what william was wearing. >> we have camera footage of curtis lopez, the suspect in this case, with william at a storage facility in the 13000 block of wisteria drive in germantown. the footage is from the morning of october 1st. the clothing appears similar to what william was wearing on october 1st. >> police said william didn't appear to be under any distress. curtis lopez has waved an extradition hearing and is, specsed -- is expected to be back in maryland soon. police have been searching trails. at this point police aren't sure where william was killed. we had an argument outside

the small town of westminster that turned violent. a stabbing victim is still being treated at shock trauma. michael fisher got into an argument receipt outside the regal movie theater and used a knife to slice dominic miller right across the stomach. >> the gentleman who was cut retreated to a car that was occupied by a friend, told the friend to drive him to the hospital. the friend couldn't locate the hospital, pulled into a business and called 911 from there. >> fisher faces charges of first and second degree assault and over thed $25,000 bail. tonight police are on the lookout for a man who raped a 13-year-old girl in an abandoned row home in the 800 block of north caroline street in east baltimore. that's where jeff hager picks up the story. >> reporter: as police combed this east baltimore area for a

suspect in the rape, neighbors question why it provided easy access for the young girl's attack tore force her inside. police say the 13-year-old was walking down the sidewalk when the man confronted her and led her into the recesses of the empty home where they assaulted her. they have released this scatch, a black male -- sketch, 45 to 50 with a mustache and dark clothing, 5'3" and weighs about 180-pounds. >> detectives are scouring the area looking for camera, surveillance footage and asking anyone with information to contact the baltimore police department. >> reporter: a neighbor says after the attack the rapist left and the victim came to her house in search of help. she had a bloodied lip and teeth

loosened. city housing said inspectors had last noticed a secured door on that structure back in july. the city tries to check each vacant home every 90 days but with 16,000 in the city, it's difficult to meet the schedule. they said he had no report that the door had been missing for months. witnesses say a man fitting the suspect's description had been seen hanging out at ashland and bond. if you saw anything or know about the identity, call baltimore baltimore -- baltimore city police right away. police say all of the break-in's have been happening in the heritage hill area. the break-ins have happened at some homes under construction, some that were empty and others

the plan. if you just filled up at the gas station for $43.29, would you be okay pay $45.24 if it with improve our roads and putting people to work. they're talking about a 15-cent gas tax spread over three years. roosevelt leftwich has more. >> reporter: today was about laying the groundwork for what will happen next year. both sides said they're gearing up for a big fight come january. governor o'malley will increase fuel taxes and said the money will be used to repair roads, bridges and infrastructure and improve transit. but others say no they said that it's too much in this economy. the governor says this is all about jobs and not just taxes.

the conservatives say this is about reckless taxes and spending. >> there's no tool we think better than today to do investments in public infrastructure. you get people to work right away. you get dollars in the economy and this lays the foundation for long term growth, stable -- sustainable growth and recovery. >> we have to get on the right track. it has to be clear. when this comes to taxation, everybody feels. that every worker in america in the state of maryland feels excess taxation that should not be there. >> reporter: one of the things, they said it will go to improve transit. you also have new transit lines underway in the d.c. suburbs. they said this money would go to

finally the rain will be upon us. our highs today 75 at inner harbor. 72 in annapolis. i had so many friends. 74 in d.c. that's the way that i like. it as we go through the neighborhood forecast, i don't know, those friends might die out. look at the 67 degrees that i'm forecasting into federal hill and then the rain on top of it, the clouds. the satellite and radar pick up on the clouds trying to stream in across the area. we're getting it from every angle. we have it from the west, the clouds from the south. the storm system will be moving in as we go into tomorrow from the south. it's working in tandem with this upper level low. we have the surface low from florida, lots of moisture with this and with that we'll be putting down at times some heavy

rainfall across the area. future trends will be picking up what i'm talking b things still looking good as we go through the rest of the evening. so towards morning about 3:00, 4:00, yes, the atmosphere will moisten up. we'll be seeing light rainfall trying to move into the area. heavier rain as we go throughout the day and especially the eastern shore. your morning commute will be really wet. as we go into the afternoon commute, still a couple of scat schat hovering -- scattered showers hovering. by thursday morning still maybe a couple showers lingering but we will dry out nicely. then we'll see more sunshine as we head into friday and the weekend. overnight temperature will be around 57. cloudy, rain towards the morning time. by tomorrow afternoon 67 degrees. that rain heavy at times. also, we'll be on the windy side, still breezy as we go into tomorrow night. your seven-day forecast brings us chillier as we go into thursday with the temperature right around 63 degrees.
