up behind the storm. tomorrow morning the race starts at 8:00 and we'll look at winds ten to 20 miles an hour. the orange shading shows the stronger winds and they pick up in midday and we're looking at gusts that could leave 30 miles an hour. so here are your headlines for the runners. winds gusting to 30 miles an hour. and the skies should be mostly sunny and we're looking at a start temperature of 52 midday, most people getting through the four hour mark and we're looking at temperatures in the low 60s. in anne arundel county we have an accident on 97north on the ramp to 100 west. we're getting conflicting reports if the ramp is closed. this is the beltway on the southwest side at frederick road. and the outer loop has most of our traffic right now. we have a broken down car on the outer loop own reisterstown road. there's a tractor-trailer here that had an accident on the right side of the ramp. traffic is getting by.

be careful as you pass. drive times are doing okay. we have light traffic 83 southbound to the beltway. get ready to see lots of runners. the baltimore running festival is tomorrow. for a preview, we have dispatched linda so to give you a little sneak peek. >> reporter: it will be and exciting day tomorrow. if you've been around baltimore and know anything about this you know this is a huge event, tons of runners. they're expecting 25,000 runners from all over the country, all over the world. joining us now is a local group of moms, teachers to runners and others. >> we went to college together to become teachers. then we all went our separate ways and started teaching and i met general and kristin teaching and we decided to have

children. teaching and being a mom take a lot out of you. so we decided we needed to do something for ourselves to be healthy and we thought the healthier we are then the stronger we are in the classroom and as mothers. last year beth and i ran the baltimore half marathon together. we joked, we're a team of 2. over the course of the year, we got a lot of people to start running with us. and we developed a running group and now we have 27 people running tomorrow in the baltimore running festival. >> reporter: and you have a motto. it is on the back of your shirt. can you show it to us. we run to be stronger for everyone. and you feel personally and strongly about this? >> yes. we've lost people in our lives at a young age and it's hard. so there's a group called the comfort zone camp. it's the largest bereavement

but overnight they decided to do it themselves. there's the area being swept and picking up the trash. the park owner said that the protesters can return after the cleanup but they're no longer going to be able to camp there. we had some live shots there. we'll see if we can get some more this morning. it was a horrific crime and this man could face the death penalty in a home invasion case. it left a mother and her two daughters dead. the father was the sole survivor. their home was set on fire as the invaders left in 2007. a man seeking an adventure ended up in a tree. he jumped from the tallest bridge in sacramento and his parachute got caught in a tree. after being rescued, he was arrested. no jumping signs, he didn't see the signs.

the storm prediction center with tornadoes in virginia. and we've had video to share with you. but there was that warning or alert that was put out for the university of maryland college campus but there was no warning by the national weather service. this has sparked a tremendous conversation to the responsibility. they get their information from a private service based in pennsylvania. and they had three separate text alerts and three separate sirens going off on campus. there was no warning from the national weather service. and not much of an indication on doppler radar that was going to produce that storm. so that may be something that our people will be talking about especially if you have family members or friends at university of maryland college campus. no tornadoes there yesterday. we have low pressure to the south trying to pivot through. we're probably looking closer to 9:00. but a warm start at 67.

follow the wakeup window at the bottom of the screen for the local weather data and we'll talk more about the weekend in a moment. 95 southbound out of white marsh, we have traffic building but not quite stop and go yet. take a look and see how things are moving along. light traffic so far. outer loop has most of the volume on the southwest side on frederick road and the inner loop is moving well. there will be a disabled vehicle there. this is the outer loop on harrisburg expressway. a tractor-trailer accident. and hazmat is on the scene because of a possible fuel spill. but everyone is slowing down and being very careful. it was supposed to happen months ago. but this weekend, this is a dedication that will be taking place in washington for the latest monument. the ceremony to honor martin luther king, jr. is coming up ahead. put down the egg mcmuffin

welcome back. police still have no suspects in a shooting in the parking lot of the university of maryland college campus. we're standing by with the details of what happened. >> reporter: police say that a man was critically hurt after he was shot several times in the back. the parking garage is located the heart of university of maryland medical center. here's what we know so far. the incident started off asen attempted robbery. but the victim was pistol whipped and shot in the back. >> he was approached and during the force of that, he was hit several time and shot several times with handgun rounds. he's now listed critical condition at this time. >> reporter: the baltimore police union said that the victim had been stabbed in a home invasion not long before that attack. he said that injury is what brought him to the clinic in the first place. and the officers are conducting

their investigation and looking at video footage. police in elkton hoping to change a tire discovered 67 pounds of marijuana. the police say after talking with two men changing the tire, the trooper became suspicious and asked to search the truck and they found the weed in the truck bed worth about $300,000. a new push to repel baltimore city's so-called beverage tax. they imposed a two cents per bottle. and now retailers and beverage distributors are asking to kill the tax early. supporters of the beverage tax say it raised $5 million a year in a city with a $50 million budget deficit. you can't talk, text or even look at your cell phone while driving in most states.

of an elementary school were hit by the twister. they will be out there to determine if this was a tornado. and this is near the epicenter of the august quake. so a lot of things happening in mineral, virginia, justin. yes. and that did halt in the south and west. you see a lot of pictures here. the college park issue, nothing happened. three separate sirens and three separate text alerts to the students. that key from a priority service, there was no official warning from the national weather service. we want to make that clear. and there will probably be a big conversation today because it scared a lot of people. it was a nasty storm and maybe some more nasty weather today. you might be able to see the spin right there. this is the cold front that will swing through.

but it's this area of low pressure that swings to the west and probably going to ignite more volatile weather late on into the early part of the afternoon. behind it, there's a lot of wind. we gave you details for the wind, a breakdown for the baltimore running festival, a little earlier on. and we'll do so again in the next half hour. i'll break it down. we'll do that in about 20 minutes. we're watching this rain trying to come in. and i think our time frame will be the second half of the commute through the early afternoon hours. there's a lot of energy and spin with the system. we'll watch it spin through. and we're looking at showers to end. but it's all about the wind tomorrow. 72 and warm day but gusts up to 20 miles an hour and start to clear out most of the race tomorrow. but winds could gust up to 30 miles an hour. that is not fun to run in and i'll be there running and complaining with the rest of you. but a good looking day with
