south. we're doing fine as well. no issues reported on 395 either. because of the light traffic, everybody's doing a great job driving out there, our drive times are doing okay. 83 southbound to the beltway, 5 minutes. traveling the outer loop, bellaire to providence, 6 minutes tops. 795 to 70 will take you about 7 minutes. this morning police are searching for a man who alekedly raped a 13-year-old girl in east baltimore. it happened monday night in an abandoned row home. >> reporter: people in one east baltimore community have been calling the city to do something about the vacant row homes. police are searching for this man who they believe raped the girl. authorities say she was walking down the sidewalk in the 800 block of north car line street when the man came up to her, led her into an empty home where he assaulted her.

neighbors question why the vacant row home provided easy access for the young girl's attacker to force her inside. >> it should not be open like that at all. >> now, city housing says inspectors noted a secure door back in july. the city tries to check each vacant house every 90 days but with 16,000 of them in the city they say it's pretty tough. they have no one reporting that the door had been missing. news from around the nation, lions, cheetahs, bears, other exotic animals are on the loose in ohio causing several schools to close up shop for the day. the owner of the animals was found dead outside his home yesterday but no word on his cause of death. his barn had been unsecured

allowing an unknown number of animals to escape. and the boy was found almost 30 hours later under a neighbor's bed. they found the child asleep with a piebt of ice cream beside him. he was worried he would be in trouble but his mom said all that mattered was that her son was back home safely. a lot to do in the sunshine state this morning. we'll have what happened and look at the national weather service, what they're going to be investigating as a result of this storm later today. also, entertaining, sure. talented dancer, not so much. provided lots of laughs on the show. we'll have a recap of last night's elimination when good morning maryland continues. coffee doesn't have vitamins... unless you want it to.

trees are down and houses damaged after a possible tornado touched down in plantation, florida tuesday night. there's no official confirmation of that twister just yet but the area was under a tornado warning when that system moved through. south florida remains under a watch until 6:00 this morning.

>> char lee, it was a semitropical system. it crossed florida and heading into southeast georgia and north carolina. as we follow that flow, push that band of moisture up the east coast, there's that area of low pressure and that may be responsible for providing more severe outbreaks. we're taking some of that tropical moisture, it split into a couple of pieces and we've had that wave sit right along i-95. it is banked up right along that fall line and the i-95 stretch from see sill county all the way through d.c. breaks up around annapolis bay bridge and returns to southern maryland. some of you are saying okay, maybe we're done. we're not quite though. we will have showers and storms. i do think it may actually break up around lunch time and winds will pick up as we go through the day and to want stronger winds behind the storm. coastal flood watch because of the wind and the rain and we'll highlight the high tides and some key areas in the bay coming

to offer an amendment to the no child left behind act. the amendment would allow schools to lower the academic expectations for students with disabilities based on their scores in a state accountability test. it may allow the school to take the child off the diploma track as early as the third grade. the amendment would remove the limits on how many students could take a less challenging assessment test. some are are not happy about the proposed amendment. >> i see this as lowering the expectations for students with disabilities. >> research has shown when they are held to the same high standards as every other student, they can achieve and they will learn math and they will learn to read. >> now, we spoke with senator's office. she says she's looking forward to reviewing this amendment. she's been a strong advocate for raising standards for students

some of us speaking and i suggest that if you want to become president of the united states you'll have to allow both people to speak. >> the next debate, november 9th, that's going to be in michigan. well, a school in illinois is now asking for students to hold it literally. students are allowed to leave class three times a semester if they want to go to the rest room. if they've got to go more than that they have to make up the class time after school. students have plenty of time if they need to use the rest room between classes the principal says. the students disagree saying 5 minutes isn't enough time to leave one class, hit the rest room and make it in time for the next class. they may have a point and this is our hot topic on the web today. we're talking about it on our website and facebook. should kids have a limit on the number of times they can go to the rest room during a school

we've got ourselves 58 degrees, fog, some rain, and the winds not that strong. by the way, 16-mile-per-hour winds and a 10th of an inch of rain, really not that much out there, but there's more rain and it does appear that some spots it is coming gown we've got that break in annapolis and i want to be very clear about this storm. a track that is similar to irene just because of where the low pressure is going to take it off the coast and a sign that we have this repeating pattern here with these coastal storms, but it is not irene. it is not lee. it doesn't have that tremendous moisture. a lot of this first round of rain will be done by midday even
