>> start tonight with a developing story. police say some taxi cab drivers just aren't following the rules. in some cases they may be refusing to take people where they want to go because it doesn't make them as much money. don harrison showing us how they are in trouble with the law. >> i have been up here the cab service up here just like -- it's messed up. >> reporter: its complaints that made police aware of problem was cabs at some amtrak and light-rail stops. >> we did an operation called operation correct fare. >> reporter: tuesday morning police did an undercover sting at the amtrak rail station and at a light-rail stop. they posed as customers looking for cab drives. in a 20 minute span police issued 11 violations, three of them involving arrests on the scene. one of the arrests was for a suspended driver's license and

two were for criminal warrants. some of the violations were traffic citation, failure to start a fare meter and refusal to take a customer. >> take you where they got to go. >> reporter: these don't come as a surprise to some customers. >> most cab drivers want the trip out of town, you make yore money than try to run someone local and burn more gas in traffic. >> reporter: jeff used to drive a cab and he has seen drivers not play by the rules. >> we never did like short runs because it's out of rotation and does -- it cuts us short on money. >> reporter: not all people have had problems. >> i have never had any personal experience with the companies doing anything wrong. i'm sure that just like any other business there is corruption. >> reporter: for police the faction is drivers have to play by the rules and will continue to use undercover stings to

make that point clear. don harrison for abc 2news. >> now all of the violation was reported to the commercial licensing division for further review. take a look at some of tonight's top stories. police looking for the person who shot a man in charles village. he was shot in the groin and is in serious condition. shooting happened just 50 feet from the spot where a researcher was killed last year. a woman is in the hospital fighting for her life after she was attacked in her home. she was upstairs when two people broke in, came upstairs and attacked her with a crowbar. she jumped out of a second story window to get away from them. she was taken to the hospital within ires. the temperature has dropped leaves starting to fall and while fall is a great time to get outside and enjoy the

. dozens of people were injured when a bus hit an overturned semi trailer in central nebraska. five people when in the hospital, the driver of the bus is in critical condition. the state police say the semi overturned after the driver drifted toward the medium and over corrected then a second truck clipped it and ended up in a ditch, followed by the bus. wow. fbi still trying to identity the substance that

injured six during a hazmat scare in oregon. employees at a portland va hospital were opening mail when they started to feel burning on their hands and face. they were isolated treated but some were burned. it was caused by a substance some said was a white paid in an envelope. the president took to the airways talking about his jobs plan and the future of his jobs plan. we will tell you what he said and who his comments were aimed at. is one of the candidates already considering another position? we will explain.

>> reporter: the president faces an uphill battle to pass his jobs plan that includes a tax hike on the wealthy starting in 2013. that didn't stop him from pressing his message. >> the economy needs a jolt right now. it's not a game, it's not the time for the usual gridlock. >> reporter: unemployment will be the issue come next november with 9.1% of americans out of jobs at the moment. in a recent poll, shows that just 39% of americans approve avenue the way the president is handling this issue. >> nothing has disappointed me more than what's happened over the last five weeks. to watch the president of the united states give up on governing, give unon leading, and spend full time campaigning. >> reporter: all right so pal sin one of the people who has come down hard on the president when it comes to the economy. basically because she is not running, it doesn't mean she isn't going to play a role.
