much has been asked of our new generation of military veterans. the service commitments are
