legislature passed the law outlawing texting while driving. now they made additions and they take effect tomorrow. don harrison tells you what it means. >> even taking your eyes off the road for just a second to check your text and not texting, it is -- i think that's a recipe for disaster. >> reporter: according to a study 28% of all crashes are caused by talking or texting on a phone. 200 throw are caused by texting. maryland gets tougher tomorrow. studies show the greatest amount of distracted accidents happen to drivers under 18. these seniors fall into that category. >> i think there is a lot of distractions but teching your eyes aren't near the road so that's even more difficult to drive when you aren't looking at the road. >> there is like a stat that

if you text and drive it's worse than drinking driving. >> reporter: she is right. several studies show that trying to read or text while driving hurts your driving as much and even more than drinking and driving. when the law does goes into effect it'll he a primary offense so if they see you they can pull you over for that reason alone. even if you are stopped. some say the new law will change their habits. >> i hate to admit it. if i'm stopped at a traffic light i check but if i know that's a primary offense i will be sure not to do that. >> reporter: in annapolis, don harrison. abc 2news. >> another law going into effect tomorrow has to do with unemployment. rates at record highs, to try to avoid putting more salt in to the room maryland won't let most employers run credit checks on applications with so many people looking for work checks have become a credit

problem. if your report gets pulled to much it can drag down your rating. there will be some exceptions for positions related to finance. senate elimination of a volunteer separation as a grounds for divorce goes into effect tomorrow. the law shortening the amount of time a couple has to believe part to one year. most still have to live in different homes for the year if they want the divorce and can't have sexual relationships with another person for it to be a no fault divorce. and starting tomorrow law agencies will be able to talk to school boards and install cameras on school buss. the idea is to catch drivers and other law break he is related to passing and over tacking school vehicles. one person is dead, another injured in a crash this morning in baltimore county. it happened about 10:00 on belaire. an 85-year-old was turning left

onto belaire when her cadillac was hit by a car heading north. she died. the driver of the second car is in critical condition. the cause is still under investigation. i worker at the tin mill was trapped on a crane when a fire woke broke out. the employee was able to get down. firefighters still don't know how the fire started. a public wake and funeral for the retired educators who died in a fire at their home wednesday is planned for next week. donald and jenine patterson will be remembered. services will be held from six to nine. donald was an asift isn't superintendent, his wife was the assistant principal. the wake and funeral for orlando bloom will be many next friday. services will be held in clinton but a time hasn't been set. brown was known to manies zeus.

center of a outbreak but here there aren't a lot of them because of irene and lee. all of that rain flooded the local fields leaving crops soaked. local growers say they had a 25 to 40% loss this season because of the storms. the results in. state school officials released the scores from the graduating classes of 2011's assessment. what the results show. >> reporter: all right. that's right. interim state supervisor announced the results at the department of education today. this year's past senior class was just the third that had to take the assessments called hsa's in order to graduate. the rate jumped to its highest recorded rate for the class of 2011, 87% statewide. >> i think they gave high schools a real reason to engage every individual student,

nobody gets -- falls through the cracks, everybody is noticed. >> reporter: and the results seem to indicate they have had a positive effect but it's also important to note that graduation rates include students who took more than four years to graduate. and baltimore city schools are celebrating their latest graduation numbers and a reduction in high school drop outs. since city school ceo took over four years ago the number of students receiving their diplomas has jumped 19% while drown outs have dropped 55%. >> the kids are in school. that is a reflection of hard work on the part of people in this city. not only people in schools but people outside of schools, people who went with us, knocking door to door to bring kids back. >> reporter: four years ago for every african american male who graduated one did not.
