hidden camera investigation documents what industry experts know. some stores make returns a swap. they will take your items if you'll give them the information they want. some even do it with receipt in order to return the frying pan to one store or a shirt to another without receipts, the stores required our driver's license information to be scanned into their computer system. in another store when we tried to return there high tech mouse, the clerk used our credit card information to link the return to our undercover buyer. only one out of four stores allowed us to return an item. this flower pot without asking for i.d. so why are stores asking for the identification. >> you can see a pattern in the history of you doing that, then it is common for customers to be let go or fired. >> reporter: the national retail federation which represents hundreds of stores across the u. s. confirms some do keep track of return customers, and says the goal is to strike a balance between keeping shoppers happy and

preventing future problems. >> stores need to take a firm stance on policies sometimes absolutely. are they right 100% of the time? unfortunately they are not. >> reporter: the trade association returns are tracked to crack down on fraud. it's a new survey that estimates some $3 billion will be lost returning items to retailers. 4% of returns with receipts are proven to be fraudulent. 14% of returns without receipts are fraudulent and some criminal customers even make fakes to return stolen stuff if stores have their contact information that police can possibly investigate. >> tracking returns can help stores fight fraud, but stores also make money because your personal can also be used to push product. >> it is used for marketing

purposes and other stores. >> tracking returns ultimately saves everyone money. >> the goal of all of this is to prevent consumers from acting in illegal or ethical ways taking advantage of retailers that you and i as consumers will pay a higher price at the cash register. >> the national retail trade association says customer identity data is kept in the same system where credit card data is stored. if you give a store a license number it's secure. if you don't feel comfortable giving out your personal information to return something ask to speak to the store manager. if you behind up on a black list you can still shop in the store but the store may refuse to return items in the future. tipping during the holidays with a hot economy people are looking to save more. several experts say people should tip more this time. people like their doorman, the mailman or even their

change dramatically in a move that could cost its maker the roche company billions of dollars. >> the government says it has not been shown to be safe and effective for breast cancer patients. the head of the cancer drugs for the fda said given the number of serious an life- threatening see effects the fda does not believe there is a favorable risk to benefit ratio. the fda's move comes after they failed to extend survival in four trials with breast cancer patients. roche is appealing the decision. so for now it will continue to be available. the drug has been cleared to treat other kind of cancer and even breast cancer patients can still get the drug if their doctors approve. the pig question to be answered is will private ensureers continue to cover the cost of it for breast cancer patients. medicare will continue to do so for now. it costs up to $57,000 a year for breast cancer patients.
